SF OFFICE OF EMERGENCY SERVICES IS A JOKE - IF THE BIG ONE STRIKES - LARGE AREAS - PRONE TO SEVERE LIQUEFACTION AND FLOODING - WILL BE LEFT TO FEND FOR THEMSELVES IN SAN FRANCISCO.

The present head of the Office of Emergency Services -
Anne Kronenberg - who has little practical experience -
drab and inept - and a disgrace to anything - decent -
her entire operations - smacks of lack of standards -
and life style favoritism.

Again and again when I have met - military experts and others well versed with large  - rescue - evacuation - and rehabilitation - actions and " situations " - all over the United States and worldwide - they tell me  plainly how unprepared San Francisco is for the Big One.

San Francisco - never was and never will be "prepared and more resilient " - under the leadership of people like Mayor Edwin M. Lee.

The present drab and inept leader Anne Kronenberg - that heads the present San Francisco Department of Emergency Management.

For starters let me categorically state I never saw both these pathetic souls in 1989 - when the Big One struck - working and taking responsibility in 1989 - when Mayor Art Agnos was the Mayor of San Francisco.

Years after that situation - where the City and County of San Francisco - had NO preparation - and Sixth Army and Presidio of San Francisco - and other agencies - came to the rescue of San Francisco.

Today nothing much has changed in this digital world - we have tons of talk - but few leaders that matter, love San Francisco - from San Francisco - and who have the capacity building - expertise.

Now, idiots like Mayor Edwin M. Lee - are saying things that mean nothing at all - rewriting history - having NO experience in practically heading any " situation ".

Busy - spewing diatribe - from written speeches - more lackeys - that surround him and his administration.

Not one of them have been involved in rescue operations, evacuation - and practical rehabilitation.

Slogans such as " resiliency " have been uttered umpteen times - by the Mayor Edwin M. Lee and his lackeys - but no one has seen a viable and sustainable  Blue Print.

Headed again by those that have NO actual, practical experience - more when thousands or millions of citizens or individual have been involved.

Our night population in San Francisco is about 930, 000 and our day population can increase to over one and half million - more when we have large multiple conventions  and games.

The congestion of our roads - now point to a situation where thousands can be trapped - on our highways - with little or no help.

We have very little hope of using air support - helicopters in this situation - and getting help from our Defense Department - depends on the  agreements - we have - but also the situation at hand on that particular day.

I will not go into scenarios - accept to say " our capacity building" - " our ability to actually rescue thousands " - today is non-existent.

Our hospital are not ready to take in thousands - as much as we try to deceive ourselves - that we do. Keep on hoodwinking the public at large - until that day comes - and reveals the truth.

Tons of hot air that is all we hear -  that comes from so called leaders - who are not educated on issues - have no actual experience - and speak from both sides of their mouth.

San Francisco in NOT prepared -
when the skyscrapers come toppling down -
not our Fire Department - and for sure NOT
our SF Department of Emergency Management.
If they are - let me see their Action Plan - any Blue Print -
that has been vetted - mostly they do not have the
required equipment, training, and the ability for a standard rescue operation - that can bring about results that matter.

In 1989 that was a large disconnect between the City and County of San Francisco.

A few of us - who lived and loved San Francisco - worked for Sixth U.S. Army and Presidio -  encouraged and eased many decision making quickly - to better serve humanity and of course San Franciscans.

On inner city areas - where thousands of poor people live - have no real action plan - except some Neighborhood Emergency Response Team (NERT) workshops - that impart basic information.

That does help a little - but not sufficient - to give and more maintain - a viable and sustainable standard of services where hundreds and thousands are injured - or meet their death.

We have no areas set aside with heavy equipment to deal with blocked roads - other equipment that are on many many manuals - no investment done in buying rescue equipment - and we have no inventory of such equipment - to prove that we are serious.

In the Sunset Area - thousands of homes - have no sound foundation - add to that " soft story buildings " - and you have thousands of homes - as many as 100, 000 toppling like match sticks.

Such situation all over the City and County of San Francisco - some deadline has passed - for some relief in terms of grants - to fix " soft story building " other seismic rehabilitation - tons of talks but no money to back it up. Very poor outreach and many - have no clue that the City offers assistance. Go Figure!

The City knows about this - knows what to do - but has NOT addressed the situation on an emergency footing.

The  Department of Building Inspection - and the many incompetent  staff - its entire " organizational chart " must be revamped. We have heads of department - who cannot articulate - they have fumbled many times.

Recently - exposed their weakness - linked to the Millennium Tower - and the many series mishaps involving - de-watering.

Pilings that should have touched hard bed rock - but did not - other serious miscalculation - that have baffled those in the know - more structural engineers, hydrologists, and those who understand liquefaction and flooding.

This is Ohlone land -
the Ohlone have lived here
for over 13, 000 years - continuously -
no one invited the thieves who stole the land -
to create this mess - that do not acknowledge -
a concrete jungle that will come tumbling down.

The SF Planning Department fails to acknowledge the privileges given the Big Developers.

The over 30, 000 homes and more Market Rate units that are vacant as high as 5, 000 Market Rate units - going for over $1 million a pop.

More buildings with rental units - converted by the Academy of Art University - as dormitories -  after years of litigation - is just being addressed - other issues that I am not at liberty to discuss - but will at some opportune time.

This is Ohlone Land and here in San Francisco I represent them - more on SF Planning, Land Use, Transportation, Safety, Education, Health - in short Quality of Life issues. Aho.
