causing ever ending problems -
ruining the careers of many good SFPUC employees.
The San Francisco Public Utilities Commission (SFPUC) is a rogue department - has keeps pouring and wasting millions on projects - bleeding the finances of the SFPUC.
We have seen this with Mountain Tunnel when Jacobs a prime contractor - paid hundreds of millions - to do an assessment - only for the SFPUC because of its own negligence - to revisit Mountain Tunnel - a few years later to find serious defects.
Mountain Tunnel which is in very close proximity to the Hetch Hetchy Reservoir - find Mountain Tunnel - replete with many cracks - compromising Mountain Tunnel.
SFPUC had two choices - do a band-aid job and keep the operations going.
Secondly built a brand new tunnel costing over $500 million.
Now SFPUC wants to spend another $ 140 million to do added
improvements - and the bleeding goes on and on.
Asked at a SFPUC meeting how much did Jacobs spend in actual dollars, initially - the SFPU Commissioners - brought to my attention that the matter was discussed before - failing to respond to my question.
Well, I keep sound documents - and I know the exact amount Jacobs spent.
How Jacobs has been given favorable status - in biding for projects - raping the tax payer of San Francisco - who pay huge taxes.
Tax payers contribute to the many Bond Measures - linked to the Water System and Improvement Project - under which the Mountain Tunnel and other projects like the Calaveres Dam and Irvington Tunnel and related projects come under.
Now under the Sewer System Improvement Project - another very large project - replete with serious problems - millions are waste - far exceeding the original cost which is $6 Billion.
Today we are faced with exorbitant amounts - far exceeding the original amount estimated which was $6 billion - it has reached $10 billion - and may reach $15 billion - with no end in sight.
SF City Hall has failed decent hard working -
tax paying citizens - we are hoodwinked
in broad daylight.
The above project comes under the Sewer System Improvement Project (SSIP).
Harlan Kelly who is the General Manager and his minions the likes of Juliet Ellis have failed us all.
Right off the bat Juliet - Ellis who is the Assistant General Manager of External Affair - without consulting the then Chief Financial Officer - sent $200,000 to her former Non-Profit that she was working for - Green For All.
Monies linked to the Community Benefits - linked to the SSIP project - a $6 Billion project.
Juliet Ellis was charged and fined by the Fair Political Practices Commission and has learned nothing at all from this serious action and many more - she has got involved in. She is a liability - tolerated by the authorities that be.
Today she has added a title to a title that she already has and failed to deliver - standards.
Juliet Ellis calls herself Chief Strategist - her pompous attitude has ruined the careers of many SF Public Utilities Commission employees - many of whom are in touch with me.
Juliet Ellis buys favors from the past Mayors and others - dipping into the Community Benefits - to win brownie points - but NOT for long - the time has come for true and sound - checks and balances.
The time has come for a sound adjudication - some one must go to jail for a long, long time.
Here is the judicial decision - by the Fair Political Practices Commission - headquartered in Sacramento. Juliet Ellis paid the fine - but has continued to be a source constant trepidation and fosters - nefarious activities :

San Franciscans have tolerated the many nefarious activities of the SF Public Utilities Commission.
The City Attorney, the former District Attorney, and even the SF Controller - fail to focus on the millions wasted - on the Water System Improvement Project (WSIP) - and the Sewer System Improvement Project (SSIP).
Again I repeat millions of dollars linked to above two projects - they prefer to focus on petty matters - racial remarks - cases where whistle blowers are intimidated - and my get a nervous break down. The SF Public Utilities Commission should be ashamed to itself.
One of its own created mottos - " your number two is our number one " . Another is displayed above for all the world to see and ponder.
Indeed SF Public Utilities Commission stinks and is Number Two.
Our SF Sunshine Task Force, our SF Ethics Commission, our SF Controller Office - is simply NOT working.
One can initiate a case complete with documentation and empirical data - and it will take years to adjudicate.
This fact alone has to be adjudicated - and has by the Grand Jury - with NO results - worth the salt.
Pacific Gas and Electric -
has been operation for 110 years plus.
How can the SF Public Utilities Commission - dare to buy Pacific Gas and Electric assets - for $3.5 Billions - when in reality today - it has failed to maintain proper operations - linked to the its Sewage Plants - and has received hundreds of Notice of Violations (NOVs).
How can the SFPUC take on a larger much extensive Electrical Grid without the expertise - and more right now - has failed to maintain the GRID that it has - failed in its obligation and requirements and standards laid by the Raker Act?
Huge pipes feed clean drinking water -
not smaller dimension clean drinking water pipes -
most leeching into the ground - compromising -
the watershed - more wasting critical resources.
When it comes to our clean drinking water - we continue to flush our commodes with clean drinking water.
Our clean drinking pipes are over 90 years old - leeching - not a whimper about millions of gallons leeching - clean drinking water coming all the way from Hetch Hetchy near Yosemite National Park.
The SFPUC has failed to seize the opportunity 20 years ago - creating opportunities for Solar Projects and such operations - even today it lacks the ability to be self-sufficient - depending on Pacific Gas and Electric (PG&E).
The users getting so called Clean Energy use the PG&E Grid.
The SFPUC clients linked with Clean Solar - pay their bills to PG&E - also, when the main connections have to be made - the huge permit bills are paid to PG&E. More to connect the power from the street to the meter.
SF Public keeps harping that is does this and that - while always using others to do the heavy lifting. Pathetic.
San Franciscans have permitted the rogue SFUC to do as it pleases - no more. Wake up and study the empirical data. SFPUC is taking us down the drain - into the " cesspool" of its own creation - the SFPUC can drown in its own cesspool.
It is simply wrong to permit SFPUC to spend $3.5 billion without any transparency and accountability.
