We have been asking after providing empirical data - why is Juliet Ellis - who has given herself the title of Chief Strategist - still in office.

Juliet Ellis - must be fired - using our hard earned  tax payers  money - paying sell outs - all of which must be investigated - one of them Young Community Developers (YCD).

There is NO enforcement - and the lay person - must do all the heavy lifting - to provide the proof - and this will and must come to a halt. Too many are suffering in our community - while these very corrupt people - and abusing the system.

Where is the enforcement? Do these people who are wheeling and dealing - raking in millions - know anything about ethics and how can they - when they have NO morals and less standards?

Four main projects CS-165 lead by AECOM/PARSONS, the WW-647 Biosolids Digester Facilities Project - lead by WEBCOR/MWH, the WW-628 Headworks led by SUNDT/WALSH, the DB-126 DCS - upgrades led by EMERSON - are all tied to the Chief Strategist for evil purposes - Juliet Ellis.

Crooked folks many of them former jail birds - given access to tax payers money - to do as they please - what is happening to our City and County of San Francisco? What is happening within SF Public Utilities Commission?.

It is a very serious infringement if one single dollar - tax payers money - is illegally given to any entity - to run for any election - and that has been going on - right here in San Francisco. It is all the more serious - when this nonsense - reigns supreme at SF Public Utilities Commission.

San Franciscans are NOT stupid but now we have reached  saturation point.

 This long, drawn out strategy to vett  empirical data - any which way - to kick the can down the street must - STOP.

As lay people - we trust the City Attorney, the District Attorney, the SF Controller's Office to do their job.

If they cannot do their job - call in the Federal Bureau of Investigation - in fact the best thing to do in this case - invoke the RICO ACT.

Dwayne Jones has with intent - 

used Community Benefits money - tax payers money -

to wheel and deal - and has crooked people -

many of them jail birds - on his pay roll.

In San Francisco we already have astute people who understand corruption - more sordid corruption - linked to tax payers money - and more how our election process works - and all sorts of tainted money from " behest sources ", Political Action Committee.

Even the SF Democratic Central Committee permits extraordinary contributions - millions of dollars - and all this and other action - contradictory to sound principles and fair government - is a slap on the face of sound, Democracy.

Dwayne Jones should not be on any committee - linked to the Contract Monitoring Committee. City Administrator should remove him - immediately - consult the SF Controller's Office and the District Attorney for sure.

Dwayne Jones should not be wheeling and dealing at 525 Golden Gate Avenue - having being black listed by the SF Housing Authority. More as President of RDJ and having so much power linked to the EMERSON contract. Who is fooling whom?

A judgement made by a Judge from our Courts against Dwayne Jones stands - and must be noted for all purposes - we not need criminals - participating in areas where hight standards must be maintained.

Dwayne Jones has been faulted for not paying his taxes linked to his activities with Platinum Consultants - what else does anyone want?

 Do those in authority need an entire rap sheet and more to say more that this man - who is a crook of the highest order - and to added to that is not from San Francisco - a transplant much like Juliet Ellis.

Large sums - one example an amount of $50,875 paid to RDJ and we have other amounts from three lists - that we will hold as our ACE card. 

Who has given anyone the authority to pay Dwayne Jones - inordinate  large sums of money - who is NOT respected in the community - to fleece the hurting community - many are very upset.

Naomi Kelly - 

she is our City Administrator -

who is fully aware about the nefarious activities -

of Dwayne Jones and Juliet Ellis -

she knows both these characters and has not used her

powers to stem the corruption that is hurting thousands.

Our City Administrator Naomi Kelly must now step in and find out from the authorities to be - why Community Benefits - tax payers money is being spent - on frivolous things and more jail birds who have been given contracts.

Some of us have worked for the community - for years - and those that do good work are ignored.

Apparently one has to be a crook, take money for doing nothing - tax payers money - Community Benefits - more than $400,000 spent to date - linked to the Sewer System Improvement Project (SSIP) -  with no line item justification.

I was one of those that attended all the meetings - linked to a Task Force - linked to the SSIP.

This task force -  decided that 5% of the $6 Billion - the " then figure " that has now grown to $10 Billion - with the Chief Strategist - Juliet Ellis - making hay while the sun shines - spending Community Benefits as she please - accommodating character such as Girls 2000.

Who are this people who are not engineers, have no sound chronological history of our community, lack cultural competency, have been charged for crimes - stealing money - characters such as Dwayne Jones and Juliet Ellis - who have no deep history being appreciated by the community at large.

Dwayne Jones - interfering when a contractor - given to him by the SF Housing Authority - who won a contract fairly - only for the contract to be  taken away from him.

The Contractor had to go to Court - won his contract back - all this nonsense created by  Dwayne Jones. 

Dwayne Jones is a known crook - and should not be permitted to wheel and deal - in this manner - more, here in San Francisco.  The Law Enforcement and other are fast asleep at the cockpit.

Harlan Kelly - the General Manager of SFPUC  knows a lot about what I am saying.

So do many at SF Public Utilities Commission.

The Phelps Raw Sewage Treatment Plant - is a mess - at one time a man named Powell ordering parts that were wrong - with intent  - adversely impacting the entire plant.

 We had to bring this very serious situation to the attention of the SF Controller's Office - and only then something was done.

SF Public Utilities Commission has NO right bragging that it has a proven record when it comes to its fiscal responsibility and also bragging about its so called Clean Power - linked to Proposition A - which has NOT been vetted.

What does Susan Leal know about Climate Change -

she is using SFPUC to fund a project -

to pay her salary teaming with AECOM and others - 

 milking us all - with sordid tentacles -

even with one Barbara Hale - playing a role.

Barbara Hale once teamed with Susan Leal to place 3 Combustion Turbines - these two women planned to use fossil fuel to do injustice to the Bayview Hunters Point community.

Surprising as it may seem - both these women work with AECOM - and have relationship - many bordering on conflict of interest.

AECOM is sponsoring Proposition A - and SFPUC is pushing for this Proposition openly - is this a conflict of interest - I want to know?

AECOM has long milked San Francisco - and we know who is behind - having had its share milking us with the Waters System Improvement Project (WSIP) - AECOM was awarded choice project linked to the Sewer System Improvement Project (SSIP).

AECOM, PARSONS, URS, WEBCOR, JACOBS - the same crooked primes - milking the system - and we the tax payers - have be take for a ride. It makes it all the worse - when spouses work for AECOM - and conflict of interest - is not mentioned - ask Barbara Hale?

We can go dipper - but for the time being - will be be watching these corrupt folks  - much like a hawk in the sky.

Right now these same people who favored Combustion Turbines - using fossil fuel - want to favor Clean Energy.

If you use SFPUC clean energy - we pay our bill to Pacific Gas and Electricity - the infrastructure - the high power electric wires - are maintained by PG&E.

SFPUC is now in the business - of being a broker - uing tax payers money, acting as facilitators - while PG&E does the heavy lifting.

SFPUC has failed to use our Hetch Hetchy hydro-electricity - preferring to sell that power to Tulare and other entities. It has failed to use its own resources - that we the tax payers have charged them to maintain and use to the benefit of SF Tax Payers.

SFPUC is now acting as a broker - when it has no real control - it may say that the energy in clean - but SFPUC cannot prove how clean the stacks are - and there lies the crux of the problem.

Donald Trump has nothing to do with Mountain Tunnel, the Calaveras Dam, the many adverse impact linked to Irvington Tunnel - the cheating and stealing of million going on right now at SF Public Utilities Commission - including Community Benefits.

While Donald Trump may say what he wants to say - California is the 5th Largest Economy in the world - and we can do as we please - right now we cannot trust SFPUC - they have no morals, less ethics, and absolutely NO standards.

What is it that we cannot comprehend - time and time again when SFPUC takes PG&E to court - PG&E wins - SFPUC loves to play high stakes - using tax payers money.

We have too many people - upper management making over $250,000 and one for sure is making over $350,000 with benefits.

Go Figure! Those wasting our money - must be fired - right now.

All these characters Juliet Ellis, Barbara Hale, Susan Leal, Dwayne Jones, Emilio Cruz who left SFPUC and got a $1 Billion project, Bill Carlin putting his man in charge of the Phelps Raw Sewage Treatment Plant - the on going corruption using our tax payers money - is pathetic to say the least.

Why should Juliet Ellis, Barbara Hale, other inept and shallow employees - with no expertise - be paid over $250,000 with benefit by the tax payers?

Tax payers should be leery about SF Public Utilities Commission - asking for billions introducing Bond Measures - and then hoodwink us all - in broad daylight.

No one seem to have read the Raker Act - if you read it - you will understand how the tax payers of San Francisco have been fleeced.

All these characters at SF Public Utilities Commission - who do not respect Mother Earth.

Many of them perverts - they think we do not know about their extra-curricula activities - lacking morals, less ethics, and for sure having NO - standards.

San Francisco is readying itself to vote for a Mayor - this June 5, 2018 - be it for another " interim term " - that is  - until November, 2018.

Then, as I said in November, 2018 - the Big Guns will come out - blazing - millions will be spent - to put in a candidate in the cockpit - to do the bidding of the corrupt and crooked.

In November, 2018 - for sure a Mayor will be elected - but will she or he be able to address - some of the issues addressed in this blog. For sure the impinging Big One - that no one should take - as a matter to be ignored and unlikely.

Some SF Mayoral candidate - that has the most money, backed by big crooked developers - other corrupt entities - break election laws - have access to large amounts - Political Action Committees - all with a hidden agenda - will look at you in the eye and lie.

Create all sorts of disinformation - some candidate that now embraces all of the above - is waiting to be " shooed in " - and that is how our system works. There are NO real checks and balances.

Right now we have no plan - that is viable and sustainable  that works - we have not taken the time to divide our City for good  - in quadrants - each having astute Captains in charge - to address emergencies of any type - small or big.

More, who know how to execute plans with heavy machinery, medical personnel who can create triage centers - leaders who can quickly find solutions - because they are educated on issues - and more discern.

Captains that can put together - soup kitchens to feed thousands. Do other things - because they some with experience but also have leadership - qualities that matter - is such situations.

Captains trained to work with our many hospitals - the congestion we have - and the lack of staging areas and places - to bring the injured and more to provide - standard triage services. Short term care and long term care - all these actions cannot be implemented by osmosis.

Captains cross-trained that we have none today - they keep on bluffing, hoodwinking, spewing hot air - and thinking they can fool all of us - all of the time - talking about some vague - resiliency models and methods - that have never, ever be vetted.

We still  have a long way to go - training captains and leaders - all very well trained more with empathy and compassion.

More - who have the ability to take care of those that most need help infants, children, seniors, and those with compromised - health. Right now the diatribe is nauseating - leaders - weak in the knees - trying to say something - and meaning - nothing at all.

There is a lot of talk about communications - at this late date we are still talking about NOT having sufficient dispatchers. The dispatchers should have been in place 10 years ago - and many good dispatchers - will not come back - they have been burned out.

Still figuring out about resolving our Law Enforcement - to a number that can bring about law and order - and disciplined enough to handle our diverse community with empathy and compassion. This all should have been brought about years ago.

Most still lacking cultural competency and even less exercising - and have the inherent ability to exercise - implicit bias.

In general - none of our Mayoral candidates have military training, none have the discipline to stomach blood and catastrophe that hits you in the gut.

Our SF Department of Emergency Management -

We have an over $10 billion budget - we have an entity like the San Francisco Public Utilities Commission - wasting money - Community Benefits -  preying on the community - pleading for more Bond Money - lying that that they need it for good - but doing the opposite.

Again and again large amounts in the Billions - linked to the Water System Improvement Project - have resulted in millions wasted - poor judgement linked to Mountain Tunnel, Irvington Tunnel, Calaveras Dam - and the list goes on and on.

You may have lived in public housing - but that does not  qualify you to manage City Hall.

What has become to our City and County of San Francisco?

Again and again when we have had black outs - our skyscrapers - have had problems with elevators stalled - and more people trapped in the elevators - for extended periods.

The Safety of our people in San Francisco - a population of about 830,000 which increases in the day time to over one and half million - more when we have several large conventions  is in peril to say the least.

Very large entertainment events, sports events that attract thousands, the Gay Parade and so on. All put in harms way because we have NO sound leaders - with a proven track record - with a Blue Print - that is viable and sustainable.

Add - to this military style guns and ammunition - in the hands of those that are waiting - for the day - when pandemonium reigns supreme.

All the plans that Law Enforcement purports to have in place  - have serious problems - they lack resources - and one has just to start evaluating - evaluated and measure the standards of proven sound training - lack of qualified Law Enforcement personnel.

Para-military tactics simply do not work in toto - in any circumstance more that is not related to law and order - with sound service to the people and protection that matters.

When the Big One strikes - that is just a matter of time - so far - the lack of cross-training, the lack of sound Emergency Management and concrete exercises that matter - hovers cross all quarters - begging the question - are you all ready - for all your talk and less walk?
