For the last 11 years - Dwayne Rudolf Jones - a crook of the highest orders - has been hoodwinking - the Bayview Hunters Point constituents in broad daylight. The time has come to expose the utter nonsense tolerated by the citizens - who cannot bear this utter nonsense no more.
Aided and abetted by other crooks, mostly crooks too - the likes of Shamann Walton, DionJay Brookter, Juliet Ellis, Harlan Kelly, Oscar James.
Linda Richardson, Sophie Maxwell, Eloise Patton, the Mayor London Breed, the Mayor's Office of Economic Development and Workforce - may I say more. These crooks should know there is only so much nonsense - that we can endure - the time has come to take these vermin to justice - swift justice.
Shamann Walton, former Director of Young Community Developers - Dwayne Jones funneled millions - in return, Dwayne was paid as a consultant - this has been going on since 2014. Conflict of interest.

Dwayne Jones came to Bayview Hunters Point in 2002 - and was anointed the Director of Young Community Developers - an entity known for corruption.
In the early years - audit after audit - revealed the books were not kept sound - and someone robbed Peter to pay Paul. YCD did not represent the community - it meant the dark side - utter corruption.
Dwayne Jones befriended the high ups at SF City Hall and proved to be a crook that could swindle millions - and do it without much trouble.
Some of us remember well the " Communities of Opportunity " fleecing the City and County of San Francisco. Promising the constituents - and cheating time all in broad daylight - heading the corruption - one Dwayne Jones.

Early in 2004, the banners seen above - could be seen all over the Hill at Bayview Hunters Point.
The banners said opportunities would be provided - the program provided Dwayne Rudolf Jones - opportunities to steal millions.
When an audit proved what I have revealed above - Dwayne Jones - was warned, that was the end of the story. The community was taken for a wild ride. Dwayne got a slap on the wrist and does to this day. Why?
Dwayne Jones was appointed on the SF Housing Authority Commission - he and someone else - cheated a Contractor.
The case came before a judge - and Dwayne Jones and his crooked partner, a woman - had to abide by the ruling - the Contractor was made whole.
Dwayne Jones was banned from bidding on contracts in San Francisco. Dwayne was blacklisted and is, to this day - not permitted to participate in bidding for contracts. Dwayne Jones acts as the go-between - more like a pimp - taking a cut on each project.
Dwayne Jones is involved with the Pier 70 project - even as Law Enforcement is looking into the many nefarious activities - Dwayne Jones and his Consultant firm RDJ - rakes millions of dollars.
Yet - when the Contractor Monitoring Division was formed in 2016 - slowly but surely, Dwayne Jones made his nest - wheeling and dealing. He does it to this day - taking bribes - has his dirty finger - in most bids -, and the Law Enforcement is looking the other way.
When the Sewer System Improvement Program (SSIP) - was given $6 Billion to upgrade the system, build new digesters, upgrade the Bio-solids system - fix the weirs, and more - AECOM was chosen as the Prime Contractor.
A Task Force was created - I attend every meeting - never saw Dwayne Jones at a single session. The Task Force asked for 10%of the $6 billion - for Community Benefits.
The Task Force landed with 5%, which came to $300 million.
The Task Force was given a commendation each - and dismantled.
Just like that, Juliet Ellis was chosen to deal with outreach and the crook Dwayne Jones - to deal with Workforce. Each had $150 million to play with - and made hay while the sun was shining.
At that time, none of the above two crooks had certified and qualified experience - yet both were given permission - to hoodwink the community. Juliet Ellis and Dwayne Jones both blacks that have tarnished the good name of San Francisco.
These crooks had the money to do good. They had millions to help our Elders; many died - with a bit of help in their golden years - they could have lived somewhat decent life - and then gone to the other side.
The same with our infants, children, youth, and young adults - those with compromised health - more our physically and mentally challenged - people of color.
The crooks Juliet Ellis and Dwayne Jones had $300 million to put to good use - they doled out the money - to other scammers - giving $300,000 grants to restaurants - who opened their doors and then faded away - within months.
Harlan Kelly - the former Manager of SF Public Utilities Commission indicted by the FBI - Harlan took kickbacks - and personally aided and abetted Dwayne Jones and Juliet Ellis - the former Assist General Manager of External Affairs - and known to sleep with Harlan Kelly - what else is new - when corruption reigns supreme.
In bed and out of bed, Juliet Ellis had a good time - she made millions - snitched - and took the rosy road to hell. Besides being the Assistant General Manager - she gave herself a fancy title - Chief Strategist. This evil woman looked you in the eye and lied.
Our SF Controller - Ben Rosenfield - could have done better - his Whistle Blower's Program is a JOKE - we provided him with empirical data - he threw it to the wind. It took David Anderson, the United States Attorney for Nothern California - to make inroads - and get Harlan Kelly, Juliet Ellis, and others at the SF Public Utilities Commission - exposed to abject corruption and dismissed.
SF Controller - Ben Rosenfield - and his henchpersons are not worthy of trust.
Ben Rosenfield - took the information that could have quickly helped him and his office adjudicate the situation.
Ben Rosenfield chose to kick the can down the street - typical of a person who has no integrity, no respect, and blood on his hands.
From 1999 to 2019 - I have spent thousands of man-hours - and know the crooks too well - none of them will have peace of mind - most of them will fall flat on their face. These vermin are a disgrace to the human race.
Dared to give the empirical data to former City Attorney Dennis Herrera, a crook too - who now is the fox - guarding the chicken coop.
Of all the jobs - Dennis Herrera chose to take the position of Harlan Kelly - and makes over $450,000 a year - if this is not corruption - of the highest order - and I do not know what is.
His long audit on SF Public Utilities Commission leaves out the name Dwayne Rudolf Jones - and Dwayne Jones company - RDJ Consultants - that has raked over $15 million - most of it our Community Benefits.
Four years before the Pandemic, the Bayview Hunters Point needed the resources and money to help our infants, children, youth, young adults, beloved Elders, and those with compromised health - more physically and mentally challenged.
Vermin - the likes of DionJay Brookter jumped from the SF Police Department Commission to the SF Sherrif's Commission - what is happening to our City with all these outsiders from Fresno?
Why should crooks like Shamann Walton, Linda Richarson, Oscar Jones, Doris Vincent, Veronica Hunnicutt, Dwayne Jones, Juliet Ellis, Naomi Kelly, Harlan Kelly, and Masood Ordikhani? Darell Smith - other too many to name - be investigated for the longest time ever.
The former United States Attorney General for Northern California - initiated an investigation - that did not take place - in 80 years.
I did the investigation reporting - monitoring SF Public Utilities Commission - starting in 1998 - the first 5 years - when there were no significant community benefits to tap into.
Then when the SSIP program was put in place - the crooks came from the woodworks to steal, cheat, lie, and betray decency and what we treasure - good deeds.
It first started with the Clean Water and Waste Water Bonds - the bonds passed - and the SF Public Utilities Commission - settled to deal with the Clean Water - naming it the Water System Improvement Project (WSIP).
I learned all the ploys, machinations, and shenanigans linked to Mountain Tunnel - the first estimate - and the millions more spent recently.
The same with the Irvington Tunnel - a steel pipe compressed - by underground streams that were not detected - very poor scoping.
Calaveras dam - the near uphill had cracks - crevices and fissures - that were not detected early on - the many borings - were few and far between. When the fissures were seen - a million tons had to be removed - some made money - moving the dirt from one point to another.
The exact entity made more money - millions - renting space to place the dirt and charge permits and more - and made more millions.

Is Hererra in the driver's seat? Per his sweet contract he got 30 days off; November? Paid. His experience is said to be slim; he'll likely take time getting up to speed. He wants public power, and SF needs to buy PG&E distribution assets to effect his goal. A $2.5 billion offer was rejected by PG&E as insufficient; SF appealed to Cal PUC, asking it to value the assets it wants; is anything cooking? How many new SF employees would be added? Hererra the hero, zapping PG&E from SF, but for gas service? Will SFPUC be able to perform? Will SFPUC delay (even further) repairing sewers (SSIP)? Many questions at this time.
