SAN FRANCISCO'S ENTIRE CONTRACTING PROCESS MUST BE REVAMPED - THERE MUST BE A POLICY COMMISSION INVOLVED - WITH THE CITY ADMINISTRATOR, THE CONTROLLER, THE BUDGET ANALYST, SF CONTRACTING OFFICE - REPORTING TO THE COMMISSION - COMPLIANCE OFFICERS HELD ACCOUNTABLE - RIGHT NOW THE FOX IS GUARDING THE CHICKENS' COOP.

Why has " corruption " flourished -

under her charge -

where are the checks and balances ?

The City Administrator has a Special Contract -

and a privileged 10 year term -
she has failed us all - looking the other way -
while corruption has been growing like some - fungi.

San Francisco is noted for its " corruption " with the District Attorney, the City Attorney, the Controller, the City Administrator, the SF Contractor's Office, the Chief of Police - the Compliance Officers - looking the other way.

No transparency and less accountability.

All of the above make huge salaries - we pay their salaries - but you would not know that - the people have NO say - and those who need help most - are dying on the streets of San Francisco.

Our Elders must be taken care - not so in the City and County of San Francisco - they talk the talk but NO walk.

Willie L. Brown Jr

Big Developers use " expeditors " and many heads of departments from the Department of Building Inspection, the SF Planning, the SF Health Department - other corrupt individuals - who have their finger - in every pie - one of them Willie L. Brown Jr.

The Federal Bureau of Investigation had to reveal to the City and County of San Francisco - how corrupt this City is - San Francisco has lost its soul.

We have Commissioners on many Commissions just rubber stamping - issues.

Mayor London Breed - thinks she can tell some White Lies - and get away with murder.

Not so this time - she has with intent - lied - and broken many laws - linked to ethics, morals, and standards - London Breed is amoral.

Very corrupt individuals the likes of Dwayne Jones who does not live in San Francisco - doing outreach on the project linked to Pier 70, the Emerson Project, the 1550 Evans Project.

Other projects - the man is debarred from bidding -  yet is on the SF City's Contract Monitoring Division - having cursory some advisory capacity.

The Contract Monitoring Division  that reports directly to Naomi Kelly who the City's Administrator - who is beholden to the Mayor of San Francisco.

The City Administrator has NO commission to report to - the Controller gives her a pass - all this and more foster - corruption of the worst order.

What  does this tell anyone who know something about Accountability and Transparency - checks and balances?

San Francisco has lost its soul. Millions of dollars are doled out for favors - the same Big Developers - are all over the place - wheeling and dealing in broad daylight.

The Grand Jury has audits done - but there is NO enforcement.

Right now the Grand Jury - is conducting an audit linked to Community Benefits - linked to the very corrupt SF Public Utilities Commission.

The Sewer System Improvement Project - that started as a $6 Billion project - has reached closer to $10 Billion and is heading to be a $20 Billion project.

The Central Subway started with $600 million and has now reached $2 billion and should have been completed 2 years ago - but has another one year to go - if that ever happens - to complete the project.

It was the same with the SF Transbay Project - then cracks were found on huge steel foundations - after the opening of the Transbay.

The cost of the Transbay Terminal - has ballooned to  $2.3 Billion.

What the hell is happening with all the cost over runs? 

Who is making millions - why all the " change orders" - and most importantly who is in charge?

The SF Transbay project -  was shut down - soon after a grand opening - and reopened again months later -  parts of the SF Transbay are still being tweaked.

We have a $12 Billion budget - the City and County of San Francisco - and yet we have many dying on the streets of San Francisco - where is the empathy and compassion - where is the justice.

Mayor London Breed - could have stepped up and delivers - on the contrary - she open her mouth - reads some prepared speeches - all talk and NO - walk.

London Breed get an F-  more - when it comes to morals, ethics, standards - and plain being a decent person. She is not worth the salt - all talk and No walk.

Thousands of decent San Franciscans have been hurt - the corruption scandals are overwhelming - these crooks are amoral - nothing fazes them - they are scoundrels - the worst type anyone can - encounter. God help us all.
