AT YESTERDAY'S SF PUBLIC UTILITIES COMMISSION MEETING - WE WERE TOLD THERE IS A YEAR' S DELAY - TOTALLY TWO YEARS - COSTING THE SF TAX PAYERS -0VER $500 MILLION - AND NO ONE SEEMS TO CARE.





The design shown to the public early on -
has now been drastically changed -
with numerous change orders - totally over $1 billion.


At yesterday SF Public Utilities meeting - held at SF City Hall - in Room 400 - March 26, 2019 at 1:30 pm - we were told that the Digesters and related projects - would be delayed by another year - the Sewer System Improvement Project at the Phelps Raw Sewage Treatment Plant - situated in the Bayview.

This recent delay - makes it two years in total - costing the tax payers -  over $1 billion and no one seems to blink an eye - all tax payers money.

The Digesters initially was set at a price of $1.6 billion - then increased to $2.3 billion.

It has crossed $3 billion plus - and we all have not been told  -why with all the excuses made -  the details have not been revealed - at this late date - in a cloudy, foggy, shady - manner.

This talk about the land on which the bio-solid operations is located.

The location of the digesters - the complexity of  head-waters project that creates the rain water,  the raw sewage - in our dual system - the Phelps sewage treatment  - situated in the SF Bayview very close to the Southeast Community Facility Commission Building - situated at SF 1800 Oakdale Avenue.

Some of us following the " situation "   long ago at the initiation deliberation we chose the site - we found out about liquefaction and the watershed, we found out more - but those that were paid millions - failed to do their homework.

They failed to scope the project to standard, failed to test the ground - drilling and testing the dirt - failed to address liquefaction and other factors - and are now crying - wolf, wolf !

At this late date - we are told - it requires a year more - to address the many faults - that the experts pretend - not to have  know - and all this and more - and lies of the highest - order. 

I have been following this nonsense from day one - and now with the exit Tony Flores, Surjeet Singh Senior Project Manager, Karen Kubick Senior Project Manager of the Sewer System Improvement Project.

Tommy Moala Manager of the Phelps Sewage Treatment Plant, Mark Harris - well versed with the operations and some one who came up the ranks - was not promoted and so left to get a better job with the City of Pacifica managing their state of art operations.

Even the Chair of the SF Public Utilities Ann Moller Caen had a lot to say - and did not like that - once again one year more was added - to the earlier one year delay - totally two years - and the tax payers footing the bill - with all the change orders and more. 

When will this nonsense stop - we the tax payers want to know?

In the interim our infants, our children, our youth, our young adults, our Elders - those with compromised health - are all suffering. When will those that I have mentioned above be helped - especially our infants and children - suffering what is now termed - " toxic stress ".





Dwayne Jones - Businessman 
and Philanthropist - who uses
Community Benefits money - to win browny point
he is a crook and a " thug " and move around Scott Free.





In the letter above Dwayne Jones purports to call meetings as if he works for the SF Public Utilities Commission - which he does not.

Purports to review technical documents - which he does not - he has no technical expertise - was so ever.

Purports that he works long hours - which he does not - most of the time he is wheeling and dealing - more, now at his new office on Bayshore Blvd - the Business Center - in the Bayview.

Purports that he needs to be paid in advance to better serve the community - all of which is hog wash.

Recently he sponsored a class of about 20 students at 150 Executive Park - the training given by a State Compliance Officer Lin Daly Roberts - Lin Daly Roberts has yet to be compensated.

Of all the students who attended - only one got a temporary job at the Emerson Project. At Emerson Dwayne Jones has made sure - he has a role doing Outreach and is being paid for over 15 years - a contract signed - this is a conflict of interest - anyway one looks at it.

The rest  of the student attending the class were told that there were No Job openings.

That the training in itself - was what the student needed - all instructions coming from Dwayne Jones - all well noted - complete with documentation.

Apparently this cohort of students - in the training - were allocated $ 1 million ( that is one million ) and less than 3% was spent - so who pocketed the rest of the money? All Community Benefits money - all Community Benefits tied to the Sewer System Improvement Project.



Juliet Ellis - 
the Assistant General Manager -
for External Affairs - her first action way back in 2013
was to send $200,000 to her former 
non-profit that she was on the Board while still 
holding a job at SF Public Utilities Commission -
the name of the non-profit Green For All in the East Bay.


For the above crime - Juliet Ellis was fined by the Fair Political and Practices Commission - Juliet Ellis as I have stated - still works and still fosters nefarious activities.

Why  are we tolerating these " crooks " - who continue to use Community Benefit money - to serve their own needs - and win browny point.  The crooks filling their own coffers - those that are suffering the community at large.

Advocates  who speak Truth to Power - targeted.

The SF Controller Office has all the empirical data - and the time has come to bring about some adjudication.

I have been following this nonsense since 2008 - and we are now in 2019.
