Innocent people exposed to the witches' brew -
at the SFPUC - who will right the wrong?
The SF Public Utilities Commission - created in 1996 - has failed to follow the deeper more proper and sound mandates of the Raker Act - created in 1913.
Again and again instead of treating the rate payers who pay for the clean drinking water and the sewer services - with respect - the rater payers are taken for a ride.
Added to the increase in sewer and clean water drinking rates - the electricity generated at the Hetch Hetch reservoir - does not all come to San Francisco - more is sold to Tulare and other areas.
All sorts of gimmicks are used - to provide us inferior services - and again and again " audits " done - have revealed the truth. The SFPUC has no shame - again and again they are caught with their hand in the cookie jar.
The infrastructure by the Great Highway by the Pacific Ocean and by the Embarcadero by the Ferry Building - are failing.
There have been hundreds of leaks - and what is more - raw sewage flooding low laying areas - impacting facilities such as the Delancey Street Foundation by the Embarcadero again and again. Of course we know a lot more - about the Folsom area and all those business that have been adversely impacted.
In placing the infrastructure closer to the Ocean and the Bay - those that did it - at one time chose a clear path - away from homes and tall buildings - never, having a clue about Sea-Level Rise and Climate Change. The erosion the Ocean would bring - and wipe out the deeds of inferior planning - now, bring the doom of those that did not have the vision and could not think - outside the box.
The tunnel by Hetch Hetchy.
Today the SF Public Utilities Commission - keeps lying to the public - having, wasted millions of precious dollars - on the Mountain Tunnel Project - closer to the Hetch Hetch Reservoir.
More millions on the Calavares Dam Project - finding many fissures in the middle of the project - that could have seriously impacted the Calavares Dam - already encountering serious problems.
Over a millions tons of dirt had to be removed - then taken to a place to store, trucking this cost thousands of dollars more.
All this and more - because, those that should have done a good job - failed to conduct the proper soil tests.
Again and again when confronted - as to why the inept, lying, cheating, deceiving SF Public Utilities Commission conducts itself is such a manner - they tell more lies - to cover up their mess.
Their latest gimmick entitles Equality, Equity, Reality - to change how they do business - and improve their operation.
The Reality is that they do not have their heart in the right place - act like devils - and the end result - they are " evil " .
We had the same fiasco at the Ervington Tunnel - a huge 8 foot pipe collapsing - because of underground streams that compressed the large pipe. Water is always a force to reckon with - in this case the Prime agreed to fix the problem - but I doubt he took a loss - change orders are done and more quietly paid - it happens - all the time.
What concerns me more are the hundreds of valves - many have given way - brand new valves - NOT tested and with this unique situation - compounded - the inferior welding at the seams - that have forced - those that repair them - greater worries - forcing them to report to me - the ploys, machinations, and shenanigans - all related to lack of sound inspection - and more inferior work.
It does not surprise us - who know - none of the usual advocates want to come to the SF Public Utilities Commission Meetings - anymore.
You speak truth to power - and those that make the decision - listen to corrupt folks like Juliet Ellis - who is doling millions of dollars - Community Benefits - to entities like the Young Community Developers, Girls 2000, BayCat and other entities - that do more disservice than good to the community at large.
Juliet Ellis is the Assistant General Manage of the SF Public Utilities Commission - she once served on the SFPU Commission, than jumped to fill the vacancy left by the former Assistant Manager of External Affairs.
A clear case of - conflict of interest situation - and since then has adversely impacted hundreds - by failed policies and what is more blatant - corruption.
The Whistle Blower ordinance and laws - do not work in San Francisco.
Juliet Ellis is one singular example - the woman must be fired.
There are several case before the SF Ethics Commission linked to Whistle Blower cases - the more one delves into these cases - the more one is confounded and astounded more perplexed - what the hell is happening in San Francisco?
The Digestors that started at a price less than $2 Billion - now is nearing closer to $3 Billion - half of the Bond Measure linked to the Sewer System Improvement Project - $6 Billion.
Karen Kubick the Project Manager - came before the SF Budget Committee - praising Malia Cohen - Malia Cohen who knows " shit " - about the " Digestors " - no pun intended.
The Digestors play a role - in treating the " sewage " - breaking it down - creating the " secondary effluents that pour into the Bay " - right now when we have heavy rains - half treated sewage. Go Figure!
The Digestor Project is going no where - we the public have not had one decent presentation - where the " truth " - has been told.
Today those in the know will tell you - the energy to operate the Digestors is - " cost prohibitive ". The project has been stalled - and this happens when those in authority are ignorant and more arrogant - they will fall - flat on their face.
The model from Norway - who chosen by some stupid people - more when the Democrats were in power - more to milk the tax payers - and those so called managers who are on the take - will soon be exposed and go to jail.
Mangers who love marketing slogans - who agree with a slogan such as - " your number two is our number one " !
Having betrayed their arrogance and ignorance - now, they will have to swim in the cesspool of their own creation - and hopefully drown themselves. Good riddance of bad rubbish.
We are going to request the Controller Ben Rosenfield to zero in on the Community Benefits - millions of dollars doled our to corrupt entities.
Prior audits have revealed these entities - the likes of Young Community Developer and Girls 2000 - trying to address WorkForce - without providing Career Jobs - spending too much money on Case Managers - Administrative actions - and spending too much money - pushing paper - more talk and less walk.
Gimmicks such as " greening " - more " eco-greening " - trying to bluff us all - as thousands of leaks from the over 110 miles of sewer pipes - adverse impact the " ground water " - creating thousands of " hot spots" - contaminated hot spots - the result of leaking sewage pipes.
Both the clean water drinking pipes and the sewer pipes are over 90 years old - most of them corroded - and what is more leeched and impacting our water shed and creating hazardous situations.
Recent we had a man-hole - water pouring out - for over two weeks - right by the Bayview Library - Third and Revere.
People wading in the contaminated water - taking home the contaminants - and no one came to correct the situation - the many calls made for repairs
More work order called in - I called several times.
It is takes a lot of time to call in - you think putting the work order in will bring about some solution - NO.
It seems the more you call - those at the other end - put the much need work to be done.
The much needed " work order " at the bottom of the totem pole.
Right now there is stinking odor - much like Sulphur - stinking rotten fish - the people are wondering where the stench is coming from.
At times the order - imitates that of a dead animal - unbearable.
Of course SF Public Utilities Commission (SFPUC) knows nothing about this issue.
SFPUC is busy wheeling and dealing - accommodating big developers - catering to dense living - increasing the sewage - adversely impacting the sewer system - more the Phelps Sewage System - that has reached a saturation point.
The Phelps Sewage Treatment Plant takes 80% of the sewage from the City and County of San Francisco - and more from Daly City, Brisbane, Burlingame and more.
More being a dual system - with the increase building of tall building - this added density - over burdens the system.
Harlan Kelly the General Manager would not know that - not without Tommy Moala and Tony Flores - both have been retired - to make room for the future plans - nefarious plans in the wings - making room for the - " devil ".
The SFPUC will collapse on its own weight - the infighting is increasing at 525 Golden Gate Avenue - at the headquarters of the SF Public Utilities Commission.
The complaints against Juliet Ellis are increasing - Tyrone Jue left for good measure - and now works at the Mayor's Office and should inform the Controller - about the " witch that flies with a broom at 525 Golden Gate Avenue " - constantly messing with those that do their work - bossing people - and forcing them to drink - the witches brew ".
