The Homeless in San Francisco
San Francisco spends over $38,000 on each homeless person.
Spends some $400 million annually and does not have a viable and sustainable system - to track the homeless - in a meaningful manner - in order to attain some standards - when it comes to transparency and accountability.
When you ask for empirical data - all sorts of excuses are given. No one can fool - all the people - all the time.
You may NOT believe it - but organizations have been making money - pretending to served the indigent, the homeless, right now the models developed working with the SF Department of Health - the SF Police Department - other non-profits - makes the present system impossible to attain any standards - maintain any progress - all these entities do is " muddy " the waters.
There is NO centralized place - where all the information can be gathered and tested. No investment in a platform that works - no investment in vetted software - and consequently no test hardware - that can produce - results.
Missing in all of the above - No Blue Print - what we do have is " verbosity " - tons of promises - and more red tape - shocking - when the issue stares all in the face - innocent people are dying.
We have shelters - where you wait in line for hours - and get a chair to sit down - all night long. Yes, sit on a chair - all night long.
Then when morning comes most of these indigent - will get some breakfast - and sleep during the day.
If you are sick no one cares, if you fall from the chair - they will drag you out - and leave you there. I have gone "in Cognito " - and seen things for myself.
Thugs acting as Supervisor treat the poor and indigent like animals - barking at them.
Rude to the core - and think they can get away with murder - in broad daylight too.
We are watching them like a H A W K .
The Homeless Czar
It has succeeded to tally the organizations - then tasking orders from the Homeless Czar - for the entities and organizations - City departments, non-profits to do as they please.
Each entity - each organization - doing what they do best - causing utter confusion and pandemonium - mudding the waters.
The SF Fire Department has joined the fray - on a mission to transport - some chronic enablers to SF General Hospital - some 20% of the enablers - suck up the energy of those that are involved - the same persons - abusing the system.
What is wrong with this picture?
At our Hospitals once there were beds for charity care - no more.
Hospitals like Saint Luke's for example - have entire floors that once cared for the mentally challenged, respiratory diseases, other sub-acute care - complete removed.
The Registered Nurses are hurting - and cannot believe what the take over from the old St Luke's operation to the now California Pacific Medical Center (CPMC) - also known as Sutter Hospitals.
Previous SF Board of Supervisors met with CPMC to sign some Memoranda of Agreements - none of which work.
The SF General Hospital does not have a head - the last person to hold the position Barbara Garcia was fired - allowing her wife to get contracts - why are we becoming so greedy?
The City and County of San Francisco is being taken by the SF Police Department for a ride - millions of dollars wasted - many double dipping - retiring at age 50 years - and getting a pension - 90% of their last highest pay.
The paradox is that over 80% of the POPOS live outside San Francisco - most of those who come to work in San Francisco.
Care more about their pay check - and less about San Francisco - abuse San Franciscans and our hospitality.
It is time our Police Office Association - note Association not Union - has been taking positions - that adversely impact the general population.
The shooting and killings - shoot first and ask question latter.
The invasion of privacy - breaking down door and stealing private property - all caught on video tape - the lack of manners by acting rude - all must STOP.
Do not get me wrong - I have known the last 12 Chief of Police personally.
I know many SF Police Officers who do an excellent job.
Our problems lie with those SF Police Office who have an attitude - work in San Francisco - for their salary - and treat those that need help most in San Francisco -with disdain.
Again and again the Elders - the Seniors encounter serious problems - those living in tents - are awoken early in the morning - their belongings taken.
Their medications taken and destroyed.
The SF Police Chief has warned his Officer to be more humane -but I want the SF Police Chief to go " in cognito " - to the homeless sites - and witness the situation - those that have fallen on bad times - first hand - because of our failing economy.
More - the spiraling of our economy in 2007-2010 - where tax payers money was taken - to keep large financial institution and banks - afloat - by President Barack Hussein Obama and his minions.
Innocent people have now fallen on bad times - most of them contributed a lot to San Francisco - but cannot now - as they have been adversely - impacted.
The high rents, the lack of career jobs, two and three families living in two bed room units - other Quality of Life compromised - have created an increase in " stress factors ".
We have over 8000 truants in San Francisco - young people who go to school and many who do not.
We have young children in our Elementary and Middle School acting up - and creating havoc. The SF Unified School District - kicking the can - down the street.
Parent fighting much like gangs - in front of the children at Mission High School and Visitation Valley Elementary School. What is Mayor London Breed doing about the situation at hand ?
So called School Resource Officers - cannot handle the situation at hand.
Other entities who do not have the training - more dealing with " those mentally challenged and physically challenged " - are forced to handle cases - without knowing what they are doing.
This band-aid manner of reacting and putting fires out - is totally uncalled for - and has exposed the SF Unified School District and our Law Enforcement who are called upon for help - and cannot handle the situation at hand.
When is comes to the homeless situation - no one has investigated and penalized the Academy of Art Institute - that bought many buildings - all having rent control units.
With permits - converted the interior of these building - to dormitories to accommodate foreign students.
Impacting decent San Franciscans - depriving them of much need rent control units.
More - failing San Francisco - decent, hard working, tax paying San Franciscans.
I brought this issue to the SF Planning 15 years ago - and to this day - no one has given any decent explanation.
Why we cannot get back the " thousands of rent control units " - converted to dormitories all over San Francisco.
The many converted dormitories once rent control units - on Van Ness, Bush Street, Pine Street, Bay Street, in the Avenues, on Geary Street, in the Financial District, in the Mission - everywhere.
We have over 17,000 homeless in San Francisco if not more.
We have these Navigation Centers - some 8 of so - the most they can accommodate - not more than 100 indigent people.
The indigent are encouraged to bring their pets, many of those volunteering have astute mental issues - and one has to interview those who take advantage of the Navigation Centers - to find out more - first hand.
So we have 17,000 homeless - and Navigation Centers that can facilitate 800 poor and indigent folks - what is wrong with this picture ?
Why do we have to pay the Homeless Czar over $250,000 plus benefits.
Why do we have to pay our Mayor $366,000 plus benefits.
Why do we have to pay -over 45% of our City Employees over $175,000 plus benefits.
Why do we have to pay over 10% of those heads of Departments - over $275,000 plus benefits.
Why do we have to have over 33,000 working for the City ad County of San Francisco?
Many of those who Willie L. Brown - the " thug" Mayor of San Francisco - hired as Administrative Assistant - some 2000 or so - when he was Mayor in 1996 - 2004.
One went on to become a Mayor, another City Administrator, one Supervisor, many holding important positions - and so on - you scratch my back and I will pussyfoot with your policy - seems to be the center of all the workings at hand.
Our SF Board of Supervisors - have failed us - simply because most of them - are not " educated on issues ".
The SF Board of Supervisors talk the talk -but fail to walk the walk.
Some present to work for the people - long after the cesspool of their own creation has been created - now they want to do right - when with intent they have being doing WRONG.
What is wrong with this picture ?
