All over San Francisco - the roads are " torn up " and no one gives a " rat's ass " -  if our Elders are trapped and get hurt on the roads with hurdles and no traffic monitors.

It is the same with our women and stay home fathers with infants, children, youth - taking them to the hospital, school, trying to board a MUNI in the middle of the road, our roads are a mess.

Back to back traffic with vehicles - spewing particulates more PM 2.5 which Mayor London Breed and her minions fail to comprehend - Quality of Life issues.

San Francisco keeps increasing its cases of cancer, asthma, other chronic respiratory diseases - heart problems and more.

Add to this - the killings at the cross walks - our cyclists - killed and it took large protest to talk about " vision zero" and force Municipal Transportation Agency - to for example make changes on Howard Street and Folsom Street.

Our Public School are getting from bad to worse -  the shooting and killings are on the increase - not a " whimper " from Mayor London Breed and her sordid lackeys.

Our youth have now taken to selling drugs and  other paraphernalia at our Shopping Malls - not only in San Francisco but neighboring cities.

London Breed has not made a statement about the above issue - because she does not have a Blue Print - when it comes to Quality of Life issues.

The woman prefers to have a say  more importantly when it comes to " Cannabis Clubs "  having a Summit favoring our women to be " Invincible " - keeping decent women out and frolicking and pussyfooting - with those that think they can do without real men.

Once the Mayor's Office of Criminal Justice was abolished - the millions of dollars - from the State and Federal as much as $300 million - allowed Mayor Edwin Mah Lee - to wheel and deal. There is nothing holistic about Mayor Edwin Mah Lee - I said it when he was alive - and I say it now. 

We once had the Mayor's Office of Criminal Justice - with experts who knew what they were doing. More addressing all aspects of crime more Class One.

Now we have Maduli Williams - I have never seen him in the trenches - the man has no experience when it comes to Violence Prevention - more shooting and killings.

Blood is on some one hands - and the world knows on whose hand the blood is.

The man is an anathema - where do these jerks like Maduli come from and what are are doing - to address - the best interest of San Francisco and San Franciscans.

For week the Third Street Light rail was not running - people waiting for buses - bus stops created at the last minute - without planning. 

If anyone went to see a patient at Mission Bay and took the bus - they had to walk a long distance.

Jump - over hurdles - construction  everywhere - all to cater to the " Warriors " and a Light rail Stop - named " Chase".
Morgan Chase is one of those corrupt banks - that brought about the spiraling of the Nation's economic - 2008.

Who gave the Mayor and the Municipal Transportation Agency the permission to name our Light rail stops after sordid banks and those that run them.

Stops named after nefarious leaders who have blood on their hands.

The people come to SF City Hall and and state their feelings at Public Comment  - the SF Board of Supervisors and the Mayor - are proving to us all - they are chronic political whores and pimps.

Democracy when it comes to accountability and transparency has failed in San Francisco - crooks like Dwayne Jones and Juliet Ellis - adversely impacting the people of San Francisco. 

Our Chief of Police is Black, our City Administrator is Black, our Mayor is Black, we have key people here, there and everywhere - are yet Blacks are suffering more than ever.

What should our Black Elders who have always worked hard - have not been given opportunities - now have to live in tents - and wait for their slow death.

Does this mean anything to Mayor London Breed and her minions?

Does the death of Mrs Canada - evicted from her home without cause - her belongings stolen - her documents from her home missing - do these things mean anything when it comes to morals, ethics, standards - I ask the political whores and pimps?

Anyone can talk the talk - but who will walk the walk?

This is Ohlone Land and I have pointed out umpteen times - that what was pristine in now a concrete jungle. 

Not one square inch was sold to the Whites - not one square inch. It was all stolen.

Yet - within less than 250 years San Francisco - has been converted to a very dense - concrete jungle.

Our Carbon Footprint has increase by 200% and no one is taking count of every important aspect that goes into taking tally of the complete - Carbon Footprint.

The tons of concrete and arrogate poured and used to built the skyscrapers and all those projects - tearing our roads and leaving them - unkempt for months on end.

As I mentioned the vehicles spewing particulates, mercury, lead, and a host of other contaminants and pollutants.

Our SF Broad of Supervisors are busy fighting JUL, tryin to shut down the Juvenile Center, taking from both sides of their mouth - more when our Elders are slowly dying on the streets of San Francisco.

Can we put a price on one single human being?

The time has come to take these scoundrels who make their den at City Hall - to task.

Fatten - their minds corrupt - they had the audacity to give themselves a raise - without consulting the people?

We have over 12,000 homeless - and we have some dirty, stinking, filthy Navigation Centers and other centers where one is offered a chair to sit - all night long.

The -  four or five Navigation Centers can accommodate roughly a 120 folks each - so what happens to the rest.

The homeless and the indigent - can stay there for a short time - 30 days or so - before they are thrown out.

Before they have to find a tent or some temporary shelter under the bridge or some bush - to make a living. 

State of the art technology -

the brand new morgue is all this and more -

the indigent and those bodies - remain unclaimed -

you can ask for a report -

and basically they tell you go to hell -

they wait for some time - and then cremate -

this has been going on for years. 

The many dead - unclaimed bodies - lie at the morgue.

A brand new morgue - built by Heron's Head Park - few know about the Morgue - and less - where no one can get detail information - about those who have died - their bodies unclaimed.

San Francisco has LOST its SOUL.

I said this a long time ago - but now recently I have heard many say it - because that feeling has come to remain. This is our State of Affair - political whores and pimps - having a field day - until they fall flat on their faces - and remember - that such sordid deeds - with reap them their justice - on this Earth.

IN THE LAST FEW WEEKS THERE HAVE BEEN UMPTEEN VIOLATIONS - ISSUED BY OSHA - OTHER PRESSING ISSUES - BAFFLING TO ANYONE - WHO COMPREHENDS INFRASTRUCTURE - STANDARDS - AND SOUND OPERATIONS.

The Headworks project - seen in this picture -

will be replaced by another new facility -

yet, much is being made about the future building -

some award given to the SF Public Utilities Commission -

for some conceptual plan - that has yet to be realized.

The Sewer System Improvement Project (SSIP) is moving at a snail's pace - the location where the Phelps Sewage Treatment Plant stands - a total mess.

The General Public hoodwinked with tons of misinformation - and leading that charge - Juliet Ellis the Assistant General Manager of External Affairs - who now purports to be an expert - in matter dealing with Workforce. 

Very little is spoken about the many issues - resulting from very poor planning - the release of staff with institutional memory and experience - Tony Flores and Karen Kubick for example.

For starters those who dig the trenches are experiencing an outburst of water - more saline water - from the trenches - this one factor - has stalled the project in many areas.

Primes or contractors have been called to bid on some jobs - and when they look at the Blue Prints - they do not want to take on the bids.

The reason - they are mandated to dig deep - avoid the existing infrastructure - huge pipes and other infrastructure - too difficult to avoid - that will adversely impact the job - with heavy cost overruns and liability issues to deal with.

The Biosolids Project costs too much -
and one former Assistant General Manager -
working for SF Public Utilities Commission
to get $1 Billion piece of the pie -
he is laughing all the way to the bank - now.

While much has been made of the designs - linked with the BioSolids project and the Headworks project - it is too early to state - that all will be well.

More -  when the brand new plant comes into operation - there are existing issues to be dealt with - very cumbersome.

Right now - the plant has received several Notice of Violations (NOVs) from  the Occupational Safety and Healthy Administration (OSHA).

Not only the Phelps Raw Sewage Plant at the Bayview but the one at Oceanside - where the entire Oceanside Treatment Plant was shut down for three day - its computers - malfunctioned.

In the future both with the BioSolids Project and the Headworks Project - will have to deal with severe and pressing energy concerns - more steady electricity is a concern.

Pacific Gas and Electric will NOT go with the plans suggested by SF Public Utilities Commission - providing them energy. 

PG&E charging the SFPUC more for electricity that SF Public Utilities Commission - could have had in place - but was pussyfooting around and still is.

SF Public Utilities has a plan to bring 75 Megga Watts from one of the sub-stations by Hetch Hetchy some 160 miles away.

All this and more comes with abiding with new regulations -  following all sorts of rules and regulations State of California regulations.

Environmental Impact reports - new laws going on line - linked to any operators using large amounts of " energy ".

New regulation and mandates - linked to - " high power electricity " and concerns of fire - the " Napa Fire " and the better  known " Butte Fire " - no one wants to speak about these pressing concerns. 

There very poor leadership from the existing Assistant General Managers Michael Carlin and Juliet Ellis - both groping in the dark - and known for their corruption.

The Sanitary Engineers are now in arbitration and hopefully all will go well.

Some months ago - a signed agreement - gave the Sanitary Engineers who have to deal with an aging and failing system -schedules that permitted them to deal with the failing operations - longs hours and Over Time.

The Assistant General Manager Waste Water - at the Phelps Raw Sewage Plant - wanted to renege - and have his way - a person " know for his blatant racism ".

Further more  - lack of cultural competency and exhibiting tons of " implicit bias " - more than the tons of methane gas - surrounding the Phelps Raw Sewage Plant.

Very poor trust and support from the Assistant General Manager of Waste Water - Greg Norby who hails from Marin County - and thinks his " shit " don't stink - he is surround by such an environment and seems to suck it in - affecting his mannerism and sordid actions. 

We - are after all dealing with a Waste Water establishment - that has had its share of sordid crooks.

A OVER $11 BILLION PROJECT - THE SF SEWER SYSTEM IMPROVEMENT PROJECT IS A MESS - WITH SERIOUS ISSUES - INSTITUTIONAL EXPERIENCE AND KNOWLEDGE - THROWN TO THE WINDS - THE STENCH AT THE EVANS SHOPPING CENTER - IS UNBEARABLE.

the new digesters - started with a price 

of $1.3 Billion and has reached $3 billion and growing -

The more you delve into the nitty gritty the more the cesspool reveals who contaminated and filthy it is - a creation of nefarious employees - more upper management - who have raked in millions - and filled their pockets. 

The SF Public Utilities Commission - more some of crooked  Staff do not blink an eye - while they endorse the " evil designs " of Michael Carlin, Juliet Ellis, Greg Norby, Dwayne Jones - others placed in strategic places - to do the " devil's work".

In recent weeks the Phelps Raw Sewage Treatment Plant - situation in the Bayview has had serious operational - issues.

The "Headworks" project is still in a " conceptual stage " - yet for some strange reason - at this juncture - some entity - as decided to give the SF Public Utilities Commission an award. As I said the Headwork Project is still being conceived - and the project will take some time to complete :

The - stench is unbearable - pungent smell of Sulphur - burning the eyes and throat - and all this and more - while the SF Public Utilities Commission - is actively pushing for further unwarranted rate hikes - to the sewage fees and the clean drinking water rates.

Raw sewage is being flushed into the Islais Creek - following the Phelps Raw Sewage Plant operational flaws and shut downs -  the stench from the untreated effluents - is felt around a three mile radius.

Such actions do not faze the newly arrived staff from far off place like Ross in Marin County - one Greg Norby - who is confused, confounded, bewildered, and has mostly dazed - may be more by the smell of pungent - Sulphur that the Phelps Raw Sewage emits - and adversely impacts a three mile area.

Assistant General Manager for 
SF Waste Water Enterprises

The recently hired Assistant General Manager

of Waste Water Enterprise -

Greg Norby

has no experience linked to the operations 

of the Phelps Raw Sewage Treatment -

a dual system - that takes the sewage and rain flow -

into the system - and has had serious issues 

in recent weeks - the treatment operations stalled - 
 Greg Norby singing the blues.

The operational breaking down at the Phleps Raw Sewage Treatment - under the charge of the new so called Assistant General Manager linked to the Waste Water Enterprise - who is regarded a seasoned racist - goes by the name Greg Norby -  treating the Union Workers and others with utter, disdain.

To add fuel to fire the SF Public Utilities Commission Greg Norby keeps reneging terms of employment.

Arrangements  deliberated upon and signed - fixed schedules - agreed as part of the  Project Labor Agreements (PLAs)  so that the Union Members - can work and perform well.

The Project Labor Agreement reneged  - causing issues of trust - adversely impacting the Union workers - who feel let down - and are now contemplating - going on strike.

As we speak the Union is planning on going on strike - and if this does happen - all hell will break loose.

Scheduling may not affect Upper Management and crooks like Juliet Ellis. Michael Carlin, Cathy How - who daily  adversely impact the lives of innocent workers  - working for the SF Public Utilities Commission - Upper Management failing to adhere to morals, less ethics, and for sure standards that matter.

Management in the past have been fired  for stealing, sexual discrimination, failing to perform and so on. The SFPUC has an affinity to attract such dubious entities.

At the Phelps Raw Sewage Treatment Plant a manager missed his authority to order parts and illegally selling the parts pocketing the money -  thousands of dollars.

All tax payers money.

Recently is was revealed to me - two brand new cement trucks were bought illegally - costing thousands of dollars.

One is missing - some one drove the truck out of the secured zone and has not returned it - all paid by tax payers money.

Crooks embedded at the Raw Sewage Treatment plant  - ta payers money - misused by crooks and thieves who were hired by the SF Public Utilities Commission - without careful screening and criminal checks. 

The SF Public Utilities Commission has an affinity to attracts thieves, crooks, and nefarious individuals.

Many of them charged - one Juliet Ellis by the Fair Political Practices Commission.

Juliet Ellis was fined thousands of dollars - asked to return $200,000  that she had transferred to her from Non-Profit  - called Green For All. 


One of the Cement Trucks has disappeared and the other was hidden in one of the building - still boxed - minus the tires.

Some nefarious entities - waiting for the opportunity - to put the tires on this brand new Cement Truck - and drive it away.

Such episodes make a good plot for a " B " movie - but should not be happening at the SF Public Utilities Commission.

However such happenings have been - going on "cheating and hoodwink operations " galore - all under the watch of Assistant General Managers - who are crooks, totally unfit, not experienced - and as I said lack morals, ethics, and standards that matter.

She is the Assistant General Manager of External Affairs - and has given herself titles such as Chief Strategist - when  she is unfit and for sure - not qualified.

We still remember Laura Spanjian -

who is doing a great job in Houston in Texas - 
when Laura left - we never ever expected
the position to be filled by Juliet Ellis -
who was on the SF Public Utilities Commissioner -
and stepped down to take this position -
totally uncalled for - one that stinks to high heaven.

Juliet Ellis who is not qualified -

and daily is wheeling and dealing -

using contractors - with added money tagged -

to use as Community Benefits as a ploy -

Juliet Ellis is a far cry from Laura Spanjian - whose vacant position was filled by Juliet Ellis - under dubious circumstances.

Juliet Ellis - a diabolical person - that should not be working for the SF Public Utilities Commission or the City and County of San Francisco. 

Juliet Ellis is an anathema to San Francisco - and the value we stand for.

William Carlin who is the Deputy Manager is now daily impacting the workers at the Phelps Sewage Treatment Plant - aiding and abetting his friend Greg Norby - who is unfit and treats the Union employees with disdain - blatant racism.

To add fuel to fire the Oceanside Treatment plant was totally shut down for three days - its Main Computer shut down - and the treatment plant stalled.

It took the SFPUC three days to fix the problem - and the situation has still being looked into.

The Sewer System Improvement Project has other issues that I will bring before the SF Public Utilities Commission - held every second Tuesday, Room 400, at SF City Hall.

San Francisco is hurting - the rents are high rocketing - the SF Public Utilities has wasted millions - and will soon not have money to carry on and complete - the current projects.

Never mind the high cost of steel, building material, one particular building - the piling needs to go to bed rock - that will cost millions more. 

It is amazing how these folks do business - wasting our tax payers money. 

Having the audacity to charge us more for clean drinking water and sewer rates.

The over 90 years old - very old pipes  - leaching are supposed to be replaced with brand new sewer and clean water drinking pipes - this work is going on at a snail pace - today only 10% of the totally miles of pipes - 1000 miles of sewer pipes and 1100 clean water - leeching into the water shed.
