SAN FRANCISCO PUBLIC UTLITITIES COMMISSION (SFPUC) HAS FAILED US WHEN IT COMES TO CLEAN DRINKING WATER AND POLLUTION OF OUR BAY - SECONDARY EFFLUENTS - CONTAINING PFOS,PFOA - ADVERSELY AFFECTING OUR HEALTH.

The  San Francisco Public Utilities Commission has failed to focus on what it provides us Clean Drinking Water to the citizens of San Francisco and the Bay-Area our partners.

The SF Public Utilities Commission has not taken any meaningful measures  - to stop polluting our Bay with dangerous chemicals such as PFOA and PFOS - adversely impacting our health.

What are PFAS? Per-and Polyfluoroalkyl substances (PFAS) are a group of man-made chemicals that include PFOA, PFOS, GenX, and many other chemicals.

PFAS have been manufactured used in a variety of industries around the world, including in the United States since the 1940s.

PFOA and PFOS have been the most extensively produced and studied of these chemicals.

Both chemicals are very persistent in the environment and in the human body. Truly speaking they do not break down and they can and do accumulate over time.

There is strong empirical data and evidence that exposure to PFAS can lead to adverse human health effects.

Here are two basic reports that will provide any reader - how our industries provide lack of information - corporation sell toxic products - innocent people use them.

The result - our infants, children, youth, young adults, our beloved Elders, those with compromised health. More our physically and mentally challenged - slowly die and no one seems to care.

Here us San Francisco we have many individuals with degrees - in chemistry and in fields of bio-monitoring - who try their best to represent.  They are few and hurdles they face are enormous - Corporations like Clorax make billions - and give bread crumbs as charity from time to time.

Millions of innocent people are kept in the dark - here in San Francisco - the San Francisco Public Utilities Commission - keeps hoodwink us in broad daylight - they send millions of gallons of secondary effluents into the Bay - the Regional Water Board is aware of this fact.

Sordid individual the likes of Michael Carlin, Harlan Kelly, Juliet Ellis, other too many to name - one of them Masood Ordikhani - has NO clue what they must do to represent - they are caught in a web of corruption - and their time is coming.

San Francisco Public Utilities Commission  authorities - with intent - have harmed hundreds - ruined the career of innocent people - just because they wanted to do right - and were told to do wrong.

The Sewer System Improvement Project started with a proposed budget of $6 Billion dollars - it is now nearing $12 billion - and by the time the Digesters come on line - it will totally - $20 billion. Who is fooling whom?

The SF Public Utilities Commission meets every second Tuesday of the month and every fourth Tuesday - of the month.

Discusses the agenda at hand - the SFPUC talk in circles and this has been going on for decades.

The word " PUBLIC" should mean something but it does not - to those that have " hoodwinking" us the constituents, the citizens, the taxpayers' - enough is enough.

The SF Public Utilities Commission decided NOT to address the sewer issues but stick with the clean water - naming it  a fancy name -Water System Improvement Project (WSIP) in 2002. 

This arbitrary decision was illegal - failing to abide with the Ballot measure that passed November 2002 - against the explicit will of the San Francisco taxpayers. 

Shame on the SFPUC.

I spoke about this clear dereliction of duty to the citizens of San Francisco - before the SF Public Utilities Commission - many times - speak to the empirical data - to no avail.

August 28, 2012 another ballot measure was put to hoodwink the citizens of San Francisco - this time called the Sewer System Improvement Project.

As I said it started with a cap of $6 billion and is now in the year 2021 nearing $12 billion. Heading for a total of $20 billion.

Today two former General Managers sit on the SF Public Utilities Commission - Anson Moron and Ed Harrington - the Chair is Sophie Maxwell.

Sophie Maxwell has no clue about anything worth the salt. 

Each time she opens her mouth - she shoves her foot inside.

 Recently using foul words - disagreeing with another Commission Paulson - for reason best know to her.

She is a sellout of the highest order. She is not trusted by the community.

Harlan Kelly  - the General Manager of the SFPUC recently resigned - he was nabbed by the Federal Bureau of Investigation - caught with his hand in the cookie jar.

If charged he could spent 30 years in jail - released after 20 years for good behavior.

His sidekick Juliet Ellis who accompanied him as they both shared an hotel room - rather than have two rooms.

Taking junkets at taxpayers' expense  - charging the taxpayers' for their food and drinks - one making over $400,000 - that is Harlan Kelly.

Juliet Ellis - she is NOT smiling anymore.

No more junkets - no more cloak and dagger activities.

 She was on cloud ninety nine - now drowning in the cesspool of her own - creation.

Juliet Ellis - managed to take the General Manager down the drain - into the cesspool of their own creation - disgracing the San Francisco Public Utilities Commission.

Disgracing San Franciscans and we will never, ever forget the witch that is no more - NO smell of Sulphur around anymore.

We have over 1100 miles of clean water pipes some as old as 110 years - and they have to be upgraded. 

There is money set aside to do the work - but the work is slow - hardly 10% of the entire 11000 miles - clean water pipes - have  been attended to - the work progressing at a snail pace. 

In San Francisco we have 1000 miles of sewer pipes they too are as old as the clean water drinking pipes. 

The sewage leeches into the ground - in many locations - adversely impacting the watershed. 

No one seem to give a rat's ass.

Not once has the issue of per-polyfluoroalkyl substances (PFAS) a group of man made chemicals - very dangerous - that includes PFOA, PFOS, GenX, and many other similar dangerous chemicals - never, ever - addressed by the SF Public Utilities Commission.

We will take them to Court - the rascals - and expose them for their stupidity.

They will have to pay for the harm done to millions - directly and indirectly.

If anyone takes a deep dive studying the various segments of San Francisco population more indigenous - Native American, Asian and Pacific Islander, LatinX, the First People of San Francisco - the Muwekma Ohlone - others - Blacks are dwindling in San Francisco - and soon there will be none.

For some strange reason the ongoing corruption in San Francisco - always focuses on Blacks and it is well known that Derf Butler, Harlan Kelly, Keith Jackson, others too many to name - all Black have tarnished the name of Blacks - some 4% of the San Francisco population.

In our jails most of the time over 50% are Blacks - and Jeff Adachi the former Public Defender and I had long talks - as to the situation at hand.

I have worked hard to understand the underlying factor - it only gets worse. Today the plight of Blacks and incarceration is pathetic.

I went so far as to turn 3000 square feet of prime office space at Executive Park to HealthRight 360 - so that for the first time - those working for what is now Street Violence Invention Program - could have some needed stability - a clean environment, and focus on the business at hand.  

Paradoxically Blacks more Seniors - suffer the most - many slowly dying on the streets of San Francisco. 

In all the studies done - there are NO " wrap-around services " for Blacks - more those in the 50-80 age group - there is a lot of hot air - but NO action whatsoever.

Sheryl Evans Davis, Shakirah Simley, Virginia Harmann, Walton Shamann ( a jailbird) have No clue about Title VI - have not read it - and now want to focus on the small population - of Blacks.

The small group - the inner circle of Mayor London Breed - casting disdain and disparaging comments on the Native Americans, the LatinX population, those from the Philippines, the Asian and Pacific Islander population. We know this and will take action at the appropriate time.

Other Blacks but who do not want to join the crooked and corrupt Blacks - some incarcerated in jails others waiting for the criminal trials to take place in our SF Courts. Backlogs created because of the COVID-19 pandemic and related issues - most importantly - shutdowns. 

Many Blacks from Ethiopia, Sudan, Nigeria, Ghana, East Africa -other places in Africa - do not want to have anything much - to do with corruption -  leading the charge  Sheryl Evans Davis and Shakirah Simley.

A  White Racist woman - Virginia Harmon - she worked at the SF Airport - secretary to Kevin Williams, then suddenly was promoted to Director of SF Human Rights Commission.

Jumped to work at the SF Municipal Transportation Agency,  SF Public Utilities Commission,  and now using her tainted experience - to aid and abet two Blacks - on Racial Equity.

The paradox of this woman and those connected with her all have a tainted history - on many levels.

Several documents have been written attempting to address the plight of Blacks and more slavery. No document has done justice to the real causes.

Charlotte L. Brown won her case mentioned in the newspapers of that time - Blacks then know better as Negros had 16 newspapers - many washhouses, a warehouse, schools, churches - and many other achievements that today's Blacks - given the opportunities - have failed to embrace.

Charlotte L. Brown's victory was 7 months before President Abraham Lincoln gave the Gettysburg Address on April 17, 1863.

Let it be known we have other stellar Blacks - the likes of Mary Ellen Pleasant who was very influential in San Francisco - owned a mansion and visited by judges and other important women and men in San Francisco.

I have studied the history of the Buffalo Soldiers and have done all in my power to highlight the history of the Buffalo Soldiers in San Francisco with many others - including Anthony Powell who has a large collection and memorabilia - linked to the Buffalo Soldiers.

Mayor London Breed, Sheryl Evan Davis, Shamann Walton, Shakirah Simley are shallow, inept, and weak in the knees.

It is simply wrong to take money from the Sheriff's Department and SF Police Department - taxpayers' money - and give it to the Human Rights Commission - that in San Francisco has NO clout. 

At one time the SF Human Rights Commission had Compliance Officers - no more. Today the Contracting Monitoring Division does that work. The current corruption you witness in San Francisco today has a lot to do with the Contract Monitoring Division - which comes under Naomi Kelly - the City Administrator. 

The paradox the Contract Monitoring Division has NO Commission. Why?

Pre-pandemic and post-pandemic - nothing much has changed - and things today - have reached a chronic stage.

Recently - we found out much of which we knew but now it is out in the open. Our convention centers are used for other purposes - millions lost on the conventions centers - and those who used to come to San Francisco - fed up with the crime on the streets and more dirty streets - that never, ever existed before.

Long sessions - so-called virtual meetings are held and the public hoodwinked in broad daylight.

As much $700 million spent on Navigation Centers, leased hotel room costing $185 a day -others for $250 - other dubious models -  to hoodwink us trying to help the poor - with wrap-around services.

Good money is thrown down the dark hole - by mostly White policymakers - talking in circles - laughing to the bank.

One of the thugs who used to go to Catelus Corporation and beg for money - now, they are openly screwing the public. Then dabbled in having pit stops - doling minimum wage to those released for the jails - keeping most of the money for themselves.

All this by the so-called heads of SF City and County departments -  who on average make $275,000 - with benefits - their performance - getting worse by the day. Most of them have no leadership skills - and most hired - based of life style.

In San Francisco, we lag in testing -  too many

asymptotic folks spreading the virus - we now have

a new COVID-19 Virant -  Mayor London Breed and

her side-kick - all talk and no walk.

COVID-19 pandemic has hit San Francisco very hard. By nature, most people in San Francisco with our temperate climate - and a higher segment of the population educated - from all over the world - have always put their best foot forward.

In recent months most are fed up with the City leaders, be it the stupid Mayor London Breed, the head of the Health Department Grant Colfax - the others who have NO clue what they are doing.

At this late date the " essential workers " are demoralized - overworked and not compensated - for the long hours they put - while the Mayor London Breed takes shopping junkets and is NOT respect by the people of San Francisco.

ICU beds filling up and there is more to come.

 

Our hospitals in San Francisco have seen a surge - but soon we will be seeing a wave of surges - Thanksgiving, Christmas, New Year - in between there are intervals - some long and other short.

Our doctors, Registered nurses, Medical technicians, janitors - all those involved with the logistics linked to vaccination - are fed up with the leaders - Mayor London Breed, the clown Dr. Grant Colfax who looks sick and needs to take a long sabbatical himself. 

At this late date, we still need Personal Protective Equipment (PPE), masks, gloves, and other tools that we should have stocked a long time ago.

San Francisco is the 5th largest economy in the world.

We can and should have our own facilities and factories to produce whatever we need - we have the engineers, the technicians, the medical engineers, the architects - you name it - the only things we do not have is stellar leadership.

11 months into this COVID-19 pandemic and we are still depending on the Federal Emergency Management Agency (FEMA).

Again and again - our local leadership dependent on Speaker Nancy Pelosi who is not respected - Diane Feinstein who has her senior moment - you can tell her something - and five minutes later - she does not remember - what you told her.  

The City and County of San Francisco -

now in mandated shutdown - only emergency trips -

when it comes to MUNI - many of the buses filthy -

passengers entering the MUNI buses with masks.

Our Municipal Transportation Agency is sinking - it has passed the point of rescue - no leadership.

MUNI transportation who have spent millions over the years - tethering, folding, and experiencing confusion of the worst order -  most of the MTA Commissioners - despondent and in a state of pandemonium.

Our MUNI buses are filthy and there are only so many times one can put it in writing or even speak up at public comment.

It is common on the popular MUNI lines 14, 9, 38, 26, 7, 5 others too - many passengers who have never taken a shower in months - enter the buses.

Many are mentally challenged  - have no respect for the passengers - create confusion - and when one brings such incidents to the attention of the authorities - one gets no response. 

No response what so ever.

Where are our leaders on this - and why is there NO virtual hearing on such matters - with the Mayor, the Controller, the head of the Health Department, the head of the Police Department, the head of the MTA, the City Attorney, the District Attorney, the Assessor, the Treasurer - others present - so that all may know what have been happening all these many months - from February 2020. 

The  SF Municipal Transportation Agency - not long ago - dipped into the fund of the Taxi Drivers and stole their money. 

The Taxi Drivers were fooled to pay as high as $250,000 for their medallions - that are now worth  - nothing at all.

SF City leaders the likes of past Mayor from Willie L. Brown to Gavin Newsom to the rest - to today worst Mayor London Breed - have not addressed the Taxi Drivers.

Adversely affected by Lift, Uber, Sidecar, Ride Share taxis that have destroyed the Yellow Cab, DeSoto, and other Taxis that served us San Franciscans and the tourists that visit us well - for decades.

Taxi Drivers came in droves pleading their case before the SF Municipal Transportation Agency (MTA) - for years on end. 

The Taxi drivers did the same coming to SF City Hall to Room 250 and addressed the SF Board of Supervisors. The SF BOS looked at the Taxi Drivers with disdain - many from India, Pakistan, Yemen, Somalia, the Middle-East, other nations - mostly recent immigrants - who were fooled by MTA - the families suffering to this day. 

KARMA has visited the SF MTA - and as I said before - not long ago - SF MTA will fall flat on its face. 

No one with intent should rob, cheat, steal, hoodwink - more deprive the break winner - and think they can go Scott Free - your time has come.  MTA - buffoons that you are. 

The pain and suffering - the cries for help - led many advocates to join the fray and speak on behalf of the Taxi Drivers - the SF Board of Supervisors did nothing - more to save MTA from utter shame - now their time has arrived - the pangs and suffering of the MTA will be intense - time will tell.

For sure the present SF Board of Supervisors (BOS) - love kicking the can down the street.

When the SF BOS listen to the plight of the SF Taxi Driver who tell them they have suffered heart attacks and some of them have strokes - multiple strokes - NO one cares. This is not right.

Many SF Taxi Drivers have died - I knew some of them - their BLOOD is on the hands of those who could have done something - but did nothing at all.

The COVID-19-pandemic from its inception has been addressed by very poor leadership.

Foremost - Mayor London Breed had no clue what she is saying and does not know today the serious implications of her snail pace actions - linked to the situation at ground zero - linked to the COVID-19 virus.

Always barking up the wrong tree.

Mayor London Breed saw fit in the middle of the pandemic to act like a hypocrite - attending a dinner party - congregating  - at The French Laundry Restaurant and failing to apologize immediately. 

Then after weeks - she made some tongue-in-cheek statement  - a half-ass apology - that no one cared to listen to less pay - attention to.

From the inception with all the Bio-Engineering and related Sciences - we could have implemented " testing " on a War Footing we did not in San Francisco and California in toto.

We could have nipped  COVID-19 in the bud the thousands of careless  "asymptomatic " folks keep spreading the virus - because they think they are healthy - when they are dangerous to the public at large.

When Dr. Grant Colfax and Mayor London Breed, talk - they think they are talking to some little children.

Often times lying to our face - and failing to give us the empirical data.

The current surge in San Francisco may not be as worse as it is in Southern California - but if we do not take things very seriously - and make every effort to keep testing.

More to have the right logistics in place - to serve the public at large - with vaccinations - we will be in deep trouble - Mayor London Breed loves to cry wolf - but for all the wrong reasons.

In the middle of the COVID-19 pandemic, Mayor London Breed has given herself - a pay raise. 

She now makes over $400,000 but has nothing much to show for that amount of taxpayers' money - wasted by someone barking up the wrong tree - every opportunity she gets to open her mouth and spew diatribe. 

London BreedS must step down and fade into oblivion - she has failed to represent.

Our small businesses are suffering - and have received little or no help. 

The noise made by the Mayor Office of Economic Development - is just noise and noise is not harmony. 

The select few who were served linked to the first Stimulus Act - were all insiders. The majority of Small Businesses waited and waited for over 8 months - many Small Businesses have gone out of business - left San Francisco - never, ever to return to San Francisco.

It is worse for Non-Profits - more those who have served San Francisco for decades - when the City and County could not maintain much - and Non-Profit stepped up and did what we could do - because we love San Francisco.

Today the Mayor Office of Economic Development and Workforce is a Joke. 

So is the Assessors Office sending out notices in the middle of a pandemic - trying to collect Property Taxes?

First - without a having a friendly and more sound interaction with Small Business and Non-Profits. Making crooked and corrupt decisions - that are not fair and just. Typical of poor leadership, less judgment - and following No standard procedures.

We pay our business license, we pay other fees, what we get in return is nothing at all. The crooked ways to fill the coffers of SF City Hall must STOP - now.

For years I would pay the SF Treasure's Office a fee linked to my Non-Profit - then I got paper work from the State of California - and of course the Internal Revenue Service Certification and had to force the Treasurer's Office - to STOP asking my Non-Profit for taxes that I was exempt from.

Recently the Assessor's Office which must be audited by the FEDS - is having a field day - harassing small businesses and Non-Profits.

How can the Assessor's Office - do a property assessment of office equipment and office furniture - and tax Non-Profits - who are exempt from paying such taxes - such as a 501 c 3?

Arbitrarily taxing some entity without talking to the owner of the small business and more a Non-Profit organization - in the middle of the pandemic. How about contacting the owner or person by telephone or email?

The Assessor's Office using the Treasure's Ofice another rogue Department in San Francisco - fleecing Small Businesses and other operations that the Assessor's Office offers no help - but leeches on such entities. 

What makes the matter worse the computers, and much of the office furniture and accessories are five years old.

Then I get a letter from the Treasurer's Office - saying that a Lien could be levied on my Office which I do not own - and that if I had some concern - take it with the Assessor's Office.

Threatening me that a lien is on the way - to pay the tax in a couple of weeks. Such ways do not help - especially when the Treasurer's Office has made a fool of itself before at SF City Hall in Room 250. 

I am not about to waste my time with idiots - so I just paid the money - after consulting someone from the SF City Treasurer's Office who knew what he was talking about - but said the mistake or whatever it was - was with the Assessor's Office.

Carmen Chu should look into this nonsense - pretending to put the blame on the State of California - trying to charge small businesses on furniture, computers, and other tools we need to work - at time when we are in dire straits. This is not Compton - this is San Francisco.

The City and County of San Francisco - has not lifted a finger to help us Non-Profits nor small businesses - to buy the furniture, the computers, upgrade the tools we want - but wants to charge us - under some wishy-washy - property tax law - crafted by crooks for crooks.

These heads of departments - Joaquin Torres, Jose Cisneros, Carmen Chu, London Breed the Mayor - have NO clue how much suffering is borne by the Non-Profits and small businesses. 

Do not test our ire - you scoundrels are paid by us Tax Payers.

All of you make more than $275,000 with benefits - and all your salaries must be cut by half - more. during this COVID-19 pandemic - where you are doing nothing at all - but pussyfooting.

Try getting on the virtual meetings - where so-called experts - are touting that they can help  Non-Profits and small businesses with grants and loans - from $5000 to $25,000 and so on.

Why would you want us to share our Social Security with someone - when you can have access to the Federal Employment Identification Number (FEIN) and there are laws that prohibit one from giving one's Social Security - except for important and pertinent situations?

Various organizations backed by the Mayor's Office of Economic Development (MOED) - had so many of us - send them our certifications linked to our Non-Profit way back in February 2020. Nothing happened for months.

Then we received a letter - we did not make it - but that we would hear soon.

We were informed about the second round. 

Both rounds used the lottery method - which is suspect - choosing those who knew something - typical of those heading some of these departments - incompetent, weak in the knees, immoral, unethical - perverts that we do not respect - those that are decent and hardworking.

What these scoundrels do well - while they steal taxpayers' money - is advertise virtual meetings - where they tell you about your business - when they know nothing much about any business - much less running their lousy City Departments - that have NO standards. Many will be audited by the Federal Bureau of Investigation.  Jackasses.

Do you think any sensible person will wait for a grant or loan - after two rounds - taking 8 months - thinking that the third round and then the fourth round - will make you win the jackpot - like most lotteries - that fail to deliver?

The Federal Bureau of Investigation (FBI) has forced many to think better - and folks like Harlan Kelly the Manager of the SF Public Utilities Commission has resigned.

His rogue ways have landed him in court - he has been charged- has appeared in court - and will spend an inordinate time in jail - when convicted - soon. 

20 years minimum but even more as more and more criminal charges are added.

Juliet Ellis who worked for the SF Public Utilities Commission - supposedly their Chief Strategist - who doled out money - left, right, and center in the millions - has resigned. 

There is more to this - but I will reveal it as soon as I can paint a full picture. 

Suffice to say - good riddance of a WITCH who ruined the lives of many - careers destroyed.

Naomi Kelly the SF City Administrator - has taken leave - she may not come back.

Naomi had jurisdiction over 30, 000 City workers - half of whom will be laid off - just because those in power say so.

Some praise the essential workers - use them like a rag - and after they use them and feel they do not need the " essential workers " out the door you go. 

In San Francisco we valued compassion and empathy - we once discerned with our heart in the right place - no more. 

Wheeling and dealing in broad daylight - more during the COVID-19 pandemic - is the norm today - saturated by crooks who work from home - and have all the time and tools to cheat, hoodwink, and adversely impact - thousands.

One of the worse departments the Office of Emergency Services - they have failed miserably - when it comes to providing the necessary services.

Those holding important positions - making - over $275,000 a year - more from overtime and other nefarious activities.

Moscone East Convention Center - is a den of crooks - and what happens there is beyond anyone's imagination - that is what happens when you have NO chain of Command - worth the salt.

Today we do not have a qualified Incident Manager - the rank of a Commander - much like the Federal Emergency Management Agency has for decades.

 We do not have anyone who has sound experience with logistics on a scale as we have before us today - COVID-19 pandemic. 

San Francisco has No Blue Print - linked to sound Quality of Life issues.

We are in a mess - those in power pulling wool over our eyes - as in the case with Naomi Kelly. 

Any way you look at it - Naomi Kelly's arrogance brought her down.

Her- sordid deeds - have come to bite her in the butt.

Naomi makes over $400,000 and so did her husband Harlan Kelly - they have two young boys - and guess who suffers?

At a public function - one where hundreds gathered - I looked at Harlan and his father Senior Harlan - and requested them to leave a legacy.

We were gathered at the funeral of Harlan's mother - who I knew separately - and admired the many gathered to give testimony by their presence - and hundred of wreaths - all beautifully displayed.

2021 us upon us - and some think by uttering sweet nothings - we can make good things happen.

Good things happen with good actions - anyone can talk the talk but to walk the walk - you need tenacity and fortitude - one heart in the right place.

No one can discern, get a clear picture - make much happen if you are not educated on issues.

In San Francisco, you have in many Departments - the blind leading the blind.

Hoodwinking and cheating - the crooks filling their pockets with millions - more Community Benefits.

Shamann Walton had access to millions - he must now account for.

Dwayne Jones is NO gatekeeper of the Bayview - 

he has stolen millions and must be held accountable -

Community Benefits that I fought for the community at large -

not the crooks - who I did not see in the trenches.
