We were there on day one when the " Gang Injunctions " were declared in 2007 - by City Attorney Dennis Herrera - in the Bayview.
Much the same time as we were dealing with Lennar Urban a rogue developer - trying its best to develop Parcel A.
More - right close to the Oakdale Public Housing - all those listed - members of so called " gangs " - served a document - thousands of pages - full of legalese much of it - fabricated.
The "Gang Injunctions " based on a model - from Los Angeles - copy cat templates of those injunctions were served on gangs in Compton and near by places.
The only thing Gang Injunctions best is move the issues whatever it is - to another area - much like spreading a virus - only a few bad apples create the problem. Much like a few bad POPOS create problem - you do not need to be a rocket scientist to know this - fact.
The paradox we have no gangs in SF Oakdale Public Housing - a small area - where more innocent people were listed - and their lives traumatized and destroyed - since 2007.
There were other " Gang Injunctions " served in 2009 and then in 2011 - and in between ploys, machinations, and shenanigans from the SF City Attorney's office.
Such signs were posted to hoodwink the community -

who show the people - who really controlled their destiny
today - many have left - more Blacks - others
died a slow death - and SF has a tainted record.
We stood up and collected 33,000
signatures - only for City Attorney Dennis Herrera -
to fight us and save the day for the developers -
time will tell - he has BLOOD on his hands.
Lennar the rouge developer - did not have the best interest of the people - evil SF Board of Supervisors the likes of Sophie Maxwell and others - London Breed who was on the SF Redevelopment Agency - backed Lennar Urban and we will not forget - the sins committed by those - evil to the core.

In San Francisco we have our Public Defender - elected by the people - and Jeff Adachi who is my dear friend - has to do all the heavy lifting.
Jeff Adachi - does a good job - and once again on June 13, 2018 at the hearing - before Sandra Fewer, Hillary Ronnen, and Aaron Peskin - laid the facts bare for all the world to see.
These " Gang Injunctions" some how do not apply to White Gang Members.
The White Gangs - seem to get a " carte blanche " pass - to do as they please.
Sell large amount of cocaine and get a small sentence - sell guns and ammunition. they have killings and shoots - and the POPOS and others - look the other way.
This clown colluded with the Developers -
he left San Francisco in a mess -
when you build units - ask the question -
who owns the property not who rents or leases -
if it is renting or leasing - there is NO equity -
someone else is in the cockpit -controlling your ass.
In the meantime those entities who pretend they are doing some good - " the buy back guns program " - offer NO sound recourse to the youth and young adults all over San Francisco.
The parochial narrow mentality - pandering to who is in power - be is the deceased Edwin Mah Lee or the present - Mayor to be London Breed - are the same - one worse than the other.

San Francisco is a Racist City - there is no doubt about that.
Today what is disturbing are the House Negros the likes of London Breed and Malia Cohen - who have done nothing much - to comprehend - the issues at hand - " Gang Injunctions" - the sad plight of thousands lingering in jails - mostly Black.
Providing cleaning housing opportunities and upward mobility - Malia Cohen is encouraging sell outs the likes of Doris Vincent, Eloise Patton, Oscar James, Veronica Hunnicutt, the Board of Directors on the Bayview Opera House - to sell out the community.
Forming a Legacy Foundation, a fake committee to address Equity issues - some Business District tied to Community Benefits - bereft of diversity - failing to represent - the entire Bayview Hunters Point - the demographics have changed - drastically.
More and more in the Bayview we seeing outsiders - mostly favoring life style issues - trying to gentrify our community - complete with huge grants - given to them - on a platter.
Gang Injunction when it comes to Blacks and Browns in San Francisco - are separate and unequal.
There is NO standards when it comes to truly understanding and executing " Cultural Competency " and even less the most important aspects - of " Racial Bias ".
We saw this when we were on the frontline - confronting Gang Violence on day one - earlier we had collected 33, 000 signatures to fight Gentrification - tied to the development on Hunters Point Naval Shipyard.
All went well - the Ballot Measure - went through hurdles - and was put on the Ballot - and then Dennis Herrera - decided to use a case in the East Bay - challenging us who collected the signatures - mandating that we did not produce - voluminous document - totally unpractical - at the time we collected the signatures - making our efforts null and void.
Most people have forgotten this issues - at a critical time - fighting against great odds - the Black sellouts that today do their dirty deeds - will burn in hell - and give NO credit to the advocates - many have died - the few alive - the last of the Mohicans.
We the petitioners - we who were fighting gentrification - could not produce the voluminous document - the Environmental Impact Reports, the many other SF Planning Documents present - before the citizens of San Francisco - who signed the petition.
It was practical unnecessary - to read it thousands of pages - when a gist of what the Ballot was all about - with references made to the Ballot - and linked provided - was all that was needed.
We ran the process by the Clerk of the Board - at that time Gloria - and consulted the best Land Use attorneys - who said everything was in order.
Such ploys and machinations - instituted by the SF City Attorney - who seemed to be diligent, then - but it was an impossible task for us - at that time - given the difficult situation.
The SF City Attorney used the East Bay case - valid in the sight of the courts and of course of our then City Attorney - Dennis Herrera - instead of helping us - moved to do all in his power - to put us down.
We the people will never, ever forget this scumbag, ever.
Today he has flaked - failed and fallen on his face - removing the name of Mario Woods from the SF Oakdale Gang List - just a few days ago - his priorities all screwed up - and it seems favors racism of the worst order.
We read the recent fake review done by the San Francisco City Attorney office - reviewing the first Gang Injunction implemented in 2007 - the last one in 2011.
The final review report is dubious in nature - bragging that it has removed some from the Gang Injunction list - stating the names of those that are dead and gone - some 7 or in toto - may be more - as part of some 53 removed - so far.
Such evil designs cry to heaven for justice.
The SF City Attorney making the presentation - on June 13, 2018 - needs a brain transplant.
She did not have her facts together - lying through her teeth - and such person must be declared " persona non grata ".
Such - scumbags that have NO right to come into our neighborhoods - less hold a job in San Francisco - paid by tax payers - to further the hardship endured by many that were innocent.
How does it make us feel - who fought for Mario Woods - I was the first to write about the Mario Woods incident - the POPOS surrounded him - no one was threatened.
The POPOS - fired 56 bullets into his body - and these rogue SF Police Officers think all is well.
We took pains to show the photographs - frame by frame - early on and submitted them to the District Attorney, George Gascon - who in turn submitted them to the Federal Bureau of Investigation - some 2 years ago - the verdict from these two entities - our photographs did not meet the - criteria - and proved nothing to adjudicate the case in Mario Woods favor.
So much for justice - so much for HOPE - so much that reveals the blatant racism - prevailing in San Francisco.
Some days ago the District Attorney - George Gascon declared - as much as he felt the pain with the families and supporters - of those shot by the SF Police Department - he had to follow the law.
The current law is flawed but more than the Law being flawed -- those in authority - do not have their heart in the place. In all the cases linked to shoot first and ask questions later.
Bring is fake charges of folks belonging to gang, being illegal in the country, other dubious reason - none of which have merit. None of which - meet the " smelt test " - we are a Nation of Laws - human rights - more, endorsed by our Constitution and the United Nations - that was formed in San Francisco.
These rogue SF Police Officers who commit these blatant crimes - lie, hide facts, work and collude with Law Enforcement - to defeat Hope and the Trust of the people.
As such incidents are adjudicate against the victims - trust and hope - grows less - more, when it comes to respecting - those who profess to protect the people - the tax payers who pay their salaries - enough said. Despicable!
Can you imagine - when I was told the Mario Woods had his name all this time was on the Gang Injunction - and his name was removed only a few days.
More - after District Attorney George Gascon - declared against Mario Wood NOT being a victim of the crime perpetuated by the POPOS. That the POPOS - the many that ganged around him - used his body for target practice - mostly shooting him - from behind. Shame.
The Mario Wood case favored the rogue SF Police Officers who committed the - " dirty deed ".
Only for City Attorney Dennis Herrera to wake up from his slumber - in light of the so called fake review document - after all these years - starting from 2007 - and decide it is time to remove the name of one more " deceased person " - Mario Woods.
The Psychologist and Psychiatrists, Sociologist, Trauma specialists, Criminologist with expertise in trauma and related issues.
All of the above and more - must be included in a panel hearing - much like the Blue Panel Review Board - about the blatant injustice committed by those who have suffered in the SF Oakdale Public Housing - I know most of them in person.
Similarly in the Western Addition - the many families of those put on the Gang Injunction - the many trials and tribulations as those who suffered in the SF Oakdale Public Housing - more, because they were Black.
San Francisco is a Racist City - never mind if we have a few House Negros - to put down Black because they are not proud of their own - Black heritage.
Those mostly Latinos - who were targeted in the Mission - I know some of them - more the community advocates who would consult me - we worked together with the advocates from the Bayview. The Blacks and Brown have a common identity - both targeted because of the color of their skin.
More - the likes of Malia Cohen and London Breed - they favor the POPOS.
We advocattes who truly understand what happens on ground zero - understand more - and have the empirical data to back our valued documentation on Violence Prevention, the shootings and killings, the role of the SF Police Department antiquated Gang Injunction Force - some of them known - criminals who have committed atrocities against the innocent.
The many comments - during Public Comment - from those in Oakland and the few in San Francisco - that participated in that section - where Public Comment is called for - does not represent genuinely - what is happening in San Francisco.
Our hearings in San Francisco tend to attract others from far remote areas - and leave San Franciscans to bite the dust. You who call these hearing are put on notice - your outreach is pathetic to say the least.
Power to the People -

Those that Chair such meetings - do so to win browny points - they do this on the backs of those that suffer - Black and Brown - now that you have had the hearing - held on June 13, 2018 - we want tangible results - now.
The singular comments made by Mr. Jones from SF Visitation Valley - a victim, a father, who has held a job for many years - provoked when he was with his children - in an area outside the parameters of the Gang Injunction area - speaks to the blatant discrimination - and unruly behavior of the SF Police Department - Gang Task Force.
Police Chief William Scott -
you have some heavy lifting to do -
with tangible results - so far so have not brought -
about meaningful changes - using Community Policing -

Chief William Scott must corral these corrupt individuals and seat with them - and put them on the right track. Most of the crooked ones - white - and I know them too. Some of them on the front row at the June 13, 2018 hearing - they should change their lives - or else given a one way ticket to Siberia - to chill out - preferably in Winter - these guys are something else.
Mr. Jones went to state that he receives documents from the Court stating he was on the Gang Injunction List - and had to show up in Court - here is San Francisco - and when he went with his documents - he was denied entry to the hearing.
Are we living in a City that fosters dictatorial norms ?
This is the United States of America - and from the first day of the Civil War - all throughout all the other Wars - Blacks have fought for our Nation.
After the Second World War - Black soldiers who performed well and did their duty - had to return to the evil ways of segregation. San Francisco better wake up.
I am a historian on the above mentioned cases - and can testify or meet the racists any time - in a public forum and lay bare the facts.
The problem we have in San Francisco today and for years - are the " snitches " - mostly Blacks.
We know who they are - trying to work with some shady politicians - pretending they know about Street Violence, Intervention and Prevention - and want a piece of the pie - the millions spent.
Very little money has been given to proven Non-Profits who are informed - more educated on issues - have the empirical data - to foster Community Policing - we have the templates for success - and have submitted them -several times.
We San Franciscans and I Francisco Da Costa who represent the First People - we have provided the Resources and have on our own dime - for many years.
I have provided sound office space and brought about stability - to those that purport to want to curtail - street violence.
What is lacking is qualitative resources - at ground zero.
The Street Violence Programs - cannot provide - what is needed badly - which is Community Policing.
An understanding how to execute such programs - with standards - having Standard Operating Procedures - that SF City and County of San Francisco lacks.
Money set aside for Violence Prevention is used for other purposes and the first Mayor to do that was Edwin Mah Lee - his side-kicks Paul Henderson and Diane Aroche.
The Mission Objective - of those that make a feeble attempt to address Violence Prevention - is not based on sound, current empirical data.
It is not well laid out - the modus operandi primitive - because those - mandating changes - and giving orders - cannot think outside the box - and do not have sound, proven " niche models " - to address Violence Prevention.
Less " intervention " because " intervention " falls right now - under the sole preview of the SF Police Department - that has failed miserably and always making stupid excuses.
We once had the Mayor's Office of Criminal Justice - no more.
Then we had the Mayor's Office take over millions of dollars directly - and outsource it.
Hire inept and shallow figure heads the likes of Paul Henderson and Diane Aroche - panderers who first seek to fill their own pockets - and love to be in the limelight - waiting for their 2 seconds of fame.
Today Diane Aroche is fumbling trying to seek a position with the SF Health Department - where the Street Violence and Intervention Program will be transferred to.
The SF Health Department having full jurisdiction - and Director Barbara Garcia calling the shots - I hope she learn something from this blog that I will be sending her.
While the program is outsourced to HealthRight360 - headquartered in Los Angeles - with superficial ties to the some proven programs - linked to Rehabilitation offered those who were incarcerated and released - HealthRight360 has minimal requirements - they just want the money to flow in.
They are a Corporation - and you often hear - " let us see what the Corporation wants " - so why are these corporation - headquartered outside San Francisco - micro-managing our affairs - paid by tax payers - money.
I played a role with the Community Response Network - the (CRN) model - working with Mitch Salazar, Rannon Ross and others.
I attended all the PERF meetings - to understand the SF Police Department.
Recently as I said I worked with HealthRight360 - to provide them decent office space - and they have now moved to 150 Executive Park.
Hopefully they will be able to carry out their mission - unimpeded by nefarious entities - who want access to the money - but provide NO quality service - more serving the community with humility.
Missing in the Equation - as I have said again and again - is Community Policing.
The people must be part of Quality of Life issues - not fully understood by Diane Aroche - since her days working with the Mayor's of Children Youth and Families and Maria Su.
Diane Aroche is a panderer - she wants her salary and does not live in San Francisco. She makes over $200,000 and has nothing to show for it.
There is no doubt that Violence is on the increase in San Francisco - a full 40% - and the SF Police Department and more Chief of Police William Scott has NOT got a grip on the situation at hand.
We have yet to have a model - where sound resources are provided to our youth from the Inner City - in keeping with the technology that is available.
The models we have - are beholden to some technology and software - linked to antiquated ways - doing business.
In today's digital world we cannot afford to be Smithsonian - I can go into details but that would do - no good.
We can talk the talk - but the time has come to walk the walk.
Again and again people who have the sound expertise - are left out - and sell outs are positioning themselves to PREY on the community.
Not once has the Mayor or those that purport to be a sitting Mayor - talked and articulated with clarity on the Street Violence and Intervention Program.
They sit on the fence and bid their time - well, let me tell you - that time is past gone.
Donald Trump has set the clock back - and today in San Francisco - we must understand - we have to arm ourselves with knowledge and other means necessary.
The DEMOCRATS have NO clout - they all misled us - and we are not about to reveal " all the dirty linen " to the Republicans.

Violence Prevention and Intervention Program - did not include the Healing Element with meaningful implementation - it just looked at Violence - in a very general and superficial manner.
Few have read the Blue Panel Recommendations - linked to Community Oriented Policing and Services (COPS ) - this body has since been defunded by Donald Trump - the policies it recommended make sense - but where is the real enforcement - we the people want to know :

The report was initially commissioned by SD District Attorney George Gascon - asking Mayor Edwin Lee to fund the Blue Panel Report.
The then Mayor Edwin Lee (since deceased ) refused to fund the project - forcing the judges and others appointed to bring about the execution of this singular document.
Going out of their way - believing in the principles of Fair Play, Justice and Hope - to reach out to SF Law Firms, and other volunteers who did a magnificent job - and produce a first class document.

The SF Supervisors - have NO clue about Quality of Life issues - addressing the Safety of our infants, children, youth, young adults, seniors, those with compromised health - more those mentally and physically challenged.

Right now in San Francisco - I am witnessing - "divisiveness " - never, ever witnessed before.
Our youth and young adults are fed up - more Black youth and young adults - Malia Cohen who is Black is pandering to life style options - giving Whites $70,000 grants to foster - gentrification.
What do the bill board at our Bus Stops - featuring folks that are really not know by the community at large do ? Nothing.
Trying to help a White woman Barbara Ockel - who is the Director of the Bayview Opera House who cannot account for over $3 million dollars - more money in the thousands of dollars - given to her - to rehab the SF Bayview Opera House - adding fuel to fire.
We need the SF Bayview Opera House open - open to the public - it was closed from 2006 to 2010. Hunters of youth were adversely impacted - Malia Cohen panders to her aunt who runs a programs at the SF Bayview Opera House and is all funded. Malia Cohen backs the Director - who will be reported to the Internal Revenue Service - and who has already been notice - that a Citizen Arrest in forthcoming.
Do you think any Black could become a Director of any institution or Center - and address cultural values and issues - in an area such as Pacific Heights ?
The same in Chinatown ?
Right now the killings, shooting, and stabbing have increased in San Francisco.
Never mind petty crimes - homes break-ins, car break-ins, assaults and a host of other crimes - are discussed - superficially.
The Gang Injunctions have been proven - with empirical data - - not to work.
So now we must get rid of the Gang Injunction in toto and any thing related to the SF Gang Injunction - must be cast into the waste paper basket - to be destroyed and incinerated.
Again I say categorically - every aspect of them - and notices put in the newspaper - about this sound action - vetted by seasoned attorneys on the matter. - or else we must follow the money and protest.
The SF City Attorney has wasted millions - and must be ashamed of himself and his department.
The SF Board of Supervisors going back to 2007 have failed us all - lacking cultural competency - Black and Brown have suffered the most - and do not think if you have a Black Supervisor - who suffers from " inferiority complex " that they will rise to the occasion - more when they are prone to bribes, taking behest money - backed by developers who prey on the poor - more Black and Brown.
Wake up San Francisco - and do not listen to the hog wash.
Jeff Adachi you must now lead us - to a place - where united we can take down those that we trusted - but have let us down.
We must arm ourselves with sound education - and other means necessary to stand our ground - we must do what is right - within the law more that benefits those that cannot defend themselves. Aho.
San Francisco has a $11 Billion budget - think about that - and those uncharge are laughing all the way to the bank.
The City Administrator -
keeps a low profile - while the SF City and County -
is going to the dogs - making over $350,000 an year.
All those making over $300,000 - the City Administrator, the SF Police Chief, the Controller, the General Manager of SF Public Utilities Commission, the Director of the Municipal Transportation Agency - the SF Health Director - others too many to mention - you all are put on notice.
STOP - fucking with the people who cannot stand the on going nonsense.
Stop having hearings - that open wounds and do nothing beyond that.
Some of you know you are fucked up - so get out of the way - make room for others that can do a better job. Enough is enough. Time to implement the RICO ACT.
