Juliet Ellis - the former Assistant General Manager of External Affairs and Chief Strategist - at the SF Public Utilities Commission -created a scheme to hoodwink us all in broad daylight - millions of dollars - taxpayers' money wasted - linked the Sewer System Improvement Project - Community Benefits.
Why would the San Francisco Board of Supervisors - enjoin themselves at the hip - with the very corrupt and untrustworthy - San Francisco Public Utilities Commission.
More - against the better judgment and purpose - of the more enlightened San Francisco - public at large - community benefits - linked to the Sewer System Improvement Project.
The Task Force created by community members asked for five percent of six billion dollars - linked to the SF Sewer Improvement System - as Community Benefits.
Once this was in place - the Task Force - asked for Community Benefits but did not spell out the details. All this was planned by one Sam Murray, Juliet Ellis, and of course, the indicted Harlan Kelly - would have to give his blessings.
Commendations were given to each of the Task Force members - some benefits bestowed one person got a job - at the SF Public Utilities Commission.
Some members of the Task Force - received gifts - and all this under the nose of Juliet Ellis, Harlan Kelly, and others.
Did I mention Community Benefits - the SF Public Utilities with intent - left the community out of the equation?
At a meeting - where I was present - at 1800 Oakdale - AECOM was chosen as the Prime - and a point person - Dwayne Jones - appointed their point person - to do outreach.

Juliet Ellis was appointed to do the Out Reach.
Five percent of six billion - the three hundred million.
One hundred fifty million - with Dwayne Jones - doing Work Force.
One hundred fifty million - Juliet Ellis doing outreach.
Even though Dwayne Jones was chosen to do Work Force - he did none of that. He had two hundred plus entities on his payroll - spreading Community Benefits money - illegally.
Dwayne Jones created a Non-Profit 501 c 3 - he had to shut it down - his wife was on it too - too many illegal transactions - and there is more to that sordid story.
The Controller was given empirical data - on Dwayne Jones - the SF Controller Ben Rosenfield gave the information to the then City Attorney - Dennis Herrera.
If any contractor needed a contractor - you contacted Dwayne Jones - he took his cut - and the contractors got a contract.
The Federal Bureau of Investigation followed the money - leading to the indictment of Juliet Ellis, who snitched on Harlan Kelly.
Dwayne Jones did not work for the SF Public Utilities Commission - but he had an office at 525 Golden Gate Avenue.
When David Anderson - the U.S. Attorney for Northern California - followed the money - Juliet Ellis spilled the bins.
For sure, Dwayne Jones did that too - spilled the beans.
For some strange reason - Dwayne Jones is still around. Wheeling and dealing on SF Port Authority projects - but not for long.
Why was Susan Leal mentioned again and again - as stated in the Joint-Venture minutes - linked to Community Benefits - and the six billion dollars - Sewer System Improvement Project?

Aaron Peskin, Walton, Mar, Safai, Preston, and Chan are sponsoring an item - and it is all about granting an exemption linked to Sewer System Improvement Project (SSIP) - and behest exemption.
The SSIP started with six billion dollars - right now, it is nearing twelve billion - by the time the project is completed, it will be more than twenty billion.
Behested donations are always suspect. No matter how you dress the pig - it will be a pig - and when it sees a puddle - it will jump into it, and the pretty dress - will be muddied.
Where is the promise made to the community to be at the table?
Where is the enforcement that that good government mandates?
Why are these Supervisors going out of their way to confront the SF Ethics Commission and the Direct Pelham?
Anyone involved with behested ploys, shenanigans, and machinations - must be indicted - as long as it is macks of corruption - and does not serve the community - the Bayview Hunters Point community for sure.
During the pandemic nearing three years - the Community Benefits could have saved lives - the lives of infants, children, youth, young adults, our beloved elders - more of our physically and mentally challenged.
Juliet Ellis had a boilerplate application - the chosen Non-Profit - all well known to Juliet Ellis, Dwayne Jones, and Harlan Kelly. I could mention Masood Ordikhani - he knew more - he worked closely with Juliet Ellis. The current Manager knows more, too - and the nonsense continues - this time using behested ploys.
Like I always say, we have an impotent Sunshine Taskforce.
We have a dysfunctional Ethics Commission.
We have an SF Controller who panders to the Mayor and the City Attorney. But, for how long?
The previous City Attorney is now the General Manager of the San Francisco Public Utilities Commission - the fox in charge of the chicken coop.
His Deputy Manager Ron Flynn - does not want to meet me - for a measly half an hour - I know too much about the nonsense you all are about. Suffice to say, you will fall flat on your face.
This City and County of San Francisco are so corrupt that today - daily, the citizens who adhere to standards - are decent citizens are hoodwinked in broad daylight.
Most San Franciscans work hard and pay their taxes - here, we have Supervisors pussyfooting with the SF Public Utilities Commission - trying to facilitate corruption - and give the SFPUC - an exemption from behested payments. Wow!
The San Francisco Ethics Commission is put on notice - that is all I will say.
Some of us have said all that is there to say - I guess Lucifer will always have his or her way.
