When the SF Water Department fired the three workers, it was an act of retaliation of the worst kind.

The stupidity of Dennis Herrera knows no bounds; he will leave the SFPUC with a prize on his head — and a corrupt, good-for-nothing sucker.

When the workers from Union 261 went to Union 261 for help, they were told the Union could do nothing.

Most Unions in San Francisco are quick to collect dues, make deals with the crooks, and have failed those Union workers who work hard and are treated with disdain,

San Francisco is a Union City —we all remember Bloody Thursday, July 5, 1934.

We must honor those who laid down their lives so that we may better understand our freedom and rights, set standards, and address quality-of-life issues.

The SF Police Department fired on our longshoremen on our waterfront, killing two longshoremen, Nicholas Bordoise and Howard Sperry. Hundreds of others who protested were injured.

It is a sad day when we learn that today's Union favors the greedy and fails to stand by our hardworking Union workers.

SFPUC is a corrupt entity, an Enterprise Department, bringing in millions by charging clients for drinking water. 

In recent years, the reservoirs have been contaminated, and San Franciscans have no clue that this is an emergency.

Deferred maintenance and poor leadership are responsible for this nonsense. 

We have a General Manager who is an attorney, not an engineer; he makes $600,000. He has no clue about the contaminated reservoirs.

At first, the SFPUC Plumbers would clean the reservoirs, a project named "Confined Space." 

Those in charge are trained and certified and must maintain strict standards: working underground, some forty to fifty feet down, the drinking water has to be drained, and the entire area, the size of a football field or two, sanitized using sodium hypochlorite, calcium hypochlorite, and Chlorine dioxide.

SFPUC has deferred maintenance and has failed to train and certify workers to date. The laborers, who for a long time were sent into harm's way, that is, until we brought it to the attention of the SF Water Department managers, William Taehan and Frank Jordon, their supervisor, Steven Richie, and Steve Richie's boss, Dennis Herrera and Ronald Flynn.

We went before the SFPUC and spoke Truth to power.

We went before the SF Inspector General and the SF Controller.

Every second and fourth Tuesday after October 28, 2025, we made sure to attend the SF Public Utilities Commission — a Cabal of sorts — and to speak to them in no uncertain terms. 

No entity should bully innocent, hardworking employees — not SFPUC, not any employees who work hard and believe in standards. SFPUC will fall flat on their face — they already have.

We approached the SF Occupational Safety and Health Administration, and they investigated, and SFPUC was indicted on five counts:

  3. No testing of the air inside before entry.

  4. No stand-by person.

  5. No radio communication.

San Francisco Public Utilities has 15 days to respond to SF OSHA— and has nothing but one alternative — they better comply — and, for the first time, admit that they have, with intent, failed to maintain standards. 

No agency has committed atrocities linked to putting innocent employees in harm's way — but the SF Water Department — leading the way, William Taehan and Frank Jordon — it's time you two step down and fade into oblivion.

San Francisco gets its water from Hetch Hetchy, close to Yosemite National Park.

The Hetch Hetchy Reservoir has natural granite walls, and the Tuolumne River delivers water into the Reservoir, where it is mismanaged. 

For thousands of years, the water was guarded by the indigenous people of the once-famous Hetch Hetchy Valley, the Paiute, Yokuts, Sierra Miwok, and Washoe tribes, most of whom have lived in the area for over 7000 years.

Unlike the others who take their water and flush the toilets — folks who have no conscience, no empathy, no clue about history and less about geography, social culture, the filthy rich, and most importantly, those who have no spirituality — who have taken sacred water and desecrated it— the Water — Water is Life!

There are those who came here some 300 years ago — seeking refuge and freedom of religion. Today, they think they belong to the privileged class — far from it; they are a disgrace to the human race.

These folks who were treated well by the indigenous people bit the hand that fed them. This history is not written in detail — but Truth be told — the Whites have turned their backs on the indigenous people and Turtle Island.

We have folks who do not respect the indigenous and, in like manner, have no respect for nature — all they think is themselves — selfish to the core and a nuisance to society and the environment.

The wise Indigenous tell us to take only what we need and leave more for future generations.

Right now, we have a $40 trillion deficit. How can we accrue so much debt and leave it to future generations to deal with the headache?

The SFPUC started with a $6 billion budget to cover its operations and other needs — today that budget has reached $15 billion and will soon be $25 billion — mostly due to crooks double-dipping and making tons of money that they do not deserve.

These ignorant folks have no clue about Life. 

All sorts of Life — the trees, the plants, the birds, the animals, the fish — have no clue, nor deep understanding, of the salmon and other fish. The rivers in and around Yosemite and the Salmon's's and other fish go hand in hand.

At one time, our forests were pristine, the air clean, the lakes, rivers, and streams clean and wholesome, the plants and fruits were free of pesticides; you all know what I mean. Today, without knowing it, we poison our bodies, and most folks do not give a damn.

I traveled the world and saw it all — I know what I talk about — today we have an idiot in the White House — and among us — autocrats who do not respect our Constitution.

Our Founding Fathers respected the Earth and wrote about their love for gardening and other natural things; it was not all about politics.

The SFPUC took on the Environmental Protection Agency and took them to the Supreme Court, wasting millions of our taxpayers' money. The issue: the Clean Water Act. The SFPUC neutralized that ACT that we all fought for. Such are the ways of the wicked.

The SFPUC will fall on its face; there is more to come. We had to bring the abject corruption to everyone's attention. I see the gadflies who were sitting on the wall fall one by one.

There was a time, long before the Salmon's's had arrived, when fires were lit by the rivers to welcome the Salmon's. Such rituals went on for thousands of years, until the Whites came and fucked it all.

My name is Francisco Da Costa, and when we took up this case, the SFPU Commissioners did not respond to us because they had no clue about the "Confined Space" issues.

The SFPU Commissioners have no clue about what they are doing, and when there is a need for a needs assessment, they call in the consultants, some of whom hang around the SFPUC, raking in millions.

We have no engineer worth the salt, not one SFPU Commissioner an engineer, none who chronologically know what has happened in the past years, three decades or more.

The morale among the employees is at an all-time low — many managers are bullying the employees and using micromanagement to treat the employees like slaves.

This is San Francisco; we will checkmate those whom we do not want to ruin, bullying our SFPUC employees, disgracing the good name of the City's and County of San Francisco.

The SFPU Commissioner was ignorant — and it was a pity — to see these Commissioners — the look of their faces — they had no clue they would be exposed, and rightly so,

The SFPU Commissioner rubber-stamps and will not speak Truth to power. They bow down to folks like Dennis Herrera, who will soon retire — good riddance to bad rubbish.

Steve Richie and the Deputy General Manager, Ronald Flynn, could have done better; they failed and put the innocent in harm's way.

SFPUC has no standards for upper management. 

Micromanaging is not the way to do business; constantly spying on one another and reporting nonsense to upper management.

Audit after audit by the SF Controller's Office has revealed that SFPUC lacks the ability to set standards, and that millions of dollars, all of taxpayers' money, are wasted, all while the shameless managers at SFPUC feel they can do as they please.

We now have an SF Inspector General who falls under the auspices of the SF Controller. We met the SF General Inspector in April, 2025 and have yet to receive any adjudication regarding three SFPUC workers who were fired without cause.

We formed a team and met to do our own investigation and found the SFPUC lacking basic operational ability in the sordid system, and the SF Water Department, who are the worst, all the managers, corrupt to the core.

One SF Water manager is wasting his time and the time of others at work — showing porn and bringing disgrace to theCity'sy's and the County of San Francisco.

That same manager is stealing copper wire and amassing thousands of dollars illegally, was caught stealing in a store, and the SF Police Department is aware of this incident and is daily treating those who are not White with disdain.

The SF Water has chosen to build a brand-new one-million-square-foot building, and two managers are salivating, thinking they will manage it, with high hopes.

You will fall flat on your face — you who made headlines in the SF newspaper showing porn to the workers, stealing copper wire — the other one who will go out of his way to abuse fellow workers who are not White.

Let me tell you — we have facts, empirical data, videos, photographs, and what have you — shame on the many higher-level managers who are corrupt and allowing this cancer to surge throughout the SFPUC at every level, especially at the highest levels.

As Director of Environmental Justice Advocacy, I led a team of experts; we met for 9 months and researched more than 25 areas that the SF Water Department failed to implement.

A judge will deal with the facts that our team has: empirical data, photographs of the Reservoir, sludge buildup of two or three feet, and other contaminants that we will reveal at the appropriate time.

The three SFPUC workers will be present and state the facts; they will also reveal the retaliation and other atrocities committed, and we have witnesses, so that the Judge can adjudicate with fair play and justice.

After World War II, America took a stand, and the United Nations Charter was formed in San Francisco. The Charter was signed at the War Memorial Theater in San Francisco.

Here in San Francisco, AI corporations have surged - data centers everywhere - and most think AI will give them some solace and create good jobs.

Far from creating jobs, daily we read and hear about thousands being laid off. At the same time, large Corporations use AI to let go of their employees, without giving them opportunities to train for future jobs where they can make a living.

The chips meant for use with Quantum Technology will eliminate many key positions - no one has done a needs assessment; they are greedy bastards, have tunnel vision, and don't give a damn about ordinary people, who are now in a bind. 

No good jobs to be found - many jobs where human beings are using machines, and in a way, the machines are competing with humans when it comes to production.

While humans tire and fall by the wayside, powerful algorithms allow machines to rule the roost.

Our leaders lack understanding - most of them have not studied issues, and many have no experience - most have no skills - and the majority read some nonsense and think that is gospel Truth.

As long as Israel bombs Lebanon and impedes the current dialogue with the proxies - Pakistan representing the United States -  NO ceasefire worth the salt will take place.

Israel keeps creating situations - mostly bullying, be it the Palestinians, the Lebanese, Hezbollah, the Syrians - others.

It is time - the United States stops supplying military assets to Israel.

The United States leaders, including TACO, have not brought the key issues linked to the skirmishes of sorts with Iran and others - and adversely impacting billions worldwide - when it comes to international relations and destroying our Economy worldwide.

Working for the military - Sixth Army and Presidio of San Francisco - I rubbed shoulders with the best military officers and Generals.

The Sixth Army played a key role during Desert Storm and Desert Shield; for the first time, women military personnel served in significant roles. 

We also mixed active-duty soldiers, National Guard soldiers, and women to make good things happen.

There were urgent issues - where many of the wives of the soldiers could not pay their rent - we made it happen by taking care of the rent and adding some other amenities to help the children and Elders.

Even as Desert Shield and Desert Storm ended within months, we had to deal with many soldiers exposed to chemicals, playing hell with the health of the soldiers. We took care of the situation; it took us over 10 years.

There were hundreds of other human issues that we attended to- because, as humans, we had empathy - try using AI to console and help humans - let us not push for AI that has not been vetted and can do more harm than good.

We, humans, are in dire straits when it comes to how we treat one another.

Today, the United States government under Donald Trump has given Palantir access to sensitive information - why would a company that has not been vetted be given sensitive information? 

Many of us served our country, and many of us were given access to sensitive information. As the Congressional Liaison to Sixth U.S. Army and Presidio of San Francisco, I handled sensitive information and served my country.

Why are many of us who have high clearance fallen prey to those who want to neutralize what has worked for decades? 

Thousands are adversely affected because sensitive information has fallen into the hands of very corrupt corporations and billionaires. Many have not served our country in the military or as special experts working for our country.

I do not have Faith in AI when it comes to us human beings - taking an oath to serve our country - while corrupt billionaires are using sensitive information, aka " data " - to fulfill actions that should have high clearance - with standards, high vetting, and the information kept secure, as was in the past. 

In the year 2015, the U.S. Office of Personnel Management (OPM) was hacked - the sensitive Standard Form (SF-86) background investigation records of 215 million, including those holding high-level security clearances. This operation, carried out by the Mainland Chinese, spanned an extended period beginning in 2013.

Today, China is looking for the best chips it can use. 

Truth be told, as with everything else, China will get it - it will be made easier with Donald  Trump, much as Saudi Arabia, Qatar, and others have gotten the superior chips that we talk so much about.

With these superior chips - using quantum technology - China already has gathered sensitive information on most of our high-level clearance U.S. officers, other sensitive information, and the taxpayers know little about it.

China and Russia have positioned themselves to give Iran whatever it needs to hold its ground and put the United States in harm's way.

Donald Trump is a loser and must step down and fade into oblivion. Pete Hegseth has no clue what he is doing - he is a novice - and his macho behavior clearly shows he has not grown up.

The evolution of human beings began in Africa, particularly in Central and East Africa, in the Rift Valley and in Ethiopia, where archaeologists Richard and Mary Leakey, who lived in Nairobi, Kenya, found human remains carbon-dated to thousands of years ago.

The early Africans made their way North to Egypt, others to India, and many to China. 

Recently, DNA samples have been traced to India, linked to the DNA that today's Africans live with. 

Amazing to see the Chinese in Africa today - fleecing the African with trinkets - the Africans could have been helped by the Europeans and Americans - the Europeans, the colonists, and the Americans, the wannabees.

The White missionaries saw Africans as less than human, and it is only in recent years that Africans have chosen to do as they please when it comes to art, fashion, and small business. Many who left Africa for Europe are doing well in Europe.

Africans are now looked upon as needing help when it comes to AI, and the link that I posted at the beginning of this article lays the foundation - read it slowly; do your own research; you can even contact folks that will help you understand better.

Africa needs help when it comes to nature - the forest, the many animals - birds, snakes, insects, and the one-of-a-kind endangered species.

Health and clean water that can keep one-of-a-kind diseases at Bay.

Now, at last, in Europe, the Germans and French are building large energy-producing hubs that can be spread in key locations at a reasonable cost. 

Africa has all the minerals one wants, but corruption and local crooks, be they chiefs who pander to foreigners, are a problem that needs to be addressed.

In Africa, many Africans speak French; others, English, even Arabic and Swahili. 

Many who live in Germany speak German and can come home to help their fellow women and men and make good things happen.

There are many opportunities to use AI in hospitals, schools, colleges, universities, large transportation depots, police stations, law enforcement, businesses, travel, and recreation functionaries. AI can find solutions - let us not forget banks.

For the longest time, Africans used their iPhones to make transactions -keep the data inside their town and cities - and did well, for sure, better than the banks that had screwed the Africans for the longest.

In times past, we saw that we made progress by using war and battles as tools to take control of villages, towns, and cities.

This evolution took time; the more skills a town and City's had, the more progress was made. Innovative countries ruled our Earth - we saw this with France, Germany, Britain, Russia, and the United States. 

After World War II, we saw, for the first time, some countries take the lead in creating the United Nations.

We saw the so-called democratic countries and other countries that chose socialism and Communism as a means to rule their citizens, more to keep them subdued. 

In recent months, we have been shocked to see the United States of America ruled by a narcissist and maniac, second to none. 

It started with a document, Project 2025 - led by Stephen Miller, Russell Vought, and other minions too many to name.

I read the document and saw their plan: neutralize law enforcement; neutralize the U.S. Department of Justice, the Office of Personnel Management, and the Internal Revenue Service.

The United States Supreme Court - Donald Trump threatening the leading attorneys and lawyers fighting his cases, pro bono, and begging for donations, never mind that the Emoluments Clause forbids any President from taking bribes - no one is above the law. 

Our Founding Fathers created the United States Constitution, and the more we read and study it, the more we are in awe; however, when we pause and read that the Constitution - the Founding Fathers called it an experiment - the Founding Fathers wanted us to make the Constitution better - here comes the Felon and causes pandemonium. 

The Legislative Branch, the Executive Branch, and the Judicial Branch - each separate and equal - the Congress that plays an important role - Congress must approve - whether we go to war - yes or no - do we follow this law?

In future wars, AI and Quantum Technology will play an important role - Volodimir Zelensky is winning right now - taking control of the situation with military assets, missiles, and drones - that have wiped out Russian soldiers - running for their lives - the tail between their legs.

Vladimir Putin is a bully - killing innocent Ukrainian infants, children, women, and men, our Elders - innocent civilians, and thinks he will succeed - he will fall flat on his face - his time has come. 

It is just a matter of time before the White House repents for backing up Russia, which was and is our mortal enemy.

It is a shame, even as we are about to celebrate the 250 years since the founding of our country, the United States of America, we are slow to admit and apologize to the indigenous tribes.

Hundreds of treaties signed and not one treaty stands in place - all the treaties signed - dismissed, null, and void. 

We just have to study the Cherokee - their trials and tribulations - taken thousands of miles away. They came back and bought back their land, revitalized their culture, and proved to the Whites - who were the barbarians?

The 250th anniversary of the United States has reached saturation, where our Constitution today has been thrown to the wind. 

Americans were known for uplifting one another -  Americans came to the rescue of  Europe and the world. Our USAID programs said it all - only for an egotistical maniac to nullify the program.

Millions of infants, children, youth, young adults,  women, and men - in countries like Dafur, Sudan, Ethiopia, Kenya, Gaza, Yemen, Cambodia, India, Iran, North Korea, Mynamar and many other nations -  were aided by the Untied States and and many programs that help millions - bringing food security to the door, vaccination, medicines, buliding hospitals and clinics, schools, saving lives and uplifting one another.

Today, we want to go to Mars and other planets and do what?

We can study their reports- control- boasting to send thousands of human beings to other planets to live there is utter nonsense.

We have yet to learn more from our Oceans - we have yet to save human lives - millions are dying - it is a shame that the United States, China, India, other countries - impact Africa with Climate Change - the polluting countries - daring to adversely impact Africa and Africans.

Africa has the capacity to bring about change - real change - it has all the rare minerals, gold, and diamonds, too - and the ability to offer and lead as one of the world's best agricultural regions. 

As human beings, the developed countries are ready to provide Kenya, for example, with data centers linked to AI and quantum technology. France is ready to build new-generation nuclear reactors to provide Kenya with ample electricity.

Oracle, headquartered in California, has agreed to offer Kenya ample iCloud-like facilities so that Kenya can manage data and maintain privacy.

These data centers are popping up all over the world - each data center demands huge amounts of energy, and all this and more is mind-boggling.

Missing is the fact that those deeply involved in Artificial Intelligence are greed-mongers who want to make huge amounts of money.

Africa and other countries dabbling in AI must understand that no one helps so-called third-world countries without milking them.

We can learn this from the so-called developed countries that have invaded Space with all sorts of high-level technology - satellites that can provide access to all sorts of communication, capture the enemy's satellites, and destroy them. 

Further, we use lasers to train on targets and objects miles around in Space, and now we have brought this tit for tat in Space, and think nothing of it. 

Imagine we from Earth acting the way we have, contaminating and polluting the Earth, and now invading Space and doing the same there?

Our technology is going the other way today - it may seem interesting, but it is deceiving - we will not allow machines to dictate to us human beings by entities that have no soul.

The AI is getting convoluted - even as we, the United States, created the first chip right here in Silicon Valley, California, we know Taiwan and China are busy trying to develop powerful chips using the best technology, right now: quantum technology.

Our competitor is China, and China is getting ahead of us, the United States, because we have an egotistical maniac who will sell and has done it, giving our assets to Qatar and Saudi Arabia, taking a cut for himself.

China is already ahead of the United States when it comes to our Nuclear Carriers; they build them large and have the best technology that they stole from us, and we can do nothing about it.

China bullies the Philippines, taking over atolls and expanding the atolls, and building runways for their jets and other assets - China controls the South East seaways and can target any ship if it wants to.

At one time, we had 300,000 Chinese students here in our universities in the United States; today, we have fewer because TACO has put hurdles in their way.

No one wants to make a needs assessment and care for Americans who cannot make ends meet - our seniors have no food past the fifth day of the month.

Our Seniors and the poor are suffering - the filthy rich are using our taxpayers' money to allow the rich to amass billions - we have many of them here in San Francisco - many linked to AI corporations who are buying real estate for cheap - to sell the real estate for more - in the near future.

It is simply wrong to slowly starve a child - karma!

We must put our children first - GAZA - Stop the killing.

Children in Afghanistan - today, millions are starving.

It is a shame our infants, children, youth, young adults, Seniors - those with compromised health - are suffering while the rich and filthy - some one percent of the population are profiting from the taxes paid by the poor - to feed the rich. 

Over half of our nation, the United States, a superpower, is living paycheck to paycheck.

We must unite and stop targeting our immigrants - we need them - as we always have.

Let us take care of human beings here on Earth - and not waste trillions on Space Projects that focus on moving humans to Space.

This Earth is ours to care for - especially the indigenous.

We must spend the money to improve human beings on Earth - and not on projects in Space that will not come to fruition.

Moving thousands of human beings to other planets that will not cater to human beings here on Earth, who can only live comfortably here on Earth.

Most of those who invest in these Space Programs to send human beings to Space are greedy to the core - they must pay taxes - we can start with forty percent of their capital gains, with no way to avoid paying taxes linked to other dubious investments.

Below are some warriors, Generals, individuals who led armies to make history here on this Earth - I tried my best to understand the role they played and the many changes they made, good, bad, and ugly.

I could start with Genghis Khan, Hannibal Barca, Alexander the Great, Napoleon Bonaparte, Julius Caesar, Khalid ibn al-Walid, Georgy Zhukov, Frederick the Great, Ulysses S Grant, Takeda Shingen, George C. Marshall, Douglas MacArthur, William Slim, Dwight D. Eisenhower, George S. Patton, Erich von Manstein, Erwin Rommel, Tomoyuki Yamashita, and others too many to name.

Our United States military has patience - what the leading Generals see is a mess - we cannot enter any war without the permission of Congress.

We have an egotistical maniac in the White House - who wakes up one morning and wants to attack Iran - well, Iran is where it always wanted to be - incharge of the Straits of Hormuz.

While Iran has a 7000-year civilization -  TACO and his kind lived in caves with the sheep - in filthy conditions - and he has not been taught any manners - he is an idiot. 

Daily, millions of dollars and other currencies are added to the wealth of TACO - he and his family keep stealing, cheating, bluffing, doing everything possible to amass great wealth - we taxpayers are suffering - and Congress is nowhere to be found.

On all fronts, America is losing - when other countries hate us because of one idiot who lives in the White House, Americans suffer on all fronts. 

Once we had standards and ethics - no more.
