I went out of my way over a year ago - to sit down with Harlan Kelly - the Manager of the San Francisco Public Utilities Commission - to bring to his attention - the on going corruption prevailing at the Phelps Raw Sewage Treatment Plant - which can be viewed from SF1800 Oakdale Avenue - the Southeast Community Facility Commission Building.
A White employee incharge of ordering spare parts - with intent ordered the wrong parts - for years on end - thereby with intent jeopardizing the operations of the Phelps Raw Sewage Treatment Plant.
Pocketing money - linked to invoices that were manipulated.
This one singular factor and others all with empirical data - were brought to the attention of the authorities - Local, State and Federal.
For as example - daily air quality tests within the Phelps Raw Sewage Treatment Plant could not be conducted - thus adversely impacting large areas and more putting the employees in general - in harms way.
Compromising data - valuable data - to monitor and maintain standards at the Phelps Raw Sewage Treatment Plant.

This one singular factor - the many other similar misconduct arising from this one White employee and others who worked with him - all like minded - compromised the operations of the Phelps Sewage Treatment Plant - stressed out so many employees working at the SF Phelps Raw Sewage Treatment Plant.
A Latino employee Tony Flores - who I have long known to be a hard worker and a man of character - was disgusted with the behavior of these few charlatans - all White - creating so many adverse situations - making life unbearable and putting so many in harms way.
Williams Carlin Deputy General Manager knew about this and so did General Manager Harlan Kelly.
In order to show the General Manager Harlan Kelly - and clearly give him some input on the many adverse impacts - impacting the employees working at the SF Phelps Raw Sewage Treatment Plant - I called for a meeting and was accommodated.
Many complaints were brought to my attention - and busy as I am - I only will go forward with such complaints - if I have empirical data.
Concerned about the situation at hand - but also the long tradition where Blacks worked hard - at the SF Phelps Raw Sewage Treatment Plant - some occupied mid-level positions where they could lead.
At this time many of them - people of color - were relegated to positions where they were abused - work heaped on them - and many totally stressed out.
For decades some of these workers - mainly employees of color - worked hard, held important positions - were not promoted, less compensated - put in positions - where they could be scapegoated.
The only person I could trust who was a long known friend of mine Leamon Abrams - who worked as a consultant and linked to the Sewer System Improvement Project and had ready access to the General Manage and was our mutual friend.
I contacted Leamon Abrams and told him what I knew.
He listened to me and I told him to be on stand by - if the General Manager - agreed to meet me - which the General Manager did from time to time - on some important issues that benefited the community at large.
It is at this meeting referred at the beginning of this blog - that with Lemon Abrams - the Communication Coordinator - as a witness - I ran the situation at hand - going on at the SF Raw Sewage Treatment Plant - by the General Manager Harlan Kelly.
Lemon Abrams no longer works for SFPUC as the Communication Coordinator - mostly probably he could not stand the corruption - and more working under Assistant General Manager for External Affairs - Juliet Ellis.
Pin pointing the many infringements - to Harlan Kelly - taking place at the SF Phelps Raw Sewage Treatment Plant - which I then - after weeks of deep reflection and doing my home work. Collecting facts - arranged a meeting with the Controller Office.
With the empirical data at hand - I could relate to the Controller's Office - chronologically the many infringement - the on going corruption - sub-consultant leeching - getting contracts - and milking the tax payers - in the millions.
The audit was conducted - and after the audit many things changed - drastically.

Corruption of the highest order has prevailed at the SF Phelps Raw Sewage Treatment Plant for years - and from time to time - we, meaning Dr. Espanola Jackson and I have worked with some SF Public Utilities employees - to bring about some resolution.
Sam Murray who worked for a long time - at the SFPUC at 525 Golden Gate Avenue - suddenly found himself without an office - and decided to call it quits.
Sam Murray - recently suffered from a heart attack - and is recuperating - he was one of those SF Public Utilities employees who we worked with - now recuperating - having spent some time at Kaiser - at Vallejo.
Another was of course was Tony Flores - my very good friend - astute, stellar - displaying tenacity and fortitude - who was a very calm and listened and helped us.
Tony Flores was forced to take early retirement.
Another was Tommy Moala - who too was pressured to take early retirement.
Some four years ago - I arranged a meeting - with the Tony Flores, Tommy Moala, the General Manager Harlan Kelly - Karen Kubick - some community members - including Dr. Espanola Jackson - other community members - who were interested in the SF Sewer System Improvement Project.
This meeting was held at the Contracting Center - which was situated at 5 Thomas Mellon Center - now moved to 150 Executive Park.
Some of those working with me - at that brain storming saw the need to preserve " institutional experience and wisdom ".
Also the need to have concrete training - leading to " Career Jobs ". Not the present " interns " - who have no concrete experience - none of them are graduates - prodded by Young Community Developers - to talk at public comment - on issues that is none of their business.
At one public meeting - daring to say - to tear down 1800 Oakdale - the Southeast Community Facility Commission meeting - and build housing for teachers. These interns - as I pointed out to them - do not have the facts - and are with intent " coached " to address issues - which is none of their business.
The meeting was orchestrated and I busted the fake information that was injected at the Community Meeting - sending a clear message to all concerned. I did bring this information to the attention of General Manager - who asked Abraham Lemons - if that was true - and Abraham Lemons - agreed with me - Francisco Da Costa.
We did have one singular meeting - some three years ago - that allowed us - to meet with some Prime Contractors and discuss with them our concerns.
The concerns of the community at large - were many and important - we wanted regular input on the Digestors.
The community saw this one important component or factor - that adversely impacted the community - for decades since early 1950.
The strong Sulphur stench and then infestation of mosquitoes - adversely impacting thousands of residents near the SF Phelps Raw Sewage Treatment Plant.
Stinking and nauseating foul air - that contributes to respiratory diseases and has for over 50 years if not more.
Juliet Ellis who has been fleecing the tax payers, others that I will not name now - do not give a rat's ass - and we are determined to see that these corrupt crooks - go to jail for a long, long time. He laughs best who laughs last.
Karen Kubick the Project Manager agreed to work with us - but as the years - went by - dropped the ball.
The many propitiatory and protected information - was slow coming from an International Company - more from Norway - that has been a chronic impediment - and stymied all relevant and pertinent - progress.
In the interim according to documents I am reviewing millions of dollars have been doled out to Dwayne Jones who is the owner of RDJ Enterprises.
A host of other entities - crooked to the core - that I will report to the Federal Bureau of Investigation - many of them do not live in San Francisco - but seek opportunity to leech on opportunities and projects paid by the tax payers of San Francisco.

For over a year and a half - the Digestors and any concrete information has not forthcoming - Karen Kubick started fibbing and I was NOT about to confront her - and I guarantee you right now - she is so over it - that she is thinking of retiring.
I see now she has being signed millions of dollars - to entities that have provided shabby work - folks like Dwayne Jones and others - our tax payers money - thrown to the swine.

Every dirty tactic is used to rid off - people of color - and those that remain - never mind if they have institutional experience and wisdom - " people of color - at the Phelps Raw Sewage Treatment Plant will be relegated to playing second fiddle ".
Recently under the Freedom of Information Act - I asked information - on a so called sub-consultant - embedded at 525 Golden Gate Avenue - and this information has been slow coming.
The paradox is that I have sufficient information - having been following the Water System Improvement Project (WSIP) and now the Sewer System Improvement Project (SSIP) - for over 40 years.
I know people - more of color who have been working at the Phelps Sewage Treatment Plant for over 30 years if not more.
We have been discussing all aspects of what is going on - and have been helping the employees - more, those that need support.
Others have left - having encountered problems - one Black woman suffered a nervous break down - would walk to my office - a quarter of a mile - on Palou Street.
I would have to listen to her - make attempts to feed her - to nourish her - listen to her for hours - she worked at the Phelps Raw Sewage Treatment Plant - and tested the water - more secondary - effluents. She finally had to leave - her nervous breakdown - got the better of her.
There are others Sisters and Brothers - who have been adversely impacted by the goings at the SF Phelps Raw Sewage Treatment Plant.
I have received sufficient documents to the nail these crooks - who have been making hay while the sun shines - never did they expect to come before the authorities - they live off the tax payers of San Francisco - outside San Francisco - and think all is fine. Well jail time is awaiting them - there is NO running this time around.
