San Franciscans have been fast asleep at the cockpit - the San Francisco Public Utilities Commission - has been busy wheeling and dealing - wasting Tax Payers money - in the million.

Way back in the year 2011 - we remember debating about the Sewer System Improvement Project - more focusing on the Digestors - huge tanks - that treat the raw sewage.

The treatment - producing secondary effluents - that are than  sent and stored by huge WEIRS by the Bay - most of them in bad shape - a result of deferred maintenance - and then released into the Bay - seriously adversely impacting - the Bay waters and life - the fish, plants, other life - that are monitored by the Environmentalist such as myself.

The Initial Estimate for the Sewer System Improvement Project (SSIP) - was estimated at $6 Billion. A Ballot Measure announced how critical the SSIP was - today that estimated has risen to $10 Billion and growing.

we have been hearing this nonsense for 

the last 25 years - Go Figure! 

The Digestors stand alone project was estimated at $2.3 Billion - today that estimate has risen to over $4 Billion. In the interim the only decent person the Project Manager Karen Kubic has left - she was simply disgusted - with all the corruption surrounding her - that has reached saturation point.

In the last 2 years - we the public have not had one single presentation - about the Digestors - where the public - the tax payers - are educated and more informed with facts - not fairy tales. These crooks who waste our money - are scums who make over $250,000 plus benefits - and it is time the Controller's Office investigate, audit, and clip the wings - of the wheelers and dealers.

There is a new Manager at the Phelps Raw Sewage Plant - a White Manager from some county in Marin County - named Ross - the engineers are jumping ship - and it is said to note one stellar and astute Manager - Mark Harris - a Black employee who came up the ranks - and now has found a better job - in Pacifica. Our loss is their gain.

The Ocean side Raw Sewage Plant is having severe problems - all a result of deferred maintenance - the Heating, Ventilation, and Air Conditioning ( HVAC ).

Both at the Phelps Raw Sewage Treatment Plant and the Oceanside Raw Sewage Plant - that are severe problems with the HVAC operations.

Putting - the workers in harms way and this has been the case for the last 10 years -growing worse each and every day.

The Environmental Protection Agency has issued numerous Notice of Violations to the SF Public Utilities Commission - and the SFPUC is playing with fire.

Salt water has penetrated the Phelps Raw Sewage Treatment Plant - when Tommy Moala was the Manager and now they have this transplant - a White Manager - and all he does is talk - he has NO clue what so ever - what is happening.

He just happens to be William Carlin good buddy - and both of them do not live in San Francisco. William Carlin is he Deputy General Manager - and known for aiding corruption.

This is the problem - outsiders - scumbags - come to San Francisco - make huge salaries - and create serious problems - at all levels - shame on General Manager Harlan Kelly - who was told what to do and has chosen to look the other way.

SFPUC is a mess - so many employees with institutional experience have left - one of them Surjeet Singh - he managed all the Project Managers.

Surjeet  did a good job - and he knew how much the SFPUC at the Upper Management with Juliet Ellis, and William Carlin at the helm - fostered corruption of the worst order.

The SFPUC now drowns in the cesspool of its own creation - paradoxically it deals with Raw Sewage and I suppose those working for the SFPUC - cannot get too far away - from sewage.

Dwayne Jones - President of RDJ Enterprises LLC

is a consultant - who is busy doling tax payers 

money - in the millions - to those crooks

 that have little to offer -

to the community at large - in the mean time -

Non-Profits that matter are suffering - not 

so YCD - Dwayne is on the YCD Board - and has been channeling

millions to YCD - from the Community Benefits -

linked the Sewer System Improvement Project -

 with whom he was connected in the past as its failed Director. -

it is the same with Girls 2000 and other singular

persons - most of them jail birds. Dwayne, has the audacity 

to create divisiveness - in the community - and debarred by the Mayor's Office of Housing by Court Order.

Now we have consultants the likes of Susan Leal, Dwayne Jones, others - none of them have a husband or a wife - as normal straight people have.

If you follow a certain life style - it gives once an opportunity to work a the SFPUC - and that goes more for Juliet Ellis and those that she has hired recently - to handle Community Benefits linked to the Sewer System Improvement Project - that is going no where - costing the tax payers - billions - yes, BILLIONS.
