Corruption is rampant in San Francisco - more with the San Francisco - Public Utilities Commission - and crooks like Dwayne Jones and Juliet Ellis - some other minions that I know of - but will go unmentioned for - now.

Some of us have been fighting for the community - for a long time - only to find out that we ourselves had to do the heavy lifting - to find out what stinks in Denmark.

Rudolf Dwayne Jones has a company - RDJ Enterprises LLC - and has used this company - established in 2011 - to cheat, lie, and deprive our Bayview Hunters Point Community - from resources - and more the required help to benefit the Community at large.

To date Rudolf Dwayne Jones has invoiced AECOM/PARSONS contract nimber CS-165 for over $3,563,416.89 and has been paid 80% of that money.

Where is all that money going - most of it - got illegally - invoices sent that have NO justification. Time will tell.

Paradoxically when one reviews the contracts - whatever team Dwayne Jones has teamed up - never loses a contract.

The method used is simple - Dwayne Jones approaches the Prime or Contractor - just like a " snitch " on the street who gives heads up to the POPOS - what is about to go down.

Once the Prime or Contractor learns the detail of the Contract - Dwayne Jones makes a deal.

If the Prime or Contractor gets the deal - than Dwayne Jones get paid up front. Dwayne Jones learned this from his mentors - working for Platinum Consultants. This third element is called triple - dipping.

Here are the contracts Dwayne Jones has teamed up with - the CS-165 Program Management, WW-647 BDFP, the WW-628 Headworks.

When I asked the Public Record - SFPUC for all the information they with intent kept away from sending me any information linked to EMERSON - Contract DB-126.

Dwayne Jones teamed with EMERSON - which EMERSON won giving Dwayne Jones and his team - all outsiders - a 15 year contract.

More - doing outreach and performing - other nefarious actives - all detrimental to the Bayview Hunters Point area.
No one in the Bayview trust Dwayne Jones - accept the sellouts who are on the pay roll. All these idiots have BLOOD on their hands.

There are many other contracts in the pipeline - and any contract having Dwayne Jones name - must be investigated.

The result is clear - in each case - Dwayne Jones has provided the Prime or Contractor inside information - and then positioned himself with the knowledge of Harlan Kelly and Juliet Ellis - to do the DIRTY  deed.

The CS-165 AECOM Contract is suppose to last for 15  years.
We are in our 7th year of that contract and 86% of that contract has been expanded - under the management of an inept Assistant General Manager for Infrastructure Kathy How.

How does this happen - $130 million out of the $150 million expanded - what does this say - as far as transparency and accountability is concerned. We have crooks who have no morals, less ethics, and for sure NO standards.

Again and again with Juliet Ellis - Dwayne Jones has been triple dipping - telling the contractor how to position itself to win the contract - using inside information. 

Then after the Prime or Contractor gets the Contract - receives money for his " dirty deed ". This has been going on more since 2013.

A fact that must not be discounted is the role of Dwayne Jones - a sordid consultant - involved in planning/policy.

 As a consultant - as a Owner Agent - this is conflict of interest - more as he positions himself and his team to implement the same policies.

This nonsense has been going for years - and Dwayne Jones must be charged under the RICO ACT.

Cheating, lying, hoodwinking -

is part of the DNA inherent in Juliet Ellis -

with Dwayne Jones - the two make a good evil team -

their deeds call both - to be charged - under the RICO ACT.

Juliet Ellis has been having a field day - but, not for long.

Juliet Ellis has not learned anything much - from being charged by the Fair Political Practice Commission - that charged her and she paid the fines. She should be FIRED.

Juliet Ellis' crime - funneling over $200,000 to Green For All - a non-profit that she worked before joining the SF Public Utilities Commission.

 Juliet Ellis - continued to be paid as a Board member - seated on Green For All - while at the same time - earning a salary over $200,000 at that time - working for SF Public Utilities Commission. She now makes over $250,000 plus perks.

Young Community Developers, Girls 2000 aka Hunters Point Families, BayCat are some of those so called Non-Profits - that do little - but get money - from Juliet Ellis - much of it cannot be accounted for - linked to meaningful work.

When SFPUC Public Records is requested for information -  under the Freedom of Information Act - they are so dumb to provide us some information but not the minutes - where the wheeling and dealing is done.

We have information about three such meeting - all devious in nature - and all planned without having the best interest of the public at large :

  1. A meeting with Fred Blackwell the CEO of San Francisco Foundation - where a former employee - working for SFPUC - a good friend of Juliet Ellis - Kay Fernandez - has landed a job. All the crooks who once worked for Green For All are positioning themselves to rape San Francisco in broad daylight.

This meeting with the Community Consortium of Contracting Organizations - to discuss how better to channel money to certain entities - the SFPUC Staff headed by Pam C. Rosie Dilger  - under the pretext of some dubious Strategy Development - the minutes of this particular meeting - would make very interesting - reading.

Another meeting with Ellouise Patton ( a good friend of Dwayne Jones worked with him at Young Community Developers ) has returned to the Community to work with Juliet Ellis and Dwayne Jones - to do their dirty work - under the umbrella of Southeast Equity Partnership and other sordid committees in the Bayview - no one gave these scumbags authority to represent the people - just because they are Black and crooked to the core.

Many a times speaking at meeting at SF City Hall - spewing hot air.

It would be interesting to read the minutes of this meeting.

Yet another meeting with Community Partners  - and Young Community Developers - with Michael Carr Director of Workforce who has since been replace by Juliet Ellis lackey - a woman who also worked for Green For All - in the East Bay.

Way back in 1980 - I did not see any of these House Negros -
participate in any of the more meaningful deliberation.

The Bayview Triangle Development  Redevelopment Project comes to mind - that expires in 2020 - now under the Office of Community Investment and Infrastructure.

We are worse off today than we were in 1980.

The House Negros selling out the community are more interested in building brand new homes on contaminated ground.

More - registering high levels of radioactive elements - at Hunters Point Naval Shipyard and Candlestick Point. Why would anyone build homes in the middle of Chernobyl?

The homes built of Parcel A - inhabited by mostly Whites - are contaminated  -the Whites want out - and the Black sellouts are waiting in line - I suppose - to move in.

They mostly Blacks sellouts - have BLOOD on their hands - and think we do not know, better.

We know - what they discuss and how they plan - to divide the community. That is this blog - informs - keep you in the loop - do not take anything for granted.

 If anyone of you - did drugs - prostituted yourself for drugs - and disgraced the community - and now want to be an official sell out - failing again - shame on you.

At this late date - do not say you represent in any way the community at large - you are a House Negro - but more a sell out.

Ellousie Patton, Oscar James, Doris Vincent - others - one worse than the other - continue to hoodwink the community - failing to embrace diversity - creating divisiveness.

This group has nothing to do with SFPUC directly - but indirectly for sure - are linked to Dwayne Jones.

The demographics of the Bayview Hunters Point has drastically changed.

Again on another body creating some Benefit District - and failing to embrace the community.

Holding - public meetings - without  keeping all informed - this meeting coming under the Mayor's Office of Economic Development.

Those sell outs on the pay roll - better be careful this time your names will be printed in the Media - for all the world to see.

Complete for future generations to remember - who stood for what was right - pin pointing - who were those that decided to divide the community at large.

The younger generation are fed up - with the many crooks - the youth and young adults - are watching everything.

We see it at the Bayview Opera House, the so called Legacy Foundation shenanigans, the 1800 Oakdale fiasco - the 1550 Evans Street debacle - mostly Blacks screaming and shouting - barking up the wrong tree - but wait until they are visited by Law Enforcement.

The Bayview always had a few - who stood for the right things.

 We still have them - and thank God we still have some good, decent Blacks - not the ones I have names above - they all will be dealt with - sooner not later.

Those that speak Truth to Power - do not have it easy.
