Few remember we had the San Francisco Mayor's Office of Criminal Justice - when Mayor Willie L. Brown Jr. was Mayor - from 1996 -2004.
Today - we do not have this much-needed Office the dealt with Criminal Justice anymore. Why?
Following Mayor Willie L. Brown Jr the voters elected - Gavin Newsom from 2004 -2012. We even had a Federal Judge who had retired - in charge of the Mayor's Office of Criminal Justice.
The Mayor's Office of Criminal Justice - regular meetings - were held at City Hall - Room 250 - SF City Hall.
Then came Mayor Edwin Mah Lee - he did away with the Mayor's Office of Criminal Justice - no public hearing - no nothing. Mayor Edwin Mah Lee outsourced certain programs linked to Violence Prevention to HealthRight360. We all know the present state of affairs - from that time to this day - Black on Black killings - have grown from bad to worse.
The Safety meetings were well attended - by the SF Police Department and interested - parties. This was when the Mayor's Office of Criminal Justice - was operational.
I know this because I made it a point a attended these meetings - to brush up and follow up - matters linked to incidents reports - reports sent to the Federal Bureau of Investigation - and more.
It did not help even then - that the SF Police Department lacked very poor leadership - the then broken system - that existed with the SF Police Department - prevails even today - in fact, it has got worse and diabolical.
We still are waiting for the SF Police Department to give us some closure on the killing in broad daylight of Joseph Taeotui - well known as " Jungle".
We know who the killer as he was arrested and released - only to commit another murder and arrested again - he is in jail - justice has served some purpose - " Jungle" did not deserve to be shot and killed - very near his home - on Kiska Road - just next to an SF Police sub-station - fifty feet away.
The investigation is ongoing on Jungle murder - we the people will not forget. We have as citizens in the past participated in many deliberations - to bring peace to San Francisco.
The segment of the population that has disturbed the peacetime and time again - are the many Black on Black murders. Just last week we had four murders - all Black on Black - making a mockery of what advocates are fighting nationwide and here in California.
California and San Francisco use to lead the way - but when it comes to murder and mayhem - incarceration of Blacks in our jail - Blacks in record number are incarcerated - over 55% in our jails are Black - and this percentage has held steady - for over 15 years.
The SF Police Office that deals with Incident Reports - both old and new - has not changed much - too much red tape.
It was and remains a chronic mess today - because of very poor leadership.
People come again and again - when a loved one is murdered in a car - on the streets - it does not matter where - to get a copy of the incident report - the SF Police Department kick the can down the street.
Excuses are made and even after one entire year - one is often told - the investigators have not completed their investigation. This one factor to bring closure is critical to the citizens of San Francisco. The fact is not mentioned - it is because - as with other salient and pertinent matters - the SF Police Department loves to hide things under the very dirty - rug.
We have had incidents report - that must be kept confidential - leaked.
How does this happen? If one knows someone inside - money can buy you anything. Is this so - we have seen this in many low and high-profile cases? Who is looking into this important matter?
It happens again and again - we find it out from the newspapers - and this and more - tarnishes the name of the Officers in Blue.
We are not generalizing - we are pointing out the facts - the horrific facts - that have lingered and become chronic. The good SF Police Officers who know right from wrong - see this too - and they keep quiet - they are forced to go with the flow - and all this and more - creates very low morale.

As the years go by - few trust the POPOS - and the few that trust them - are doing a disservice to the community at large - more those rogue police officers - who do more harm than good - love those that favor their immoral ways.
The SF Police Department takes an oath to protect the citizens of San Francisco - most are paid well - and while most do their best - the few bad apples - leave a stench to high heaven - and a dark cloud lingers over all the officers in Blue.

All these nefarious activities - do not seem to faze those that must do Good but look the other way - when things go bad - and most in authority - seems nonchalant - I know some of them - the reasons given to me are too farfetched.
I specialized in the field of Incident Reports - linked with locations - mapping - using Global Positioning System (GPS) - rapid and fast Querying incident reports - using software that allows one to perform many functions that reveal the best results.
Class one, Class Two crimes cases - Murder, Assault, Robberies - you get what I mean.
Certain cases must be sent to the Federal Bureau of Investigation. Certain reports must be reported to the Department of Justice (DoJ).
These incident reports are there but no one mentions them - because if they did - too many hidden skeletons would be revealed.
For sure it would be nice to have quarterly reports - too many folks at the SF Police Department making six-figure salaries - sitting on their asses singing the blues.
It is ridiculous the have a report on Violence and related issues - at a joint meeting the SF Police Department and the SF Board of Supervisors - once a year.
These long meetings - last 6 hours - are a waste of time - and after all the wait - one is allowed a measly two minutes for Public Comment.
Those that treat the taxpayers, the constituents, the decent hardworking tax-paying San Franciscans with disdain - will fall flat on their face.
When I worked for the United States Park Police - we had a state of art Communication Center - I played a role with Charles Swanson - Motorola and Lucent Technologies and other experts - to make this happen.
Way back in 1989 we laid a T3 Fiber - state of the art at the time - that technology has improved today - more, in today's digital world - by leaps and bound. We did it in 1989.

Much is made about the 272 recommendations - that we the people created - NOT the Community Oriented Policing Services (COPS).
COPS is an entity - made up of laypersons and lawyers - created in the 1960s by the United States Department of Justice (DoJ) - to address the riots and other disturbance - all over the Nation.
Their modus operandi was sneak into the community - pay those that co-operated with COPS - crooks like Malia Cohen - hoodwink the community - more the citizen - interview those that COPS deemed fit - folks that that did not have a mind of their own.

We took them on a meeting at the University of San Francisco and another in the Mission at a High School - the last minute COPS meeting held in District 10 - by crooked Malia Cohen - that we crashed and spoke our mind.
COPS attend two meetings at 350 Rhode Island - that some of us insisted we have - and had great difficulty co-ordinating but managed to pull it off.
Of course, we had some intruders who came in to divide us - but we took them to the task and revealed the Truth for all the world to see.
Early on - we attend meetings held by the SF Police Department - that created their own document - spending $400,000 laying - how to bring relevant changes.

Chief Scott Williams - was hired as the Chief of Police. I asked him outside Room 400 - if he was aware that COPS was defunded - he denied knowing about this fact - I doubt it - but will give him the benefit of the doubt.
Those behind the scene - contacted Mayor Edwin Mah Lee - and since Mayor Edwin Mah Lee got rid of the Mayor's Office of Criminal Justice - he had the $400 million-plus - for operating like operations - and chose to fund the Consultant from Chicago - Hillard and Heintze.
