$75 MILLION RECREATION CENTER - OFFICES - PROPOSED OPEN SPACE - AND EVEN HOUSING PLANNED AT 1550 EVANS AVENUE - WITHOUT - ANY MEANINGFUL OUTREACH AND LESS DIALOG WITH THE COMMUNITY AT LARGE.

The Conceptual Plan -
1550 Evans Avenue - Third Street and Evans Avenue -
the location prone to severe liquefaction and flooding -
the District Supervisor Malia Cohen -
favors the plan - much as she favors the filling of
her campaign coffers - with behest money, illegal contributions - and anything that will satiate her greed.

Corrupt entities embedded within the San Francisco Public Utilities Commission - led by Juliet Ellis and Dwayne Jones - now want to build a brand new building at 1550 Evans Avenue - by Third Street and Evans Avenue.

The location as it stands today - has not been zoned for a Recreation Center - the land poor infill is prone to liquefaction and flooding.

The entire location is a well documented " hot spots " - made worse by millions of vehicles spewing " particulates " - more 2.5 PM.

Plans are afoot to by San Francisco Public Utilities Commission (SFPUC) to move out of the 1800 Oakdale Facility - better know as the Southeast Community Facility Commission Building.

All the programs that are on going today - will be no more.

Right now as things stand - the 1800 Oakdale Facility - is mandated to provide benefits - all part of the initial plan - put in place in the 1970s - when the Phelps Raw Sewage Treatment Plant was upgraded.

Mitigation measures put in place - to provide scholarships to the students from the Bayview Hunters Point, and other career opportunities were is place.

One could be certified as a Registered Nurse, there were courses in Tailoring, Culinary certificates, there was a Senior Center, Computer Repairs Center, Tuition available for students in mathematics, other amenities that the community were grateful for and appreciated. One by one - career opportunities were shut down - the community deprived of the many course that once uplifted the community at large.

Today all sorts of gimmicks have invaded the 1800 Oakdale Facility - you have to pay $500 to rent the auditorium which has poor sound - the microphones - they say do not work - and will be replaced.

Since Toye Moses retried  - Managing the facility - after raking in thousands taking bribes - $100 for just contacting him to rent the auditorium, $300 for Security and he got his cut - and I can go into details - but let me stop.

Then you had the Dean of the College connected to SF City College - rent space and pocketing the money.

Veronica  Hunnicutt  the dean - was removed and now acts as the Chair of the Citizens Advisory Committee to the very toxic and polluted Hunters Point Naval Shipyard. She does what she does best - hoodwinks the community at large. To make matters worse - she is NOT from the Bayview Hunters Point area.

In short during the time SFPUC has been in charge since 1996 - at the 1800 Oakdale facility - the SFPUC has done everything in its power - to downgrade the services - and exploit the situation at hand.

At 1800 Oakdale - three Green Houses were built - to accommodate Horticultural Courses - this plan never took off.

The paradox - the very first tenant - before 1996 - when the facility was under the management of the Water Department - grew cannabis.

In time he was investigated - he had to leave - never made his rent - but made sure he left with the profits from  his " weed " - operation in plain sight of the then SF Water Department.

From 1996 to date - SFPUC has failed the community - more with Juliet Ellis and Dwayne Jones - hoodwinking the community in broad daylight - the last 7 years.

Girls 2000 used the trailers as their headquarters - situated at 1800 Oakdale -  paid by the SFPUC. All the same - again and again many contracts - were given to Girls 2000 - carte blanche.

It is the same with Young Community Developers (YCD) - who received million - as much as $4 million a year.

YCD - have nothing to show - linked with workforce - more when it comes to career job.

The audits done in the past - linked to Young Community Developers from 2002 to 2010 - never met the standards.

In recent years from 2010 to date - one has just to review the Internal Revenue Service 990 forms - available to the public at large - and witness for oneself - how thousands are wasted.

A conceptual plan of the general area -
the proposed changes being made to the
Phelps Raw Sewage Plant - progress, that is moving at
a snail's pace - millions waste - its Project Manager
Karen Kubic no more works for SFPUC - so
does Tony Flores, Tommy Moala, Surjeet Singh, to name a few.

Instead of helping the community - the SFPUC has been treating the community at large - the Bayview Hunters Point community with utter disdain.

The SFPUC owes the Bayview Hunters Point over $2 Billion is Community Benefits - steaming from mitigation measures all agreed upon - that - the SFPUC has not met - and less does not want to discuss with the affected Bayview Hunters Point community.

Yet in the presence of the General Manager - Harlan Kelly - a new employee - more, a young White woman - decide to lecture the community - that they would have to pay more - in increments - every year - for clean drinking water, sewage water - and other amenities.

I was present at the meeting -  in front of the community also present listening intently - at the 1800 Oakdale Facility - I had to give this young woman some history.

The Community Benefits owed us since the 1960s - conveniently expanded by the SFPUC - has not been given to the community but spent for selfish purpose.

While daring to abuse the community - by failing to provide quality services - but quick to charge fees - for clean water, sewage - leaking clean water pipes and sewer pipes - over 90 years old.

This woman heard me - but I judging from her nonchalant attitude - she was just pushing paper - following orders - used by the SFPUC like a dirty rag.

The 1800 Oakdale Facility is slated -
to be use for office space -
the community at large kept in the dark.

The red areas - are severely prone to
liquefaction and flooding -
for sure the 1550 Evan Site -
right now - the zoning forbids building any project -
a Recreation Center, and project linked to such activities -
yet a bid for $75 has gone out - fast tracked to -
do the dirty deed - hoodwinking - the public in broad daylight.

Here is another map - for those NOT educated on issues - we have serious issues with liquefaction - all over San Francisco. Check this map too :
