When it comes to sound Representation - San Francisco seems to lack good leadership - the Mayor London Breed - barking up the wrong tree - every opportunity she gets. Pathetic - French Laundry dinner - in a congregate setting - she took weeks to apologize.
When it comes to Ethics and Standards - it does not exists in Room 200 at SF City Hall - not even with Sean Elsbernd around - who worked for Senator Diane Feinstein.
In the interim Willie L. Brown - the former, rogue Mayor of San Francisco - has handed the " torch " - Master of Wheeling and Dealing to Steve Kava - who was his chief Advisor.

with the team headed by Steve Kava who reports to Willie.
Kava went on to stay and guide Gavin Newsom, Ed Lee, Mark Farrell, for some time London Breed - the hood was too much - for Kava to sing the blues and less to dance the gig - so he went to work for Willie L. Brown Jr.

The SF Board of Supervisors (BOS) - impotent - weak, in the knees - the drab Norman eYe out and Aaron Peskin - the crafty politician - positioning himself to be the next Mayor of San Francisco.
It does not help to have a laughing jackass Hillary Ronnen and Sandra Fewer who will " bidd adieu " to the BOS - Sandra tried but no one can teach an old dog new tricks.
She also dabbled with SFPUC and that is all - I will say for right now.
You have a jail bird Shamann Walton - his time is coming much like Harlan Kelly the General Manager of the SF Public Utilities Commission (SFPUC) - Harlan resigned and has to appear in Court for many crimes - corruption, lying, and other sordid - charges.

with Harlan Kelly (SFPUC) - resigning and two very evil people -
waiting to come before the Criminal Courts - to be charged - two key crooks of the worst order - now - out of way - they should fade into oblivion.
