BAYVIEW HUNTERS POINT - AFRICAN AMERICAN ARTS AND CULTURAL DISTRICT - PLANNED - EVEN AS BLATANT GENTRIFICATION - HAS DECIMATED THE BLACK COMMUNITY IN THE BAYVIEW HUNTERS POINT AREA IN SAN FRANCISCO.

On July 5, 2019 it was announced that a Working Group that the community know nothing about - is issuing a Request for Proposal (RFP) to provide community engagement consulting services.

This Working Group has NO clue that the Black community has been decimated - in the Bayview Hunters Point area by actions contemplated before by like mind Groups - without consulting the Public at Large - going due notice.

We want to make it clear to the Working Group - on a mater such as this - they have NO right what so ever - at this late juncture to venture on such an illegal enterprise. More without giving the public sufficient notice.

Apparently they want to advance, cultivate, enrich, and advocate for African American equity, cultural stability, vibrancy and economic vitality within San Francisco's African American Arts and Cultural District.

To begin we have the Bayview Opera House - that should have been up holding the above mentioned goals. 

The Bayview Opera House and those that manage it are under investigation by the authorities in charge - including the Internal Revenue Service.

The SF Controller's Office has made a couple of audits and each audit has revealed - the the SF Bayview Opera House - has a track recored that was bad and is now worse.

The paradox the Bayview Opera House that produced actors such as Danny Glover and other notable professional artists - is now controlled by a German woman from Europe - her name is Barbara Ockel.

She acts as the Chair of the Board at the Bayview Opera House - and for all practical purposes manages every element linked the Bayview Opera House.

There have been shooting insides the newly furbished Bayview Opera House - at event held without security.

I wonder what this working group - is thinking - about the issues above and beyond ? What responsibility the Working Group has to the community at large?

Who is behind this ploys, machinations and shenanigans ?

The Bayview Hunters Point advocates at one time created the Human Rights Committee - which led to the formation of the Human Rights Commission.

We advocates fought on the Environmental Fronts without any help from the City and County of San  Francisco.

The Human Rights Commission - had a real Commission where policies were made - and Human Rights Compliance Officers - to deal with the issues at hand.

Today we have the Human Rights Commission is has no clout what so ever.  All this talk about dignity, equity, Cultural stability, vibrancy, and economic vitality - is all fluff.

Million of dollars in Community Benefits as much as $600 million is available - and at short notice - these CROOKS want a Consultant to pay her or him $25,650 ? Go Figure!

When is the last time anyone in the Bayview Hunters Point - has witnessed and experienced equity, cultural stability, vibrancy, and economic vitality with our community?

For sure not in the last 25 years?

Now let me say something that may hurt some.

One  one has to speak Truth to Power. 

The Black leaders in the Bayview Hunters Point - who sold out the community - have brought about the " Death of Negro Cultural Stability " that once existed in the Bayview Hunters Point in abundance.

Once there were Black home owners - in the Bayview Hunters Point - 60% and more - now down to 5% - what has this SF City and County to say about this situation at hand?

When the Third Street Light Rail was built - 80% of the Black businesses suffered - many of them disappeared - where was the SF City and County and where was this Work Group.

There is NO - " needs assessment " made in creating the Bayview Hunters Point African American Arts and Cultural District - with  some keys elements - analyzed and I am not about to tell the idiots what to do and what not to do - and what a sound " needs assessment" should consist about.

There is No mention made of our youth and young adults.

There is NO mention made of " Toxic Stress " prevalent - not only among our infants, children, youth, young adults, our Elders, those with compromised health - more our Mentally and Physically challenged. All slowly dying.

We have advocates and non-profits who have lived and worked in District 10 and worked hard for the community at large - and now at this late hour - some idiots have the audacity to ask us for our resume to be a consultant?

Our remuneration a measly $25,650 - while these crooks - are filling their pockets - with our tax payers money. It will soon come to the fore - we are watching you all - like a hawk!

Your working group - none of them were on the frontline - in the trenches fighting for the community.  Never saw them - and I do not want to mention the crooks right now - but will at the appropriate time. Make no bones about the issues at hand - I have the support of the community at large.

Every segment of the population Polynesian, Latino, Asians, Black, Whites, Native Americans, others - all decent citizens - who pay their taxes.

 They want me to sound the clarion call - and I will - for real.

Your working group the three names shown at the end of some notice put out - none of them are respected by the community at large that matters - decent citizens.

I would challenge the Working Group to first meet with the advocates that matter - before you dare - put out a Request of Proposal - and dare address in general about an Arts and Cultural District?

The community is hurting - the health and welfare of our general community - is at stake - and you dare to focus on some drab arts and cultural elements - that have NOT been vetted by the community at large - as is imperative.

    *   Proposal Phase Dates: July 5th,2019 to Jul 15th,2019
    *   RFP is issued: Friday, July 5th, 2019
    *   Proposals Due: Monday, July 15th, 2019 by 5 pm
    *   Consultant Interview: July 17, 2019 Time: TBA
    *   Committee Review: Friday, July 19, 2019
    *   Consultant Selection and Award Notification: July 26

The Bayview Opera House is serving as a community engagement consultant.

The Bayview was once a 501 c 3 non-profit.
It is now a 12L - and has declared that its organization 
is engaged with Economic Development.

As far as the community is concerned - the Bayview Opera House always encouraged cultural activities - music, drama, dancing, focus forums - in the past - but not since Barbara Ockel has taken charge.

All that has changed drastically - in charge a German woman - who now has a say in all matters - linked to the Bayview Hunters Point Cultural District. Go Figure.

I am asking the SF City Attorney, the District Attorney, the Sf Controller's Office to look into this mess.

The Bayview Opera House has yet to account for $3 million dollars out of $5.6 a grant that was provided to the Bayview Opera House.

The matter went before the Sunshine Task force with a 9-0 verdict against the SF Bayview Opera House - that cannot account for the missing $3 million.

Now, a slap on our face - the Bayview Opera House chosen to be the Group's Fiscal Sponsor - the fox guarding the chicken coop. 

Relationship: Consultant is an independent contractor to the Bayview Opera House and not an employee. The consultant will report to and be supervised by the AAACD Working Group leadership.

Work for Hire: All work products of the consultant are considered a work for hire and will the property of the AAACD.

Again and again we have noticed - that the crooks will put our a Request For Proposal.

Ask the entities to produce - proprietary documents, plans - and then steal the plans, the documents, and other imporatnt proprietary documents.

Notice the short period given too respond - showing clearly - the crooks have someone in mind.

None of the working group has been in the trenches -  they have been in the " den " - wheeling and dealing - wasting millions of dollars - tax payers money.

All the time our infants, children, youth, young adults, our Elders, those with compromised health - more the mentally and physically challenged are suffering - slowly dying.

Where is the Justice - and who are these crooks - who keep hoodwinking the public at large in broad daylight?

    There are many city citizen groups. Civil servants launch these with good intentions, to gain insight, get ahead of criticism, involve activists and residents. Some drift along for years. I'm on one related to South Ocean Beach; it last met last Fall, is to August, has been going for maybe four-five years, not counting predecesor for Ocean Beach Master Plan. I'm not volunteering (cyber challenged) but wouldn't it be good to have a site where these groups could be found--transparency.
