HUNTERS POINT NAVAL SHIPYARD A DIABOLICAL NIGHTMARE WAITING TO HAPPEN.

Hunters Point Naval Shipyard; in the Hunters Point Bayview Area - the many parcels including Parcel A - the only parcel now under the jurisdiction of the City and County of San Francisco - where NOTHING is happening - is a diabolical nightmare - waiting to happen.


Much of the land at the Shipyard some 900 acres including the surrounding area Candlestick Point is landfill.


To be precise - poor landfill - where dirt was packed poorly and with it the worst contaminants - containing building debris, radicals with toxic components, atomic debris, sand blast remains from the Atomic experiments buried all over the Shipyard and more.


Large animals that took place in the experiments at Bikini Islands - where the United States Navy had the audacity to brings these animals and bury them all over the Shipyard - after conducting the various animal experiments.


The National Defense Radiological Laboratory was established and operated at Hunters Point Naval Shipyard - we will call it the Shipyard - where Depleted Uranium and other very sensitive experiments were conducted.


This laboratory preceded Lawrence Livermore Laboratory and the other dangerous laboratories - where the Atomic Bombs were built and millions killed during World War II.


One Atomic bomb left the Shipyard one fateful day and was loaded on a plane - a bomb that killed millions of innocent Japanese - during World War II. God save their souls.


The Shipyard was on the fore-front of Ship building as part of the World War II efforts. Thousands of Blacks from the South were enticed to come and work - and came and worked - under conditions that were not to conducive to their health.


Many lived in sordid condition first in tents, then in trails, and after years of hard work and saving money - many of those ardent Black workers and others - bought homes in the Bayview and elsewhere.


With the hard work, the money they made - they paid a premium their lives. Constantly exposed to contamination and toxicity as part of their work environment.


Thousands of innocent Black workers died from chronic  lung, heart, and other diseases  - giving their best at the Shipyard and receiving their worst. Adversely, impact family, relatives, and friends. I know many of them - and the ones who suffered and died - too many and most of them not compensated. God sees it all - and those of us that know and have the empirical data - will never, forget.


The U.S. Navy continues to procrastinate, bluff, try every trick in the book; saying they are doing the clean up - truly speaking the history of the U.S. Navy at the Shipyard is full of lies and more blatant - lies.


Early on in the clean up International Technologies wasted $300 million. Pretending to do the clean up and pocketing the money. The U.S. Navy looked the other way. IT declared bankruptcy.


The U.S. Navy over the years had a sordid history - U.S. Ships docked at the Hunters Point Naval Shipyard - and contaminated materiel, much containing radioactive material were "jettisoned" - here, there, and every where.


This behavior is uncalled for - the U.S. Navy did it anyway - and the U.S. Navy has the audacity today to tell the community under a fake Record of Decision that it wants to  "cap" their sordid actions. This is totally unacceptable to any decent human being.


It is one thing to read about such atrocities - it is another when we have "living human beings from the planet Earth" who have related to me the dubious, nefarious doings of the U.S. Navy from the late 1940s to the late 1960s and further. We have manifest that we have read - and can be produced in court at the appropriate - time.


We are in the year 2012 and the dumb, shallow, inept Regulatory Agencies the U.S. Environmental Protection Agency, the Department of Toxic and Substances Control, the Regional Water Board, the SF Health Department, are trying to deceive the community - after decimating the Hunters Point Community all these many years.


The U.S. Navy deactivating the Restoration Advisory Board (RAB) - the only civilian entity that had some say. The only civilian entity that brought about real transparency and accountability.


The RAB did not sign on the Record of Decision (ROD) linked to Parcel A. The community must NOT have anything to do with the fake ROD linked to Parcel E2 or the other contaminated sites.


Not to be undone the U.S. Navy leased large area to a company called AAA Ship Repairs - who in intent abused the lease - and as part of its Shipbuilding Repairs - continue to unabashedly dump contaminated liquids and material - all over the base after the U.S. Navy ceased its operations in the late 1970s.


AAA Ship Repairs - was fined and the U.S. Navy knows this.


The U.S. Navy cannot be fined - because it treats its missions in a manner that are nonchalant and begs the U.S. protection - treating all its controls as mere statistics.


Where human beings are but a "number". Much like Government Issue "GI" - where our men and women are sent to war - to die and give their life - with little or no regard.


After all these years - among all the Department of Defense entities - the U.S Navy is the worst - when it comes to standards.


The recent meeting held at the Southeast Facility Commission at 1800 Oakdale to discuss the "Draft Parcel E-2 Record of Decision (ROD) - was a JOKE.


Parcel E-2 all of it - is a toxic cesspool of the worst order - all of this crap must be removed. The U.S. Navy created this mess - and the U.S. Navy must removed - all of it. Now.


I represent the First People in this matter - the Muwekma Ohlone - and I demand not request - that all of that "crap" that U.S. Navy created - must in removed "in toto". Aho.


We, the community have fought hard for a long time - and I have written thousands of articles about this on going - nonsense - where the U.S. want to "cap" the very contaminated area that is created through its misdeeds and sordid, operations.


The area in question is prone to severe flooding and liquefaction.


Where Congresswoman Nancy Pelosi and Senator Diane Feinstein think a measly $300 million will suffice to do the clean up. They may think so but they are totally wrong.


The entire clean up  will cost upwards of $i billion to attain any minimum - base-line clean up.


Where the U.S. Navy gets the money - is their responsibility. As is - the land is very toxic and many waivers will have to be signed - if a single "dog house" is built on that contaminated site - the dog gone - Shipyard.


Right now; the adverse impacts of Lennar, a Rogue Developer on Parcel A - has impacted the entire Shipyard.


Daily we get high Asbestos readings - the U.S. Navy knows this, the City and County of San Francisco knows this - but no one does anything about this situation.


The Bay Area Air Quality Management District is dragging its legs - having fined Lennar a measly $515,000 when it should have fined them $80 million for all the violations - linked to all the real time Notice of Violations. 


The Regulatory Agencies behave in a manner that is uncalled for when the people affected are not White - are minorities.


The Regulatory Agencies - and leading among them the U.S. Environmental Protection Agency (EPA) must be ashamed of itself.


I know for sure Jared Blumfeld the Regional 9 EPA Director and Lisa Jackson the Nation EPA Director - are fully cognizant of the facts at the Shipyard - but continue to 
treat the community at large that has been adversely impacted with disdain.


The land all of it belongs to the First People the Ohlone. It was pristine for thousands of years. Two hills sat where now the Shipyard lies - very contaminated - as a result of what the U.S. Navy did without any concern and going full steam with their sordid, evil actions in mind.


Two hills were demolished - the dirt spread all over the Shipyard. With the dirt - the remain of the Ohlone - the First People of the area - the land further "desecrated".


The U.S. Navy had not archeologically surveyed one "square inch" to this day. 


Failed to abide by the Native Americans Grave Protection Act other pertinent Federal Requirements - linked to the First People.


The same has been with the City and County of San Francisco that is waiting to develop this very, contaminated land.


" No good, what so ever will take place at Hunters Point Naval Shipyard. Aho ". I have said this from day one and I say it today - April 12, 2012.


The entire Shipyard must be abated, mitigated to residential standards.


Once it was pristine - and it must be restored to standards that do not harm any life.


The City and County, this Mayor Ed Lee, the other authorities who are hoodwinked by Big Developers have an obligation to follow the law.


The Precautionary Principle demands that all work stop and that every precaution taken to rid that which is harmful to any life.


All the past and present empirical data points to the most contaminated materials dumped at Hunters Point Naval Shipyard. Clean it up - or forever hold your peace.
