525 GOLDEN GATE AVENUE - EMBEDDED WITH CROOKED CONSULTANTS - MILKING THE SYSTEM - MORE WITH THE SEWER SYSTEM IMPROVEMENT PROJECT (SSIP) - TWO STAND OUT DWAYNE JONES AND SUSAN LEAL.

Dwayne Jones - a subconsultant - SSIP -

milking the system - invoiced a total of $3.5 million plus

and paid $2,220,521.08 to date -

Those in authority of the San Francisco Public Utilities Commission (SFPUC) - should be ashamed of themselves.

There are so many crooks - so called consultants embedded at 525 Golden Gate Avenue - it would put to shame Al Capone.

Susan Leal a former SF Treasurer, a former 
General Manger of the SFPUC (fired by Gavin Newsom )
milking the system invoiced  over $217 thousand plus -
paid $163,344.08 - some 145.14% - % of participation
invoiced to date.

General Manager Harlan Kelly -
has tainted the name of the SFPUC -
the corruption has reached saturation point -
the RICO ACT is in order - and these crooks, charged fairly -
have to be sent to jail for long, long, time.

I have received so many complaints - because I use to attend the San Francisco Public Utilities Commission meetings - and speak Truth to Power.

Then I stopped going - realized that you could address the Commissioners - others at the meeting -  including the SF Public Utilities Staff.

These folks were so much emerged in the  " cesspool of corruption " - it was water on the back of a duck - one could speak Truth to Power - it simply did not matter - their conscience was numbed - they had NO moral compass.

When I asked for some Information under the Freedom of Information Act - instead of providing me the information within 10 days - the entity in charge - sent me an e-mail that they would do it in 14 days. I went with the flow.

It took them over 14 days - in the interim - one email from me - warning them to send me all of the information.

 I got the information - and checked it out with the information - I already had.

I was shocked - at the defiance from that entity within the SFPUC - Public Records - that should be ashamed of themselves.

There are two sources from which one can get a lot of information FAMIS and SOLIS both primitive - but good enough to use to gather information and put in together - linked to the many shoddy projects - the wheeling and dealing - at the SF Public Utilities Commission and the Sewer System Improvement Project ( SSIP ).

Dwayne Jones is black listed by the SF Housing Authority - and before that has a track record linked to corruption - he  once served as the Director of Young Community Developers (YCD) and all the audits done during his term - were tainted. 

He served under Mayor Gavin Newsom - and his nefarious activities are all well - known.

The Bayview Hunters Point community has suffered for decades - the Phelps Raw Sewage Treatment Plant - has slowly killed innocent people over a period of 5 decades - plus.

These crooks embedded at 525 Golden Gate Avenue - should be ashamed of themselves. 

More those that honor a slogan - your number 2 is our number 1.

 These folks are swimming in a cesspool of their own creation - and one by one they will be brought to book. Make no bones about it.

Juliet Ellis - wheeling and dealing -

but, no more - you will have to face the authorities -

Juliet Ellis once used our tax payers money - over $200,000 and funneled that money to Green For All - a Non-Profit she worked for.

 She remained on that Board of Green For All - while working for the SF Public Utilities Commission as the Assistant General Manager - making over $250,000 with benefits.

The Fair Political Action and Practices Commission fined Juliet Ellis and she paid the fine - and returned the money. The SF Ethics Commission agreed with the Fair Political Action and Practices Commission - but did NOT fire her.

Today Juliet Ellis unabashed continues to do harm - messing in the lives of so many - at SF Public Utilities Commission - and is behind the many millions dole out to those that get projects on a platter - it is called PAY TO PLAY.

Emilio Cruz not long ago who worked at SF Public Utilities Commission - as the Manager of the Infrastructure Division - received a $ 1 Billion project - linked to Bio-Solids.

Karen Kubick who the Project Manager - blindly signs contracts - afraid that she may lose her job.

What happens when she is called upon to testify - and finds out that she has been used - like a dirty rag - where is the decency - more accountability and transparency.

When one studies the line item services provided - going through contract after contract - the vagueness and the blatant half-truths confound and shock the person reading the empirical data.

When one goes further to see how the contracts were awarded - the devious methods used to pretend to help a contractor - at every point - payments must be made to the " conduit " to further the cause of the contractor. 

The conduit demanding the money - and pretending to further the cause of the contractor - the conduit in this case - triple dipping - most of you all - have heard of double dipping. 

All bids to the CS-165 Program Management, WW-647 BDFP, WW-628 Headworks were rigged.

What the hell does Dwayne Jones about the above mentioned program - fronting and getting money for nothing - more when the project are too technical and too complicated for any layperson to understand - if some outreach is done - for sure it has nothing to do with workforce and more CAREER jobs.

The program FAMIS would reveal the line item services provided - but the Public Records dumb as they are - are covering the ass of the crooks - while assuring me that they are transparent. 

Ivy Fine should agree with me and provide me the FAMIS report on the CS-165 Program Management and how Dwayne Jones was paid related to this Project?

An important DB-126 that the Emerson Team won - was not revealed to me - as per my request - under the Freedom of Information Act.

Katy How a long good friend of Harlan Kelly has now joined the team with Juliet Ellis and a few others of Ali Baba and the Forty Thieves.

 I will reveal the names - of the other Gremlins - to the Federal Bureau of Investigation (FBI) - as and when the need arises.

I do not want those embedded  to flee or get so startled that they get a stroke.
