The SF Commission on September 12, 2018 were deliberating a Memorandum Of Understanding between the California Department of Justice and the City and County of San Francisco. Acting through the Mayor's Office and the SF Police Department. An exercise in futility - let me know about these current deliberation - five years from now.
The above exercise some 4 pages - could be finalized in a couple of hours - if all the parties - have the best interests of the tax payers, the constituent, we citizens - but this does not seem to be the case.
These folks love convoluted discussion - betraying their arrogance and ignorance - much like the politician - one of them leading the charge Malia Cohen.

The first one in the Bayview - with very poor outreach - Malia Cohen in charge - and she blew it.
At that time most of us gather at many meeting - to address the shooting and killing of Mario Woods. We all found out about these poorly advertised Town Hall meetings - after the fact.
Another one was held at Mission High School - the public took it upon themselves to do the outreach - and Community Oriented Policing (COPS) - an entity outsourced to do the outreach on the subject on Killings and Shootings and gather testimony - faced the ire of the public at large.
I attended this meeting. It was a fiasco to say the least - and COPS were shaking in their boots.
The next one was held at University of San Francisco - again with poor outreach - we were attending a meeting linked to Mario Woods - and had to stop our meeting - and drive all the way from Potrero to USF in the Avenues at Fulton Street - to attend this meeting - that meeting was drab to say the least.
Thomas Massucco has No clue about COPS and even less about their despicable - track record.
COPS are lay persons - who were given millions to conduct such interviews - created thick documents - most of which are found collecting dust - on some shelves.

We had the Blue Ribbon Panel - the Judges - stellar and astute - blasting the SF Police Department and by association the SF Police Commission - these two entities oblivious of the seriousness of these facts - continue - to behave in a nonchalant manner.
However if these two entities do not wake up - and change their manner of behavior and thinking - they will face the ire of the people - you heed and undertake the required process required - deep orientations on etiquette, Ethics, your own manuals - much like the Army has Standard Operating Procedures - to better yourselves.

The homeless situation is at its worst, the congestion on our streets unbearable, the filthy streets are not clean more in the Inner City - San Bruno Avenue that pays millions in business taxes and is treated with disdain.
$3.1 is missing from the SF Bayview Opera House and we have to do the heavy lifting. We know that Malia Cohen is involved with this case - that will soon come before the SF Board of Supervisors.

We saw this with the PERF document - which spent thousands of dollars - $30,000 or so - then tried to implement it.

This fact was investigated and the parties warned.
Nothing much happened - it is always about doing the right thing - that those evil will never do - nor attain a sense of honesty, humility, compassion, fortitude - I know what I am talking about.
