THIS ONE KILLING NEAR THE HOME OF THE VICTIM - BY INGALLS AND QUESADA - DEMANDS SERIOUS ATTENTION - THIS BLACK BROTHER GUNNED DOWN IN FRONT OF HIS HOME IN THE BAYVIEW.

We have a new Captain at the Bayview Station - and it is trouble some to note and observe  - how  crime - more shootings and killings are on the increase - in the Bayview.

We have NO ONE worth the salt to address the issues - and more  to find solutions.

At City Hall - the issue at hand is the use of  " TASERS " - giving the SF Police Department - one more tool - to choose - when there is a situation -  the SF Police Officers - find that they need a taser - to take control of the situation.

Daily in does not matter - the citizens dying falling prey to bullets,  other sleeping on the streets of San Francisco - and slowly dying.

Our streets are not safe - nor is MUNI - and for that matter car break ins and home invasion - are now the order of the day and night.

Go figure!

Some of us advocates are fed up - discussing the same issue - again and again - " ad nauseaum " - I for one have addressed this issue - of the tasers -  over a hundred times. 

Dump that issue in the garbage - once and for all.

I find that right now - every well trained SF Police Officer - has more tools than necessary to defend herself or himself.

That is if the police officer - is physically fit - mentally prepared - and of course trained in tactics like " deescalation " and so forth.

The experts who come before the " public at large " - favoring tasers are NOT from our community.

San Franciscans are astute - and whatever happen - taking this matter to the " Ballot " as is the desire of the Police Officers' Association - or any other entity - in the end using the " taser" as a tool - will not be one chosen - as the more appropriate - tool

Humanity, empathy, compassion comes first - more in today's very stressful situation - at work, with housing, with large premiums paid for health - just simple living - putting bread and butter on the table - is very expensive - forcing thousands of families to leave - San Francisco - never to return again.

This fact does not phase the Mayor Edwin M. Lee - the proponent of taser - other newbies who have nothing to contribute to San Francisco - and the majority of Law Enforcement who do not live in San Francisco - but a happy to take their check - and cash it elsewhere.

Using the City and County for their mundane uses - and this and more - will come to haunt them in the near future.

Often these so called " taser experts " - are from the companies or corporations that market the tools - in this case the " evil " tasers. 

How can we in San Francisco - tolerate such utter and disgusting  nonsense - nauseating and what is more erodes all confidence in our leaders - especially the Mayor Edwin M. Lee - who has NOT uttered a word -  where are our priorities when it comes to our Safety really or does anyone care ? 

And more Quality of Life issues - who is paying these authorities - who pays their salaries - who has the power - if not the tax payers - those that have the ability to vote and make the final decisions - follow the money!

These so called experts - have no clue how many " victims " - have been shot and killed. Shoot first and ask question later.

This is San Francisco - this is not some other place - where advocates - do not take as keen an interest - on Safety matter and Quality of Life issues - as we advocates do in San Francisco.

I moved my office from 4909 Third Street in the SF Bayview - which is now a hub for all sorts of crime. 

We had four shootings - in and around 4909 Third Street - as soon as I left the office - and crimes continues to increase around 4909 Third Street - especially on the Palou side of the street - over 14 incidents - in last 3 weeks - that I have counted.

Not all of them mentioned in the Bayview Police Station blog - that reports - partially the crimes committed - and that and more has to be made known. 

Under the pretext that the crime is being investigated - things fall through the cracks. 

Who is fooling whom - and for how long - can this nonsense go on?

As I stated in one of my blogs - not long ago - the entire area from Revere Street to Newcomb Street and beyond- has been challenging to the new Bayview Police Station - Captain Ford.

Captain Ford has his work cut out for him - and must reach out to those that truly - can give him a clear assessment - of what is happening in our community.

I knew this young man Emeere Jackson who lost his life - to some coward who shot and killed him near his home - on Saturday, November 4,  2017 in the afternoon.

Such actions -  committed by cowards - does not bear good - with decent citizens and more by us who love the youth.

 Those youth and young adults that need help - who we are invested in them - and support them - whatever the " situation " at hand. 

These "thugs " who commit such crimes - are the scum of the Earth.

We all know this - even the so called blatant and very well known " hardened criminals " - who served their term - incarcerated -  now free - when they hear of such incidents - feel the same as I do.

Not a word from Malia Cohen the District 10 Supervisor - she is a political whore - who is busy - filling her  "campaign coffers".

Malia Cohen wants to run for State Board of Equalization - for which Malia Cohen is unfit - much as she chose to represent District 10 and has done a very - poor job.

Good riddance of very bad rubbish.

As I said I knew Emeere Jackson the young man who worked for The Mayor's Office of Violence Prevention Services founded in 2012.

The activities of the organization - are guided by the some norms linked to Interrupt, Predict, and Organize.

The acronym IPO - sounds like some Internet Term - but is controlled by the Mayor Edwin M. Lee and his side kick - Diana Oliva-Aroche - a misfit - who goes under the title of MPH Senior Advisor and Director of Violence Prevention Services.

She is mandated as the Senior Advisor to advice the Mayor Edwin M. Lee and provide policy recommendations of Violence and related issues.

However, she has no valid experience when it comes to Violence, Violence Prevention, Community Policing - and a plethora of skills needed for the job.

She may consult her husband for advice who works for the District Attorney's Office - an office under George Gason - that has done little to come to the rescue of victims of police shooting - shoot first and ask questions later.

In the hundreds of meetings - that I have attended - during the past 35 years - on Violence and related issues - I have not seen nor heard once - Diana Oliva-Aroche - have the ability to articulate on the above mentioned subjects.

Diana is good at meeting those in power - behind close doors - in this case the Mayor Edwin M. Lee - to convince him that she can handle this job - which she cannot - and therein lies the " crux " of the problem. 

A complete misfit that panders - and I have seen her cry crocodile tears - to make a point - and such ploys, machinations, and shenanigans do not fly - in life and death matters. Please get a grip on your life - now, that you have a home and exploited the City and County to the best of your convoluted - ability.

Diana Oliva-Aroche worked for  Maria Su at the Department of Children, Youth, and their Families - that then headed for the current post - having no experience - what so ever - at capacity building - and less at comprehending the serious issues at ground zero.

More the many important factor - that she cannot discern - less comprehend  - linked to shootings, killings, violence, community policing, mitigation, adjudication, deescalation, models such as  " Restorative Justice " - whatever she reports to the SF Health Department and to the Mayor - is just the tip of the iceberg.

Some years ago - she had a say with Street Violence Intervention Program (SVIP) - that did not have the proper facilities - to organize and more to address Street Violence. The person doing the job - daily were adversely impacted - because they lacked the proper facilities to do the job.

I saw this situation - and turned over my office at 5 Thomas Mellon Circle - 3000 square feet - to Street Violence Intervention Program (SVIP ) - that was operated by HealthRight360 - the program outsourced to HealthRight360 - who manage SVIP to this day.

In all the interactions both by SVIP and IPO - community policing is not a " core value " - that is integrated into the programs.

Nor is Restorative Justice - there is no clear Mission - and this and more - is haunting to anyone that knows more about the situation at hand - at ground zero.

It is critical that the community - all over San Francisco - astute Community Leaders are consulted and more embraced to help this two organizations.

These two organizations are purportedly  - supported by the Adult Probation Department , Department of Children, Youth and their Families, Department of Public Health, Department of Public Works.

The District Attorney's Office, Human Services Agency, Juvenile Probation Department, Mayor's Office of Violence Prevention Services, Office of Economic and Workforce Development, Office of the Public Defender.

The Public Utilities Commission, Recreation and Parks Department, San Francisco Municipal Transportation Agency , San Francisco Police Department, and the San Francisco Public Library.

Not once have the heads of all the above mentioned Department, Agencies, entities met with the cohorts - the youth and young adults both men and women - to impress upon the youth and young adults - the commitment - to take the youth and young adult - to a better place - by their respective department.

For sure Diana Oliva-Aroche receive the money - as she does iPads from SalesForce and other entities - making hay while the sun shines. 

I have been involved with the model called " Restorative Justice " - for many years - not once have those operating the IPO program - deemed necessary -  to treated our youth and young adults - with the love and compassion - necessary to bring about healing and bring about progress.

We lost one young man - who completed the IPO program while he was removing "graffiti " - by the SF General Hospital - when he was shot and killed - by some gang member - who killed him.
This happened some time ago.

The Mayor Edwin M. Lee flew the flag at City Hall - at half mast.
We appreciate that gesture - he did not fly the flag at half-mast when Dr. Espanola Jackson passed away.

I hope the Mayor Edwin M. Lee - flies the flag at half-mast in honor of Amir Jackson - the first victim of the IPO program to die  - while still completing the program.

Way back in 2002 many of us - convened a Summit on Violence - at the Bayview Opera House - invited experts at our own expense - to address the " situation at hand ".

Since then models such as Community Response Network (CRN) and others have been created - in recent times - watering down the standards - creating divisiveness - and the Mayor Office of Violence Prevention Service - taking credit for things that they have little or nothing to do. 

What the Mayor's Office really does - is outsource services - and there is NO quality control mandates - and therein lies the problem.

Recently the outsourcing has been transferred to the San Francisco Health Department - who has been known to receive large amounts of money - and done a poor job.

Case in point the HOT TEAMS - who call upon the SF Police Department - to come and address situation that they must address - often these calls to the SF Police Department - result in injuries to the poor, the indigent, more those who live in tents on the streets of San Francisco.

Once we had the Mayor's Office of Criminal Justice - with astute Directors - then under Mayor Edwin M. Lee - he chose to take control of the money - and created this " mickey mouse " department Mayor's Office of Violence Prevention Services - outsourced programs - to entities - who carry out " workforce programs " - which address the tip of the iceberg - none in a holistic manner.

I meet the youth - and interact with them - they confide in me - including Amir Jackson and others.

They know I love them, listen to them - and when possible take care of their immediate needs.

I have been following the IPO model for a long time - and those in authority know - how I feel about it.

Let us not use the youth and young adults as pawns - this is what is happening on many levels - the funding is meant to rehabilitate, teach the youth and young adults skills - further upward mobility - take the youth and young adults to a better place - work diligently towards - career jobs.

Heads of City Department that lend their name to the model - better step up - and make amends by providing the youth and young adults - career jobs.

Not those temporary jobs - just to create some statistics that mean nothing at all - I have been watching the ploys, the machinations - the shenanigans - and I am disgusted - by the evil ways of some - who make over $200, 000 yet are content allowing these hard working youth - not to make over $20 an hour.

The $15 an hour wage - the minimum wage - is a slap on the face - considering the hazards they encounter - which the authorities that monitor - fail to take into account.

 Change your ways - have empathy more compassion - you that talk from both sides of your mouth - leading the charge - Mayor Edwin M. Lee. 

The worse one among them Diana Oliva - Aroche - this woman is so selfish and self centered - that she has no business - working with Workforce and less with Violence Prevention and all the related issues.

Some audit needs to be done - to arrive at some conclusion worth the salt - how those who have worked so many years - on so little money earned - how can they survive? How can they put bread and butter on the table? 

Some task force must address - " upward mobility " ?

Mission Objective - and the current state of affairs?

Diana Oliva-Aroche gets a salary of over $175, 000 plus benefits - when she does so little - helps organize those charades on the steps of City Hall -  " a circus of sorts ".

Does  - little for those that work hard clearing large tracts of land - that others must maintain and clean - that the youth and young adults - working for the IPO model - were clearing - on Saturday, November 4, 2017 - in some White neighborhood at 22nd Street and Carolina Street at Potrero Hill.

The IPO youth and young adults - are called at short notice to - clean Parking Lots, land that comes under Caltrans - that need cleaning up - garbage and even stinking refuse left by others - excreta and fowl smelling waste and more.

I just learned that today Monday, November 6, 2017 - early in the morning a text was sent to the youth and young adults - to come to work. This is totally uncalled for - the youth and young adults need time to " grieve " and heal. Make no bones about this.

I have brought this latest fact to the attention of some one in authority who can handle this order - that is totally uncalled for - insensitive- and whoever order this - must be told directly - to change the order - and give the IPO youth and young adults to grieve or suffer the consequences.

Where is Diana Oliva - Aroche on this one ? Where is Mayor Edwin M. Lee on this one? Where are the others on this one?

By the many highways - that Caltrans finds difficult to clean but gets IPO  youth and young adults - to do the needful.

On the streets of San Francisco to clear tents and other such operations - removing our Seniors, those with mental and physical issues - their few assets -  thrown in the garbage trucks that stand ready - God sees this and more - and this City and County will receive its reward - sooner not latter. 

This youth and young adults - are mandates to do as they are ordered - and many of them - do not appreciate the hard work - under filthy conditions - they do it all the same.

Many of them NOT trained - to do hazardous work - and all this and more - must be studied - and those doing the work - paid comparable wages - not the miserable stipend they youth and young adults receive today.

I discussed these issues with Jeff More - a Special Advisor to the Mayor Edwin M. Lee on Workforce - to no avail - you waste your time - sharing some precious data - only for the pearls to be thrown - before some swine.

I am good friends with the Director of Public Works - who I trust - and will confide in him - what truly I think of the IPO program - more in light of the death of Emeere Jackson.

Amir Jackson did not have to die in vain - gunned down in front of his home.

As often happens - the SF Police Department - under the leadership of - Chief Scott Williams - will do what they do best.

History repeats again and again - the adjudication takes a long time - and in the interim - we all suffer - the family, loved ones, his peers, his friends - you all get the drift.

Emeere Jackson did what he could to change his life - much as we all do - hopefully take stock of our deeds, our action, our accomplishments - here a young man's life - was cut short - by some coward - who did not have the guts to be a real man.

May his soul rest in peace - Rest in Peace - Amir Jackson.
You will always be remember - as our Brother - and that is all matters - as more is revealed - you are not here - to testify - so we leave you - with good memories - your last sights etched on our mind - farewell good friend.

I knew you Brother Emeere -  for a short time
you did your best to make a change

Never thinking for a moment

Then much as one fears - the name was uttered 
to me and those present - utter - dismay.

The Mayor Edwin M. Lee is the man in charge 
he brags about his and that - but does he truly care
Diana Oliva-Aroche - she is the Director of the program
Mayor's Office of Violence Prevention and Services
Can you all explain - the facts that matter - lay it bare ?

We advocates care - and so do the OGs that matter 
we have some say in these events
our youth and young adults deserve more
caring, love, and more than before 
good jobs, upward mobility - career jobs.

One more soul - one more youth gone 
to the other side - no more with us 
our hearts bleed - and we must regain our strength 
to stand united - and stand firm
we are determined to take control - and represent.
