COMMUNITY BENEFITS AT THE SF PUBLIC UTILITIES COMMISSION - THE DISTRIBUTION IS SUSPECT - THE INNER CIRCLE - CONDUCTING NEFARIOUS ACTIVITIES - ARE INVOLVED IN ILLEGAL ACTIVITIES - THE DISTRIBUTION OF TAX PAYERS MONEY.

again and again - but continues - to dole 

millions of entities that are suspect - 

at both ends - those that dole and those that receive.

Community Benefits at the San Francisco Public Utilities Commission - the Distribution of millions is Suspect.

Tax payers money  - that must be spent with full accountability and transparency - the inner circle - making many illegal distributions - follow the money.

Dwayne Jones - the President of RDJ -

a sub-consultant - who is playing a key roll -

in the distribution of Community Benefits -

many of the distribution involve conflict of interest.

Law Enforcement is looking at some key projects linked to the Sewer System Improvement Project (SSIP) - the CS-165 Project linked to AECOM/PARSON.

The WW-647 BDFP linked to WEBCOR/MWH.

The WW-628 Headworks linked to SUNDT/WALSH, DB-126 DCS upgrades to the Phelps Raw Sewage Treatment Plant - a 15 years project - linked to EMERSON.

Under the Freedom of Information Act (FOIA) -  some of us have read thousands of pages linked to many Projects linked to the Sewer System Improvement Project (SSIP). 

The on going corruption STINKS to high heaven - worse than the SEWAGE. Wait till you see the crooks go to jail.

Pertinent and relavant documents were NOT provided by the Public Records - case in point anything that had to do with EMERSON. Why?

We want to know so far - how many millions  or thousands were disbursed - Community Benefits - by Dwayne Jones, Juliet Ellis - the other crook hovering around at SF PUC - 525 Golden Gate Avenue - scumbags one of a kind.

General inquiry led us to look into this project - so with some difficulty we got hold of some documents - thousands of pages - most of it technical information.

 Some of us have the expertise - some of them my good friends who worked with me at Sixth U. S. Army and Presidio of San Francisco. 

Others community members who served in the City and County of San Francisco - and have institution experience and can chronologically state to us - what happened why and how.

 I can assure you Dwayne Jones - who has NO experience - what so ever linked to the Sewer System Improvement Project (SSIP) - he is NOT from the Bayviw Hunters Point Area - he is an outsides - he is an opportunist - enough said - charged with breaking the law.

Dwayne  Jones has not filed important filings working for Platinum Consultants, he has been black listed by the SF Housing Authority a Federal Agency -yet he is given easy access - to many SF City Departments - wheeling and dealing.

He should not be sitting on a committee linked to Small Business - at the Contract Management Division - some how he is there - and should be removed - immediately. 

I am asking the City Administrator - Naomi Kelly to look into this issue - before the Federal Bureau of Investigation visits her - sooner not latter.

Dwayne Jones only experience - is upper management at SF Public Utilities Commission - allowing him to act as a facilitator -  without the necessary experience - backed by certificates - accepted by Regulatory Agency Local, State, and Federal. Dwayne Jones is know crook - that is NOT respected by decent people - always wheeling and dealing - since the year 2000.

Dwayne Jones- is President of RDJ Enterprises LLC, has teamed with EMERSON acting as the Community Benefits Compliance person - of which I repeat - he has NO experience - no valid Certificates linked to Compliance - no sound Training - all this and more can be brought to the fore by the Federal Bureau of Investigation and other Law Enforcement.

EMERSON has created a team - and has won a contract for 15 years - consisting of Gary Giatt who is the Project Manager, Jeanette Smith  who is the Community Benefits Manager, Dwayne Jones, Community Benefits Compliance, Kyle Tracy, Project Superintendent Estimator, Dave Wilcoxson, PE, Design Manager, Tomek Kedzierski, PE - Project Engineer.

None of the above are known by those in the Bayview Hunters Point Community - but, now that they are - they will have to face the music - first from Law Enforcement - then by the people that matter. 

The people united will never, ever be defeated.

Let me make it amply clear - the STRENGTH AND DEPTH OF TEAM - a title displayed on top on a key page EMERSON has produced to showcase - what it can bring to the table - is suspect.

There is no doubt that the Phelps Raw Sewage Treatment need a total rehab - over $10 billion will be spent - including some recent Bond Measures - to assure the Phelps Raw Sewage Treatment Plant - meets the needs of contemporary San Francisco and the neighboring areas.

The Phelps Raw Sewage Treatment Plant -

and the progress of the Project is suspect -

more to meet previous goals and time-lines.

The Phelps Raw sewage Treatment Plant has had many meetings - some with focused groups and other general meetings - linked with total rehabilitation of the Phelps Raw Sewage Treatment Plant.

This large engineering project has yet to see in writing a Blue Print - and more a sound curricula to train engineers, other classified positions - something that should have been in place 15 years old - if not 10 years ago.

Towards this end - I created the SF Public Utilities Commission - Contracting Center - funds provided by the SF Public Utilities Commission - and vetted by Harlan Kelly with whom we sat - in the early years - when he was the Manager of Infrastructure of the SSIP.

Prior to that I attend all the meeting linked with the Task Force - and asked for 5% of the Billions set aside - for Community Benefits.

The Task Force made the recommendation - but no entity worth the salt - was created to disburse the Community Benefits.

Juliet Ellis - who keep adding titles to herself - first called the Assistant General Manager of External Affairs and now adding the title as Chief Strategist - is a JOKE.

The woman is NOT an engineer, the woman has no sound education on the many bill be it State or Federal - the woman has been caught in a web of infringements - breaking all laws.

This woman has the audacity to send - $200,000 to Green For All - an entity that she worked for. What is more egregious she held the position as the Assistant General Manager of SF Public Utilities Commission - as well as - at the same time - being on the Board and accepting payment - of the Green For All entity situated in the East Bay.

This infringement was brought before the Fair Political Practices Commission - that fined Juliet Ellis -  she paid a fine as well returned the money to SF Public Utilities Commission - all tax payers money.

This same case came before the SF Ethics Commission - and the SF Ethics Commission endorsed the ruling and adjudication made by the State of California  - Fair Political Practices Commission.

Juliet Ellis has a proven track record -

breaking laws and being charged -

she today continues - making illegal deals -

wheeling and dealing - with Dwayne Jones -

and an inner circle that we have full knowledge off -

we have provided a " Flow Chart " that shows it all.

From 2012 to today - millions of dollars have been given to entities like Young Community Developers - others - we have line item grants and money given to these " corrupt entities " - many of them " jail birds " - and all this nonsense and more - has been going on - for years.

to follow evil dictates of those mentioned on

this - flow chart - time will tell.

The Southeast Sector in the late 1960s early 1970s - has documents all signed and agreed upon - linked to mitigation issues - the community at that time - and some of us now - connecting the dots - and fighting for our community and more our infants, children, youth, young adults, seniors, those will compromised health  - more our mentally and physically challenged.

San Franciscans pay sewer taxes but fail to acknowledge when these fees were agreed upon and when they came to be -it was at the precise time - when in order to rehab the Phelps Raw Sewage Treatment Plant - in the early 1970s.

Monies were made available legally - documents available and signed dual by law - by the Federal and State entities - first to rehab the failing dual system - Phelps Raw Sewage Treatment Plant - second to provide Community Benefits - from the taxes accused and imposed on those constituents for availed themselves of the sewer services.

Contrary to common belief - the Phelps Raw Sewage Treatment Plant - a dual system - taking run off from heavy and normal rains, the sewage from the 845,000 households  night time -  and millions who come to our City and County of San Francisco - during the day - all using our sewage system - as needed. 

Flushing and using clean drinking water from our Hetch Hetchy system - the SF Public Utilities Commission - favors stupid slogans - and makes no mention of " grey water " - to flush the toilets. 

Is quick to ask money - tax payers money - in the BILLIONS - using Bond Measures - no one cares - how tax payers is vested - more wasted.

May I point out to those - who should know better - it is not the role of the lay person - to do investigative reporting. I know investigators who have NO clue about empirical data - and less about institution experience and history.

Our City and Count of San Francisco - is reached saturation with wheeling and dealing - pay to play - and tolerating crooks - corrupt to the hilt - Dwayne Jones and Juliet Ellis and others - all that we can name - at the appropriate time. 

Thousands that come to work, thousands who attend conventions, thousands that attend the ball games and other entertainment - in the millions - all generate sewage and all avail themselves - of the failing and debilitated Phelps Raw Sewage Treatment Plant - today - in very bad shape.

As this blog is being written the U.S. Environmental Protection Agency - is conducting interviews - and recently one employee was overcome with nauseous gases and rushed to the hospital.
