Carmen Chu - the current SF City Administrator.
San Francisco once had a City Administrator - independent - all that changed in 1996 when Mayor Willie L. Brown Jr. brought the SF City Administrator under his wing.
He did that by introducing the change - putting it on a ballot measure - and it came to pass - the SF City Administrator - came under the Executive Branch - never mind the Executive Branch has never maintained a standard - and less ethics - worth the salt.
Making a change or amendment to the San Francisco Charter is huge in San Francisco - imagine having the Legislative Branch and the Executive - the City Administrator who was independent - neutralized - all this done in 1996 by Willie L. Brown Jr., a thug Mayor that has done more harm than good.
Once, we had the SF Board of Supervisors, the Legislative Branch that today has failed us miserably - they talk too much- and the City and County of San Francisco - have gone to the hogs.
As I said, the SF City Administrator was independent - no more.
The Executive Branch - the Mayor London Breed - for all the talk and diatribe - there has yet to be a walk.
The current City Administrator, Carmen Chu, oversees 27 agencies with nearly 3000 dedicated staff.
Over 33 City and County employees under her jurisdiction.
Some months ago, I warned Carmen Chu that the Federal Bureau of Investigation was monitoring her agency - at the time, I mentioned Dwayne Jones, who I knew had someone - doling out grants - to those in her inner circle.
The SF City Administrator's office, from the time it came under the Mayor - starting with Mayor Willie L. Brown Jr. has been known to be corrupt.
The current SF City Administrator knew about Dwayne Jones - but she also learned about the woman in charge of the grants - and what was happening.
Today, Carmen Chu has joined ranks with Mayor London Breed and others - to stem corruption - when both Carmen Chu and London Breed - have had severe issues of failing to abide by the law.
Carmen Chu and her husband purchased a home at 2424 Ulloa Street in San Francisco - the purchase price was $800,000 in 2006.
In 2009, the price of the home was lowered to $770,000 by Chief Appraiser Mathew Thomas - giving both Carmen Chu and her husband a refund of $1000.
This process was repeated in 2010, 2011, 2012, and 2013 by - Phil Ting and Mathew Thomas and by Carmen Chu herself when she became the SF Assessor.
As the incumbent assessor at that time - Carmen Chu knew she had to send the case document linked to her home to the Appeal Board - being a conflict of interest. She did not - with intent, she allowed the system to give her a break in taxes linked to her home.
Who is fooling - whom?

No public file exists to review the files of former Assessor Carmen Chu - of the many reductions.
Typically, photographs are taken of the interior home - there are NO interior photographs of the home located at 2424 Ulloa Street in San Francisco.
Mayor London Breed had to pay a fine to the Ethics Commission - some $23,000.
There must be a mechanism to annually evaluate all City and County of San Francisco employees - including the Mayor, the Controller, the City Administrator, and all Department heads.
The cap on the salaries for these vermin, including the Mayor, should be at most $250,000 a year. If anyone fails the yearly evaluation - there must be a 10% reduction in salary - that will teach the vermin to work and not waste their time - kicking the can down the street.
There are pressing issues casting a dark cloud - and Mayor London Breed knows about it - decent San Franciscans will not vote - for someone who has broken the law - rules, and regulations - and yet wants to curtail happenings - brought about a chronic crook - Rudolf Dwayne Jones.
This notion that the Mayor can call the shots - like moving the Farmers' Market - to accommodate some skateboarding- to counteract the " drug dealers " - wait until someone is shot - and the Mayor and her lackeys make excuses.
Until now, the citizens of San Francisco have not addressed the performance of the City Administrator - Carmen Chu -time for a hearing - what makes her not have a yearly evaluation.
Why was documentation on her home located at 2424 Ulloa Street in San Francisco - erased - no photographs of the three-room house. Who does Carmen Chu think she is - when the law applies to everyone in San Francisco.
The Mayor must address "corruption " on a war footing - starting with herself - she has broken the law many times - and knows it. Headstrong, she is playing with fire - and the time has come to audit her activities - many extracurricular activities are known to many - a disgrace to the human race.
When it comes to good manners and etiquette - she has none to them - and allowed to say something - she will bark up the wrong tree.
It is mind-boggling - when London Breed and Carmen Chu are part of the problem - including Ben Rosenfield, Dennis Herrera, David Chiu, and Jose Cisneros - now suddenly wake up from their slumber and want to have transparency and accountability.
Over the last 21 years, Dwayne Jones has been corrupt - robbing Peter to pay Paul - from when he was Director of Young Community Developers - when there was YCD and Chocolate City.
There is a thread of being selfish, cheating, and breaking the law with intent.
In many good governments - in the better nations that mandate we abide by the law - decent government officials - step down and apologize.
Here in San Francisco, it took 21 years - to get to Dwayne Jones.
Carmen Chu and London Breed - are thumping their nose - after breaking the law. The buck stops at your desk - both of you - who talk too much - clean up your act - and apologize to the citizens of San Francisco.
We have the empirical data to prove that both of you break the law; you two must set the record - right.
Pay-to-play flourishes at SF City Hall - tarnishing the good name of the City and County of San Francisco.
It took over twenty-five years in San Francisco to address many pressing issues - in the Bayview Hunters Point.
Outsiders like Dwayne Jones -who gave himself the title of Gatekeeper of the Bayview Hunters Point - drive a Bentley in the East Bay where he lives - and a bucket in San Francisco - where he wheels and deals.
Dwayne Jones has the blood of thousands of infants, children, youth, young adults, our beloved Elders, and those with compromised health - more our mentally and physically challenged - in the Bayview Hunters Point area.
Every jackass who took money from Dwayne Jones, and the list is long, must repent - address the atrocities that the indigent folks in San Francisco Bayview Hunters Point suffer daily.
There are still crooks who were NOT fighting for the rights of the people from the Bayview Hunters Point - in the trenches - still asking the SF City and County of San Francisco for money.
The well is dry - and Dwayne Jones - the crook has been brought to book.
Stop messing with fire - you will be incinerated.
